HomeMy Public PortalAboutM 1955-05-17 - CC~e REGULAR MEETIi~G MAY 17, 1855 ~" The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7030 p.m. Mayon Bruner in the chair, Councilmen Bruner, McMeekin, Pearson, Fender, and Willard answered the roll call. It was moved by Councilman Willard, seconded by Council- woman McMeekin, that the minutes of the previous regular meeting ®f May 3, 1955 be approved as written, All members voting aye, the Mayor declared the mot~.on duly carried. ---^ The Clerk read. a letter from Mr. R. J. Cornell of 11133 Pine Street, Lynwood, calling the Councils attention to the faulty inspection of a building at 10910 Atlantic Avenue, sand requesting the Council to make a thorough investigation of said structure. It was moved by Councilman Willard, seconded bar Councilman Pender, that said letter be accepted and referred to the Manager for further investigation and report. All. members voting aye, the Mayor declared the motion duly carried. The hour of $:00 p.m, having arrived, said hour being the time fixed. .for-hearing in the matter of the improvement of Alma Avenue, the Mayor inquired if-here were any present in regard to said hearing. . There was no response. Whereupon, RESOLUTION N0, 2595 entitled "RESOLUTION SETTING FORTH FACTS OF HEARING AND CONFIRMING ASSESSMENT IN THE MATTER OF THE IMPROVEMENT OF ALMA AVENUE BETWEEN LONG BEACH BOULE- VARD AND CALIFORNIA AVENUE BY THE CONSTRUCTION OF~CURBS, DRIVEWAYS, SIDEWALKS AND GUTTERS, AND THE REMOVAL OF EXISTING DRIVEWAYS AND TREES, INCLUDING ALL INCIDENTAL AND APPURTENAPIT WORK" was presented. It was moved. by Councilman Pender, seconded by Council- man Pearson, that said resolution be adopted. Roll Call: Ayes: Councilmen Bruner, McMeekin, Pearson, Pender, and Willard. Noes : None . '""' Absent: None. The Clerk presented two claims for damages for trespass and false imprisonment against the City of Lynwood from Mr. William Regan and Mr. Charles Sideris, respectively. It was moved by Councilman Willard, seconded by Councilman Pender, that said claims be referred to the City Attorney. All members voting aye, the Mayor declared the motion duly carried. The Clerk presented a communication from the American Mission Army, 6210 Otis Avenue, Bell, requesting permission to solicit used Bibles, funds, and distribute Christian publications. The City Attorney stated. that a court action had been brought against the City by this organization for denying a previous request and the City has prevailed in this action, and. recommended that this request be denied. Whereupon, it was moved by. Councilman Pender, seconded by Councilman Pearson, that the Council concur in the recommenda- tions of the City Attorney and deny said request. A11 members voting aye, the Mayor declared the motion duly carried. ORDINANCE NO. 627 entitled "AN ORDINANCE REGULATING THE SALE AND DISFLAY OF FIREWORKS IN THE CITY OF LYNWOOD" was 4presented for the second time. It was moved by Councilman Pender, seconded by Council- man Willard, that further reading be waived. All members voting aye, the Mayor declared the motion duly carried. It was moved ~by Councilman Pender, seconded by Council- -.., woman McMeekin, that said ordinance be adopted as read for the second. time, finally pass, and be published as required by law. Absent: None. ~. 7 The Clerk presented RESOLUTION N0. 2596 entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD DECLARING ITS INTENTION TO ORDER STREET LIGHTING SERVICE ON CERTAIN STREETS IN THE CITY OF LYNWOOn FOR A PERIOD BEGINNING JULY 1, 1955 AND ENDING JUNE 30, 1958." Tt was moved by Councilman Pearson, seconded by Councilman Pender, that said Resolution be adopted, Roll Calla Ayese Councilmen Bruner, McMeekin, Pearson, Pender, and Willard.. Noese None. Absent; None. ~^^ RESOLU'''TON N0. 2597 entitled "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD SETTING TIME AND PLACE FOR HEARING PROTESTS IN RELATION TO THE PROPOSED IMPROVEMENT FOR THE FUR- NISHING OF ELECTRICAL ENERGY TO LIGHT ALL STREET LIGHTING SYS- TEMS IN THE CITY OF LYNWOOD" was presented. It was moved by Councilman Pearson, seconded by Councilwoman McMeekin, that said Resolution be adopted. Roll Calla Ayeso Councilmen Bruner, McMeekin, Pearson, Pender, and Willard. Noese None. Absence None. The Clerk presented the agreement with the County of Los Angeles for emergency ambulance service for the period July 1, 1855 through June 30, 1956 and recommended that same be entered into. It was moved by Councilman Willard., seconded by Council- womar: McMeekin that the Council concur in the recommendations of the Clerk a.nd the Mayor and Clerk be authorized to execute said agreement on behalf of the City. Riggs to conduct the business of photography at his home at 4264 Imperial Highway. The Clerk stated that the necessary cards had been mailed and no objections were filed. The Mayor inquired if Mr. Riggs was in the audience. Whereupon, Mr. Riggs explainer' his method of operation. It was moved by Councilman Willard, sPCOnded by Councilwoman McMeekin, that said home occupation application be approved. All members voting aye, the Mayor declared the motion duly carried. The Clerk presented a communication from the Secretary of the Planning Commission wherein the Commission requested the Council ~ s attitude toward attempting to cor~tl'ol ~~utdoc„ ad~rer- tising structure adjacent to the freeway. It was movF,cx ?;r,~r Councilman Willard, seconded by Councilwoman McMeekin, that said request be referred to the City Manager for investigation with other cities adjacent to freeways regarding their policies on said matter. All members voting aye, the Mayor declared the motion duly carried. RESOLUTION N0. 2598 entitled "RESOLUTION URGING THE ENACTMENT OF A.B. 145q" was presented. It was moved by Councilman Pender, seconded by Councilman Pearson, that said Resolution be adopted. (Disposal of refuse.) RESOLUTION N0. 2599 entitled "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ADOPTING BUDGET FOR EXPENDITURE OF GAS TAX ALLOCATED FOR MAJOR CITY STREETS" was presented. Absento None, The Manager presented. a report from the Chief of Police recommending that boulevard stop signs be installed a,t the north and. south approaches to Carlin Avenue on Bradfield, and on the south approach to Carlin at Muriel Drive. It was moved. by Councilman Pearson, seconded by Councilman Pender, that the Council concur -~.n the recommendations of the Chief of Police and order said stop signs installed.. All members voting aye, the rviayor declared the motion duly carried, The Manager stated that at the last regular meeting of ..,,, the Personnel Board it was recommended that Resolution No. 2568, Personnel Rules and Regulations, Rule VIII, Section 4 be amended by the addition of the following paragraph: "When determined by the Personnel Officer or appointing authority that only undesirable or poorly qualified. candidates remain on the list and it is advisable to establish a new list, the Personnel Board may abolish the existing list. Before such action takes place, the Personnel Officer shall submit to the Board the names on the existing list and. the reasons for their undesirability." It was moved by Councilman Pender, seconded. by Councilwoman McMeekin, that said amendment be approved. Roll Call; Ayes< Councilmen Bruner, McMeekin, Pearson, Pender, and Willard. Noes: None. The City Manager presented a report from the Traffic Authority regarding the request for the replacement of a crossing guard at Bullis Road and Josephine Street as requested at the last regular meeting. The recommendations were that no 3usti- fication exists for the replacement of a crossing guard at this intersection and recommended that said request be denied. It was moved by Councilman Willard, seconded by Councilman Pender, that the Traffic Authorityts report be accepted. and that said. ~, request be denied. All members voting aye, the Mayor declared the motion duly carried. The Manager presented the following personnel recommendationse That S. F. Kr°snak, Maintenance Man in Street Department, be advanced to the third salary step of $326 per month, effective May 10, 1855; That John Freeman, Community Center Custodian, be granted permanent status and advanced to the second salary step of $288 per month, effective June 1, 1855• It was moved by Councilman Pearson, seconded by Councilwoman McMeekin, that the Council concur in the recommenda- tions of the City Manager. All members voting aye, the Mayor declared the motion duly carried. The City Manager stated that the Personnel Board, at its meeting of April 18,.1955 recommend~d~t~iat the position of Assistant City Engineer be established in the classified service; he further recommended that Resolution No. 2556 be amended to change the salary of Assistant Civil Engineer to "$4bt1 - $540." It was moved by Councilman Pearson, seconded by Councilman Willard, that the Council concur in the recommendations of the Personnel Board a.nd City~Manager. Mr. Bob McCaughn, representing the Junior Coordinating ~. eJ Council, presented the President who requested the Mayor to proclaim May 27, 1955 as "Young Citizens Day"in the City of Lynwood. Whereupon, Mayor Bruner read a proclamation declaring May 27, 1955 "Young Citizens Day." ..-.. It was moved by Councilman Pearson, seconded by ~! Councilwoman McMeekin, that the demands presented at the meeting of May 17, 1955, having been regularly audited, are hereby allowed and. approved and warrants ordered drawn on the City Treasurer therefor in accordance with and to the payees named and the funds indicated in the several demands hereby approved.
