moved. by Councilman Willard, seconded by Councilman Pender, that
se.id permit be granted subject to the provisions of City Ordinance
No, 401: governing public ds,nces. All members voting aye, the

Mission Army requesting the Council. to e.dopt an ordinance that
would prohibit pa.l.mistry, fortunetelling, etc, The Clerk stated

The Clerk read a commua~icat:~on from Mr. Fred A, Lampe
of 11523 Long Beach Boulevard, calling the Caunciles attention
to the l~.ek of interest shown by the Police Department in s,
recent theft at his p1.~ce of business, It was moved by Counc~.l®

The Clerk presented ~, communication from Pyle, Ls.nce
& Schl.inger, present auditors .:~~or the City of Lynwood, offering
to provide audit services for the fisc~.1. year 1.955-56 for $.350
per quarter. Tt was moved by Councilman Willard, seconded by '~'~
Councilwoman McMeekin, that ss.id communication be accepted and
filed. All members voting ~.ye, t:k~e Mayor declared the motion'
duly carried,
The Clerk presented a communication from the Lynwood
City Employees Association requesting authorization to make pay-
roll~deductions for the recent.l.y established City Employees Credit
Union which the City Employees Association sponsored. It was
moved by Councilman Wille.rd, seconded by Councilman Pender, that
the City Treasurer be --~,'~thox~ized to ms,ke payroll deduct~.ons far
the purpose oP purchasing sh.~.res and repayment of loans for the
Credit Union members, All members voting eye, the Mayer declared
the motion duly carried,
The Clerk presented ,a cammunice.tion from Mrm Russ
Margald and Mr. Chs,rles McCs,:l.lum, restaurant owners, requesting
the Council to give considers.t:ion to ~, change in the present
city ordinance which. px~ahibits d~.ncing where liquor is served.
It was moved by Councilman Willard, seconded by Councilman
Pender, that said communication be accepted and filed. All

American Veterans, Chapter No. 36 of Lynwood, requesting per-
mission to sell fireworks from dune 26 ~,o ~"u1y 5. It was moved.
by Councilman Pender, seconded by Council.me.n Willard, that pe~-
mission be granted, .license fr~€~e, to s~.~.d orgs,niza~tion to sell ,,,,.
fireworks subject to reg~uletions governing the sale and display

The Clerk presented the City Attor.•nc^yrs report regarding
the claims far damages filed against the Ci~,y of Lynwood for
trespass and false imprisorlanent wherein he recommended that said
claims be rejected and denied. ~beca.use the City is not Liable for
the ~~orts of j.ts agents and employees when acting in a g~overn-
m.enta,l capacity. I~. was moved by Councilman Fearsan, seconded
by Caunc:ilman Pender, that the Cik~y Council deny said claims
upon recommendation of the City A.~:torney, All members voting
aye, the Mayor declared the ma~t;ion du~,y carried..
The C1.erk presented a.n applicatlnn of the Gross Town
1:ius Lines to sell and transfer to the Southern Cit:~.es Transit
Company certificates of pu.bl,ic canvenience and necess:i.ty and
to re-route, abandon, and e~r~tE.nd certa,~.n routes in said. system.
The Clerk further e.~cplained how sajd abandonment and re-routing
would affect lines wl t}iir. t;he C:qty ai` Lyriwocsd.
Whereupon, it was moved. by Councilman Willard,
seconded by Councilman Pender, that the City Council make no
formal. objections on said appi:ics,t.ion. A1..1 members voting aye,
the Mayor declared the moticryn duly car:r~ed.
The City Manager ~arLesent~d a report on the complaint

The Manager stated. tht~.t tzie Clerk had discussed with
Mr. V~I.ncent Bonilla the proposed r~rdirianc:e prohibiting persons
under the age of eighteen from attending a goal hal.1, and
that Mr. Bonilla stated the r~rdinance is agreeab:~e to him in
its present .form.
Whereupon, ORDINANCE N0. 6~8 ent~i.tled "AN ORDINANCE
OF THE C:1TY OF LYNWOOD REGLTT,ATING B ZL.LIARD OR POOL ROOMS" was
presented for the second time. It~. was mave,d by Councilman
Pearson, seconded by Councilwoman McMeekin, that further reading
be waived. A1.1 members voting aye, ~~be Mayor declared the
motion duly carried.

Councilman Pearson, that said ordinance 'he adopted as read for
the second time, finally pass, a.nd be published as required by
law.

The City Manager submitted a report r.°egarding the
control of advertising struct;ures~ a.d~'acQnt ~t;a the Long Beach
Freeway. He stated that .Lang Beach is presently prepar.i.ng an
Qrdinance px°ohibiti.ng such and that Campton a.nd South Cate
are not planning any a.ct~..on a.t the present time and recommended
that said matter be held over .for further investigation. It
was moved by Councilwoman McMeekin, seconded by Counailma,n
Willard, that the Council concur in the recommendations of the
City Manager. A11 members voting aye, the Mayor declared the
motion duly carried.
The City Manager stated that he has attended several
meetings of -the Af..r Pollut.~an Cont.ral, District wherein all
cities were requested to palace in e.f:fect a ban. on single

chamber incinerators, effective ~"u1y 1, 1.955, The Manager
further stated the.t the County hs.s already made arrangements
with al:l. its col.l,ectors to make the n~ycessary added pickup,
effective ~"uly 1, and th~.t ~,he only principle protestant is

Lynwood. he.s at the present time the°ee c:~ur~es of action; cne,

After considerable discussion, RESOLUTION N0. 2601
entitled "RESOLUTION :REQUESTING AN EXTENSION OF TIME UNTIL

ERATORS" was presented, It ws.s moved by Councilman Pearson,
seconded by Councilman Wills.rd, that ss.id resolution be adopted.

Mr. Wayne Fuller addressed the Council regarding
the present contrs.eto:rr furnishing suits.ble containers for the
increased collection of combustible rubbish :It was moved by
Councilman Willard, seconded by Counc.t.l.man Pender, that the
Manager be instructed to cont~.ct ~~he present contractor
regarding the possibility of f~xrnishing cont~.fners for com~
bustible rubbish, All members voting aye, except Councilwoman
McMeekin, th~* Mayor declared the motion du~y ar~ied.
The City NIarrager request;~d authoriza.tion to advertise
for bids for furnishing the City with ge.soline for the year
1955-56~ It was moved by Counci.me,n Willard, seconded by
Councilwoman McMeekin, that said authorization be granted.

The City Manager presented a report from the Chief
of Police concerning prohibiting parking on Beechwood between
California~.nd ~3irch wherein he stated that a survey had been
conducted among the residents of said. street and the majority
of persons preferred fret parking be restricted on the north
side.
Whereupon, it was moved by Councilman Pender,
seconded by Councilman Pearson, that parking b~ restri~~ted
on the north side of Beechwa~d between California Street and
Birch Street, in s.ccordance with the provisions o.f Section
196, Ordinance No, r493.

The Gity Manager presented a communication f''rom Brooksy
Miller, and Stetman requesting the Councl.l to take action in the
matter of the final. settlement for. their services in connection
with the design of the Natatorium. The M~.nager stated ths.t
they believe that due to redesigning the structure, they are
entitled to an additi.orial X6,174.96 .fee. It was moved by
Councilwoman McMeekin, seconded by Councilman Pender, that
said communication be e.ccepted and filled. All members voting
aye, the Mayor declared 'the motion duly carried.

The Mana er presented a, petition signed by Mr.
Delmar W. Cax, 423 Pendleton. Avenue, re~'uesting the City to
commence proceedings under the Ias2provement Act of 1811 for the
construction of sidewalks on Pendleton Avenue between Colyer
anal Elm.

further stated that the majority of the assessable frontage
represents corner lots with exc°eptiona:l.l.y long assessable
frontage, and although Lt ~s not customary .far the City to aid
improvements of this type financially, that due to the number
of school children using Pendleton Avenue, hs recommended that
the City contribute approximately o.ne-third of the cost for
the corner lots. It was roved by Councilman Pearson, seconded
by Councilman P~:nder, #;hat the Co~,rnci~. concur. in the recommenda-
tions of the Cl.ty Manager in ma~r:i.ng f~.nancial contributions for

The Manager present,ec~. -~ request .from the Water
Department asking that pc:~rm:~ ss:~~~n be granted to remove f~~om
the active .files past b,~.lances of people who have left the
city, The Manager stated that this would greatly simplify
the bookkeeping procedures but would not necessarily mean
that these accounts would not b€3. paid up at some future date,
and therefore recommended that; these accounts be removed from
the files. It was moved by Councilwoman McMeekin, seconded
by Councilman Wi.1l.ard, tha#; the Council concur :fin the
recommendations of the City Manager.

recommendation: That Helen Hendrickson, Typist Clerk in the
Water Department, be advanced to the third step after com-
pleting one yearis satisfactory service, at $273 per month,
effective June 2.1, 1955. It was nnovPd by Councilman Pearson,
seconded by Counci.l.m~,n Fender, that sa.i.d recommendation be
