The hour of 8000 o°clock p.m. having arrived, said hour being the time and place fixed for hearing any and all ob,~ections in the matter of the proposed improvement outlined in Street Lighting Maintenance District No. 17 for the years 1955.58, the Mayor inquired if there were any present in regard to this matter. There was no response. The Clerk presented a wr~.tten protest to said improvement from Dirs. S. M. Rollins, 3333 Elizabeth Avenue. It was moved by Councilman Pearson, seconded by Councilman Pender, that said protest be accepted and filed and. the hearing corrc:luded. Whereupon an ordin.an.ce entitled "AN ORDINANCE AMENDING ORDINANCE N0. 570 FOR THE PURPOSE OF RE CLASSIFICATION OF CERTAIN PROPERTIES AND THE ADOPTION OF AN AMENDED SECTION OF THE ZONING MAP WHICH IS A PART OF SAID ORDINANCE N0. 5708° was presented for the first time. Absento None, The Manager requested authority to engage the firm of Pyle, Lance, and Schlinger for the perf"ormance of the outside auditing ser~ vices for the fiscal year 1955....,56 at ~350,U0 per quarter inasmuch as ,,,~ the quotation of Mr. H. W, Lindsay for this service was X200.00 per year higher. ~1'he Manager also reported that should the Council decide to change its present audit service Mr. H, J, Wilbur, 4061 Walnut , would like to be considered.f`or the work, Councilwoman McMeekin stated that in her opinion. a local auditor should be appointed where possible, Thereupon it was moved by Councilman Willard, seconded by Councilman Pender that the Council concur in the recommendation of the Manager and employ the f'irrrr of Pyle, Lance, and Sch:linger for the performance of audit servioes for tree fiscal year 1955-~$6. ~. 7 Roll Callo Ayess Councilmen Bruner, McMeekin, Pearson, Per~d.er, and Willard. Absent; None, The Manager presented his report on the complaint filed by Mr. Fred C, Lampe at the last regular Council meeting, wherein he stated that there could. be no question that Mr, Lampe had a legitimate complaint and his telephone conversation with the Police Department was improperly handled, He further stated steps have been taken to "~ prevent any recurrance of such instances, It was moved by Councilman Pearson, seconded by Councilman Pender that said report be accepted and filed. All members voting aye, the Mayor declared the motion duly carried, The Manager recommended that Ralph Darton, having satisfac- torily completed six months' probationary period, be given permanent status as Chief of Police and advanced to the second salary step of $525.00 per month, effective June 10th, 1955. It was moved by Council- man Willard, seconded by Councilman Pearson that the Council concur in the recomanend.ation of the Manager. The Manager presented a supplemental Freeway Agreement cover- ing the Long Beach Freeway with the State Division of Highways for approval, The Manager stated. that the City originally entered into an agreement with the State i,n Februa.ry, 1950, and since that time the route has been altered in certain respects and recommended that said agreement be approved, Whereupon it was moved. b,y Councilman Pender, seconded by Coucilman Pesrson t~rat the Council concur with the Managers recommendation and authorize the Mayor to execute sa~.d agreement on behalf of the City. Absents None, The Manager presented a report from the Traffic Authority recommending that a boulevard Stop sign be installed on Alpine Avenue at the North approach to Euclid Avenue. Francis Guild requesting.; permission to conduct a Bazaar at the St, Francis Hospital parking lot or August 20 and 21, 1955, It was moved by Councilman Pearson, secand.ed. by Councilwoman McMeekin that perrniseion be granted, license free, for said organization to conduct the bazaar as requested. All members voting; aye, the Mayor declared the motion duly carried, The Mayor inquired if there were any oral communications. Mr. Russ Rian~;old, 12408 Lor1g Beach Boulevard, inquired if the Council had. taken any steps to amend the present ordinance govern- ing dancing which would. allow alcoholic beverages to be served in conjunction with dancing, After considerable discussion it was moved by Councilman Willard, seconded by Councilwoman McMeekin that the City Attorney be ,_,,, instructed to prepare a te~8tavi ve draft cf an ordinance for the Council ~ e study which would. permit alcoholic beverages to be served where dancing is conducted. All members voting aye, the Mayor declared the motion duly carried. Mr. Jack Cleland of the Lynwood Lions Club invited the members of the City Council to attend their meeting on June 28, 1955, when Assemblyman Carley Porter will speak on the accomplishments of this session of the State Legislature, 1~~ It was regularly iuoved by Councilman Pearson, seconded by Councilwoman McMeekin that the demands present ed at the meeting of June 21, 1955, having been regularly audited, are hereby aloowed and approved and warrants ordered drawn on the Cit y Treasurer therefor in accordance with and to the payees named and the funds indicated in the several demands hereby approved.
