REGULAR MEEmING JULY 5, 1955
The City Council of the City of Lynwood met in a
regular session in the City Hall, 11330 Bu11is Road, on above
date at 7,3o p.m.
Mayor Bruner in the chair.
Councilmen Bruner, McMeekin, Pearson, and Fender
answered the roll call.
Councilman Willard was absent.
It was moved by Councilwoman McMeekin, seconded by
~-- Councilman Fearson, that the minutes of the previous regular
j meeting of June 21, 1855 be approved as written. A11 members
present voting aye, the Mayor d.eelared the motion duly carried.
The C1prk presented the following petitions and
letters protesting any amendm€~nt of the present dance ordinance
that would permit alcoholic beverages to be served where any
public dancing is allowed:

to answer ss.id persons anal organizations explaining that the
Council has only instructed the City Attorney to prepare
a draft far their study and that they may be assured, before
any action is taken, that the ~''.auncil will consider the best
interest of the entire city regarding said matter. A11

Councilman Pearson, that said communication be accepted and
filed. A1:1 members present voting aye, the Mayor declared the
motion duly carried.
The Clerk presentedd s~omrrunicatians fram Mr. George
Grazier, 3517 Beechwoad, objecting to the water draining off
the driveway to the east auto his property and also that the
roof drainage from the building to the north of said property
drains onto his lot anal r'~w~~,'~aest~d relief from said draining
problems. The Ms.nager st~.~~~d that these problems are of a
private nature but would be glad to contact the owners to see
if some satisfactory arrangement can b~ made. It was moved
by Councilman Pearson, seconded "by ~"oun~ilman Fender, that said
communication be accepted and that the Ms.nager b~: instructed
to attempt to find a solution. All m~*mbers present voting aye,
the Mayor declared the motion duly carried.
The Clerk presented a communication from Vido
• Kovacevich Co. requesting the City to accept an assignment of
all rights and interest on the following described. assessment,
which was recently completed under Resolution of Intention No.
2572 (Alma Avenue): Assessment No. 36, in the amount of
X22.22, being a portson of Lot 51, Tract No. 2794. The Clerk
stated the reason for said. request is that improvement bonds
may not be issued for- amounts less ths.n X25, and Section 8450
of Improvement Act of loll of the Streets and Highways Code
provides that the contrac°~or or his assigns may effect said
collection by placing said assessment upon the tax roll upon
which general taxes are collected. .The Clerk recommended that
the City accept said assignment. It was moved by Councilman
Pearson, seconded by Councilwoman McMeekin, that the Council

ORDINANCE N0. X29 entitled "AN ORDINANCE AMENDING
ORDINANCE N0. 570 FOR THE PURPOSE OF CLASSIFICATION OF CERTAIN
PROPERTIES AND THE ADOPTION OF AN AMENDED SECTION OF THE
ZONING MAP WHICH IS A PART OF SAID ORDINANCE N0. 570" was
presented for thy- second time. It was moved by Councilman
Pearson, seconded by Councilman Pender, that further reading
be waived, All members present voting aye, the Mayor

It was moved. by Councilman Pear on, seconded by
Councilwoman McMeekin, that said ordinance be adopted as read
for the second time, finally pass, and be published as required
by law.

The City Manager presented the budget for 1955-56
for adoption, It was moved by Councilman Pender, seconded by
Councilwoman McMeekin, that the budget be adopted as presented.

It was moved by Councilman Pearson, seconded by Councilwoman
McMeekin, that said resolution be adopted,

The Manager presented the following recommendations
for boulevard stops from the Traffic Authoritye

Spruce Street, at the south entrance to the City Fark;
-Birch Street, at the south entrance to the City Fark;
;Mulford at intersection with Birch;

Birch at the north approa.eh to Beechwood;
Cedar and Peach Street, four cornets of intersection.
It was moved by Councilman Pender, seconded by
Councilwoman McMeekin, that the Council concur in the recommenda-
tions of the Traffic Authority and order said signs installed.
All members present voting aye, the Mayor declared the motion

The Manager presented the Memorandum of Agreement
for the expenditure of State Gas Tax allocation for mayor
' city streets for the fiscal year 1955-56 and recommended that
ss.id agreement be approved and a resolution be adopted.
Whereupon, RESOLUTION N0. 2607 entitled "RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING MEMORAN-
DUM OF AGREEMENT FOR EXPENDITURE OF GAS TAX ALLOCATION FOR MAJOR
CITY STREETS" was presented, It was moved by Councilman Pearson,
seconded by Councilwoman McMeekin, that said resolution be
adopted,

The Manager presented his report on the bids
received at the last regular meeting for furnishing gasoline
to the city for the year 19~~5-56 and recommended that the
contrs.ct bey awarded to the Texas Company, the low bidder. It
was moved by Cou~~xcilwoma.n McMeekin, seconded by Councilman
Pender, that. the Council concur in 'the recommendations of
the City Manager and authorize the Mayor and Clerk to execute
said agreement for the purchase of gasoline from the Texas
,.._ Company for the year 1955-56.

The Manager presented an agreement from the Lynwood
Unified School District with the City of Lynwood for the
combined summer recreation program conducted by the City of
Lynwood, and recommended j.ts approval. It was moved by
Councilman Fender, seconded by Councilman Pearson, that the
Council concur in the recommendations of the City Manager
and authorize the Mayor. and clerk to execute said agreement
on behalf of~the City of Lynwood.

The Manager recommended that Vernon Aason, Utility
Maintenance Man in the Water Department, be advanced to the
second salary step of $323 per month, effective July 16, 1.855.
Tt was moved by Councilman Pearson, seconded by
Councilwoman McMeekin, that the Council concur in the
recommendation of the City Manager. All members present voting
.-... aye, the Mayor declared the motion duly carried.
The hour of 8:00 p,m, having arrived, said hour being
the time fixed for receiving any and all bads for furnishin
electrical energy for street lighting for the period 1955-5~,
the Mayor inquired if there were any present wishing to submit
bids. There was no response,
The Clerk stated he had receive one bid. It was
moved by Councilman Pearson, seconded by Councilwoman McMeekin,
that said bid be publicly opened, Examined, a.nd declared. A11

Tt was moved by Councilman Pearson, seconded by Council-
woman McMeekin, that said bid be referred to the City Manager
for checking and report. All members present voting aye, the
Mayor declared the motion duly carried,
The hour of 8„00 p.mo having arrived, said hour being
the time firmed for receiving any and all bids for the construction
of a library built~ing as per plans and specifications, the Mayor
inquired if there were any pre,~ent wishing to submit bids. There
was no response,
The Clerk stated he had received 8 bids. It was moved
by Councilman Pearson, seconded by Councilman Pender, that said
bids be publicly opened, e~eam.ined, and declared, All members
present voting aye, the Mayor declared the motion duly carried.

It was moved by Councilman Pearson, seconded by Council-
man Pender, that the bids be referred to the Manager for checking
and report. All members present voting aye, the Mayor declared

It was regularly moved by Councilman Pearson, seconded
by Councilwoman McMeekin, that the demands presented at the
meeting of July 5, 1955, having been regularly audited, are
hereby allowed and approved and warrants ordered drawn on the
City Treasurer therefor in accordance with and to the payees
named and the funds indicated in the several demands hereby approved.

The Mayor inquired if there were any oral communications.
Whereupon, Mr, Russell Mangold, 10821 Long Beach Boulevard,
addressed the Council inquiring as 'to what progress has been made
to amend the present ordinance governing dancing. Mr. Mangold was
informed that the City Attorney is at present in the process of
preparing an ordinance for the Councilts study and that until said
draft is submittdd, no further action can be taken.
It was moved by Councilwoman McMeekin, seconded by Coun-
