HomeMy Public PortalAboutM 1955-07-19 - CCx.43 REGULAR MEETING JULY.1g, 1955 The City Council of the City of Lynwood met in a regular session in the City Ha11, 11330 Bullis Road, on above date at 7:30 p.m, Mayor Bruner in the chair, Councilmen Bruner, McMeekin, Pearson, Pender, and Willard answered. the roll Dell. It was moved by Councilman Willard, seconded by Council- woman McMeekin, that the minutes of the previous regular meeting of July 5, 1955 be approved as written. All members voting aye, r~- the Mayor declared the motion duly carried. The Clerk presented s. communication whereby the Lynwood Mounted Police Posse tendered its resignation from the Lynwood Police Department, effective July lI, 1955. It was moved by Councilman Pender, seconded by Councilman Willard, that said organizations resignation be accepted with regret and that the Clerk be instructed to send a letter of appreciation for past services rendered to the City of Lynwood. All members voting aye, the Mayor declared the motion duly carried. The Clerk presented a request from the National Multiple Sclerosis Society requesting permission to solicit funds,door to door, on August 16, Whereupon, it was moved by Councilman Willard, seconded by Councilwoman AReMeekin, that said request be granted. All members voting aye, the Mayor declared the motion duly carried. RESOLUTION N0. 260 entitled "RESOLUTION OF THE CITY COUNCIL 0~' THE CITY OF LYNWOOD, CALIFORNIA, (~IVIN(~ NOTICE OF PROPOSED ANNEXATION OF THAT CERTAIN PROPERTY IN THE COUNTY OF LOS ANGELES LYING ON THE EAST SIDE OF LOUISE AVENUE AND SOUTHERLY OF CORTLAND STREETQ' was presented, It was moved by Councilman Wi1la.rd, seconded by Councilman Pender, that said resolution be adopted, (Wright Road Annex No, g}, Roll Ca11: dyes: Councilmen Bruner, McMeekin, Pearson, Pender, and Willard. ^- Noes: None. Absent:- None. The City Manager presented his report on the bids received at the last regular meeting for the construction of the Lynwood library building wherein he stated that Skyline Construction, the low bidder, requested to be excused from their bid on the grounds of an error in computing the aggregate of the various items making up the bid, The Manager stated further in his report that the County Librarian recommended that alter- nate bide Numbers 1 and 2 be ommitted and that Alternate No. 3 be included in the contract. The Manager recommended that the bid of Skyline Con- struction be rejected and that on the basis of the new tabulation with the above alternates, that James E, Rowe is the low bidder at 112,876.0(3, and further recommended that the contract be awarded to h.i1n, Thereupon, it was moved by Councilman Willard, seconded by Councilman Pender,that the Council concur in the recommendations of the City Manager and award the contract to James E, Rowe at the prices stated in his bid and that the Mayor and Clerk be authorized to execute the contract in behalf of the City of Lynwood, Roll Call: . The Manager presented his report on the bid received at the ls~st regular meeting for furnishing electrical energy for street lighting maintenance 1°or 1955-58. The Manager recommended that the contract be awarded tca the only bidder, Southern Cali- fornia Edison Company, in accordance with their rate schedules. 144 It was moved by Councilman Willard, seconded by Councilwoman McMeekin, that said contract be awarded. All members voting aye, the Mayor declared the motion duly carried. The City Manager stated that the Lynwood Womens Club Juniors have donated $250 towards construction of a shelter adjacent to the wading pool and requested authorization to proceed with the construction of said shelter with the balance of the cost to be paid by the City. It was moved by Council- man Pender, seconded bSs Cc~~~~c~:~m~.r. Willard, that said authori- zation be granted as requested. All members voting aye, the Mayor declared the motion duly carried. The Manager stated that Officers DtArrigo and McPherson have completed various courses in police work and he felt that these men should be commended for their interest in their fobs. Whereupon, it was moved by Councilman Pearson, seconded by Councilwoman McMeekin, that the Personnel Officer be instructed to send letters of commendation to each of the officers for the interest shown in their work by attending said classes. A11 members voting aye, the Mayor declared the motion duly carried. The Manager presented the following personnel recommenc~ationse That Daniel R. Leddy be appointed Patrolman, probationary, at $336 per month, effective August 1, 1955 That Gertrude E, Stefancwic?~, Record Clerk, be granted a five day ~.eave w~ ~'~a;:~.t~~.t M~.;~', e~`f<~c~tive August 1 through August 5, 1955, nc~~six~°e. It was. moved by C~~unc~lman Pearson, seconded by Councilman Pender, that the Council concur in the recommendations of the City Manager. All members voting aye, the Mayor declared the motion duly carried, Councilman Willard stated that the Uniform Local Sales Tax law recently adopted by the State Legislature which becomes effective in April, 1956 :requires 1 per cent County-wide sales tax where 50 per cent of the population is in cities within the County which lAvies sales ts.x and further, since the city presently has 1/2 per cent sales tax, he therefore moved that the City Attorney be instructed to prepare an ordinance for an added 1/2 per cent sales tax to be allocated to the general fund revenues. Recreation Director Robles stated that to date there have been 91,155 paid admissions to the swimming pool since opening, and 14,673 swimming lessons given. Mr. Don Baker, of 10922 Cornish, inquired if, based upon the figures presented, the revenues received are sufficj.ent to pay the cost of operation. The Manager stated that it Will take a twelve month average to make a true sns.lysis, but predicated upon past records, the revenues will psy for operational cost only and not take into account ,~... annual maintenance and depreciation, It was moved by Councilman Willard, seconded by Councilwoman McMeekin, that the meeting be adjourned, All members voting aye, the Mayor declared the motion duly carried.
