HomeMy Public PortalAboutM 1955-09-06 - CC1~' ~... .~ REGULAR MEETING SEPTEMBER 6, 1955 The City Council of the City of Lynwood met in a regular session in the City Ha11, 11330 Bullis Road, on above. date at 7:30 p.m. In the absence of Mayor Bruner, the City Clerk Balled the meeting to order, Councilmen McMeekin, Pearson, Pender, and Si~9.llard answered the roll call, Councilman Bruner was absent. ..- It was moved by Councilman Willard, seconded by Councilwoman McMeekin, that Councilman Pearson be named Mayor pro tem. All members present voting aye, the Mayor declared the motion duly carried. It was moved by Councilman Willard, seconded by Councilwoman McMeekin, that the minutes of the previous regular meeting of August 16, 1955 and the adjourned regular meeting of August 23, 1955 be approved as written. A11 members present voting aye, the Mayor declared the motion duly carried. The Clerk presented a communication from the Citizens Anti-Smog Action Committee requesting the City Council to adopt a resolution that would require all oil refineries served by scavenger plants to be shut down whenever such a scavenger plant becomes inoperative. Councilman Willard stated that in his opinion the oil industry has exceeded all other industries in trying to alleviate the smog condition and that they are not the only ma~3or contributors to smog and that further evidence.. should be submitted by said organization before such a resolution should be adopted. Whereupon, it was moved by Councilman Pender, seconded by Councilwoman McMeekin, that said communication be tabled pending additional information supporting their request. All members present voting aye, the Mayor declared the motion duly carried. ------- -- ~~~~ ORDINANCE N0. 631 entitled "AN ORDINANCE AMENDING °""~ ORDINANCE N0. 570 FOR THE PURPOSE OF RECLASSIFICATION OF CERTAIN PROPERTIES AND THE ADOPTION OF AN AMENDED SECTION OF THE ZONING MAP WHICH IS A PART OF SAID ORDINANCE N0. 570" was presented. for the second time. (Leininger, 4229 Carlin Avenue). It was ,~ moved by Councilman Willard, seconded by Councilwoman McMeekin, that further reading be waived. All members present voting aye, the Mayor declared the motion duly carried. Absents Councilman Bruner, The City Clerk presented the application for special permit to operate the business of dunk collector by the Veterans Industries, Inc,, Long Beach, California, which was held over at the request of the applicant, together with reports from the Chief of Police and License Collector. The City Clerks report stated that all the provisions of the license ordinance have been complied with and recommended that said special permit be granted to said organization. It was moved by Councilman Willard, seconded by Councilman Pander, that said special permit application be approved. All members present voting aye, the Mayor declared the motion duly carried, _ The Clerk presented the automotive fire and theft policy for the coming year,. covering all city owned automotive equipment, for approval. The Clerk stated that the annual premium was the low: of four informal quotations submitted by members of the Lynwood Insurance Agents Association. RESOLUTION N0. 2612 entitled "RESOLUTION OF INTENTION OF THE CITY COUNCIL OF THE CITY OF_LYNWOOD, CALIFORNIA, DECLARING ITS INTENTION TO VACATE A PORTION OF FRANKLIN STREET EXTENDING NORTHERLY OF LYNWOOD ROAD." was presented. It was moved by Councilman Willard, seconded by Councilwoman McMeekin, that said resolution be adopted, Roll Ca11: Ayes: Councilmen McMaekin, Pearson, Pendar, Willard. The hour of 8x00 p,m, having arrived, said hour being the time fixed for receiving any and all bids for the improvement of Fernwood Avenue (South Roadway) from Alameda Street to Imperial Highway, the Mayor inquired if there were any present wishing to submit bids. Whereupon, an ordinance entitled "AN ORDINANCE OF THE CITY' OF LYNWOOD APPROVING THE ANNEXATION OF THAT CERTAIN PROPERTY IN THE COUNTY OF LOS ANGELES LYING ON THE EAST SIDE OF LOUISE ,AVENUE AND SOUTHERLY OF CORTLAND STREET" was presented for the first time. The hour of 8:00 p.m, having arrived, said hour being the time fixed for hearing in the rn~tter of the proposed improve- ment of Beachwood Avenue between ,Long Bea.eY~ Boulevard and Californig, the Mayor inquired if them was anyone present in regard to $aid hearing. Them was no response. Whereupon, RESOLUTION N0. 2613 entitled T'RESOLUTION OVERRULING PROTESTS IN CONNECTION WITH THE HEARING ON DEBT LIMITATION FOR THE PROP03ED IMFROVEMENT OF BEECHWOOD AVENUE BETWEEN LONG BEACH BOULEVARD AND CALIFORNIA AVENUE BY THE CON- STRUCTION OF CURBS, GUTTERS, DRIVEWAYS, AND SIDEWALKS, AND THE REMOVAL ,OF EXISTING PARKWAYS, DRIVEWAYS, AND PORTIONS OF SIDEWALKS." was presented. The City Manager stated that the tenants occupying the house at Lugo Park have moved and that there are two parties interested in renting the strue~ture, After considerable dis- cussion, it was agreed that said matter be held over to allow the Council time to decide whether or not said building should be rented to a private individual or remodeled for public use. The Manager stated that the City had accepted a deed (Document No. 2338, Recorded in Book 46356, Page 396, December aT~ 13, 1954) that contained an error in the legal description and recommended that the City of Lynwood quitclaim beak to the original grantors the following described property: The westerly 8.50 feet of Lot 6 of 3lausson Tract as per map recorded in Book 3, Page 348 of Miscellaneous Records of Los Angeles County, California. It was moved by Councilman Pander, seconded by Councilwoman McMeekin, ghat the Mayor pro tam and City Clerk be authorized to execute said deed in behalf of the City. Councilman Willard declined to vote due to his interest in the grantee, ,~„_ The Manager presented a recommendation from the Traffic Authority that diagonal parking be established on the north side of Carlin Avenue between Thorson and Bu11ie Road to provide additional parking space during school hours for students~c~,rs. It was moved by Councilman Pander, seconded by Councilwoman McMeekin, that the Council concur in the recommendations of the Traffic Authority anE~ authorize said diagonal parking.
