Councilmen Bruner, McMeekin, Pearson, Pender, and Willard answex°ed the roll call. It was moved by Councilman Pender, seconded by Council- man Pearson, that the minutes of the previous regular meeting of November 1, 1955 be approved as v~,r°tten. All members voting a.ye, the Mayor declared the motion duly carried. The Clerk presented a demand signed on behalf of John ""'" N. Lingenfelter for Pay in Lieu of Disability Payments for Law ' Enforcement Officers for injuries arising out of an accident while employed a.s a patrolman of the City of Lynwood on March 24, 1955> It was moved by Councilman Willard, seconded by Council- woman McMeekin, that said demand be denied. All members voting aye, the Mayor declared the motion duly carried. The Clerk presented a petition signed by Walter Temple, 3516 Imperial Highway, and nine others, requesting that 2-hour parking limitation be established on the south side of Imperial Highway between California and Birch. It was moved by Councilman Willard, seconded by Councilman Pender, that said request be re- ferred to the firaffic Authority for investigation and report. All members voting aye, the Naa.~or dec~.a~°ed the motion duly carried. ORDINANCE N0. 635 entitled '4 AN ORDINANCE REGULATING BURNING AND BURNING OF TRASH AND REPEALING ORDINANCE NO. 305 OF THE CITY OF LYNWOOD~ was presented for the second time. Tt was moved by Councilman Willard, seconded by Councilwoman McMeekin, that further reading 'be waived, All members voting aye, the Mayor declared the motion duly carried. It was moved by Councilman Willard, seconded by Coun- cilwoman McMeekin, that said ordinance be adopted as read for the second time, finally pass, and be published as required by law, Roll Call: Ayes: Councilmen Bruner, McMeekin, Pearson, Pender, and Willard. Noes: None. Absent: None. ORDINANCE N0. 636 entitled "AN ORDINANCE OF THE CITY OF LYNWOOD AMENDING SECTIONS 2 AND 3 OF ORDINANCE N0. 407 WHICH PROVIDES FOR THE REGISTRATION AND REGULATION OF BICYCLES IN THE CITY OF LYNWOOD" was presented for the second time. It was moved by Councilman Pender, seconded by Councilwoman McMeekin, that said ordinance be adopted as read for the second time, finally pass, and be published as required by law. The Clerk stated that the necessary ordinance has been prepared to adopt the Unif~:rm Building Cade, 1955 Edition, and in accordance with the provisions of State statutes, a public hearing must be held prior to the adoption of said ordinance. Thereupon, the Clerk read the title of the adopting ordinance, as .follows: "AN ORDINANCE OF THE CITY OF LYNWOOD, CALIFORNIA ADOPTING A BUILDING CODE F~C4R RE ~ULATIN~~ THE ERECTION, CONSTRUCTION, ENLARGEMENT, ALTERATION, REPAIR, MOVING, REMOVAL, DEMOLITION, CON- VERSION, OCCUPANCY, EQUIPMENT, USE, HEIGHT, AREA, AND MAINTENANCE OF ALL BUILDINGS AND/OR STRUCTURES IN THE CITY OF LYNWOOD; PRO- VIDING FOR ISSUANCE OF' PERMITS AND COLLECTION OF FEES THEREFOR; ~ ~(e~- PROVIDING PElTALTIES FOR VIOLATION OF SUCH CODE, AND REPEALING SECTION 1 OF ORDINANCE N0. 42~ AND ORDINANCE NUMBER 576." It was moved by Councilman Willard, seconded by Councilwoman McMeekin, that Tuesday, the ZOth day of December at the hour of $:00 p.m, be set for the hearing ors the adoption of said Uniform Building Code by reference, and that the Clerk be ordered to make the necessary publications as required by law. The Clerk stated that the same procedure must be followed in order to adopt the Uniform Plumbing Code, 1955 Edition. Absent: None. ~,.,, RESOLUTION N0. 2620 entitled "RESOLUTION OF INTENTION j OF THE CITY OF LYNWOOD, CALIFORNIA, DECLARING ITS INTENTION TO ~ VACATE THE FIRST ALLEY WESTERLY OF ATLANTIC AVENUE EXTENDING SOUTHERLY FROM IMPERIAL HIGHWAY" was presented. It was moved by Councilman Willard, seconded by Councilman Pender, that said Resolution be adopted. Roll Call: Ayes: Councilmen Bruner, McMeekin, Pearson, Pender, and Willard. Noes: None. Absent: None. The Clerk presented Planning Commission Resolution No. 150 granting a variance to permit a trucking yard terjminal at the southeast corner of Duncan and Imperial Highway. Tt-was moved by Councilman Willard, seconded by Councilman Pender, that the City Council concur in the action of the Planning Commission. All members voting aye, the Mayor declared the motion duly carried. The. Clerk presented Planning Commission Resolution No. 151 denying the change of zone from R-1 to R-3 of a portian of Lot 2, J. J. Bullis Tract. (Van Anda) It was moved by Councilman Pearson, seconded by Councilman Willard, that the Council concur in the action of the Planning Commission. All members voting aye, the Mayor declared the motion duly carried. The Clerk presented the app:~.icati~~n from Mrs. Viney ~.-- 0. Boswell for a special permit to operate the business of j psychic reading (fortunetelling) at 1136 Long Beach Boulevard, The Clerk stated that the Chief of Police has completed his investigation and recommended approval of said special permit. The Clerk stated that all the provisions of the business license ordinance have been complied with and recommended that said application be apprc:ved< Whereupon, it was moved by Councilman Willard, seconded by Councilman Pender, that said special permit be granted, All members voting aye, the Mayor declared the ~, motion duly carried. ~" The Manager stated that he had received from General Motors Corporation a request that the City of Lynwood consider the re-routing of Santa Fe Avenue from its present location to the west side of the alley east of Delores Avenue. The Manager stated this would necessitate the re-routing of Santa Fe Avenue in the City of Lynwood and recommended that this request be referred to the Planning Commission and City Manager for inves- tigation and report, Whereupon, it was moved by Councilwoman McMeekin , seconded by Councilman Pearson, that the Council concur in the recommendations of the Manager. The Manager recommended that John Freeman Recreation , Center custodian, having completed 12 months of satisfactory service, be advanced to $320 per month, effective December 1 , 1955 It was moved by Councilman Pearson, seconded by Council= woman McMeekin, that the Council concur in the recommendations of the City Manager. A11 members voting aye, the Mayor declared the motion duly carried. The Manager stated that additional storage facilities are needed by the Fire Department and for Civilian Defense equipment and requested authorization to construct a storage building of approximatewy 800 square feet at Fire Station No 1 . . rt was moved by Councilman Willard, seconded by Councilwoman McMeekin, th~.t sa_d authorization be granted. Roll Ca11: Ayes: Councilmen Bruner, McMeekin, Pearson, Pender , and Willard, Noes: None, Absent: None, The C:~ty Manager stated that the Division of Highways has approved t?'ie plans and specifications for the improvement of the north side of Carlin Avenue between Thorson and Waldorf and requested authorization to advertise for bids for said improvement. It was moved "by Councilman Pender, seconded by Councilman Pearson, that said authorization be granted. A11 members voting aye, the Mayor declared the motion duly carried. The Traffic Authority recommended that parking be proh~.bited on the south side of Cedar Avenue between Long Beach Boulevard and School Street between the hours of 6:00 p.m, and 6:Of3 ~..m.; and that one-hour parking limitation be established on the south side of Cedar ~aetween Lindbergh and the easterly limits of the Lindbergh School. It was moved by Councilman Pearson, seconded by Councilwoman McMeekin, that the Council concur in the recommendations of the Traffic Authority. It was regularly moved by Councilman Willard, seconded by Councilwoman McMeekin, that the demands presented at the meeting of November 15, 1955, having been regularly audited, are hereby allowed and ap~~roved and war~roants ordered drawn on the City Treasurer therefor ~.n accordance with and to the payees named and the funds 3_ndicated in the several demands hereby approved. It was moved by Councilman Pearson, seconded by Councilwoman McMeekin, that the meeting be recessed until the hour of 8:00 p,m. All members voting aye, the Mayor declared the motion duly carried. At the hour of 8:00 p,m, the Mayor called the meeting to order, The hour of 8:00 p.m. having arrived, said hour being. th.e time fixed for hearing in the matter of the proposed annexa- tion of certain territory in the County of Los Angeles lying }--~ easterly of Thorson Avenue ~Ozell Manor Annex No. 5), the Mayor inquired if there were any present in regard to said hearing. ', There was no response. An Ordinance entitled."AN ORDINANCE OF THE CITY OF LYNWOOD APPROVING THE ANNEXATION OF THAT CERTAIN PROPERTY IN THE COUNTY OF LOS ANGELES LYING EASTERLY OF THORSON AVENUE" was presented for the first time. It was moved by Councilman Pender, seconded by Councilman Willard, that further reading be waived, All members voting aye, the Mayor declared the motion duly c~.r..ried. It was moved by Councilman Willard, seconded by Coun- cilman Pender, that said ordinance be accepted as read for the first tune and pass to the second reading. Roll. The hour of 8:00 p.m, having arrived, said hour being .the time fixed far hearing in the matter of the proposed improve- ment of Pendleton Avenue between Colyer Avenue and Elm Avenue, .the Mayor inquired if there were any present in regard to said hearing. Thomas F. Beam, 3.0870 Colyer, R. W, Breeze, 10902 Sampson Avenue, Edward F. Collatz, 10870 Washington, protested '""' the proposed assesment an the grounds of excessive cost. The Manager explained the method of estimating the proposed assessment and stated it would be advisable if persons wish to protest, to make said protests in writing in order to determine whether or not a true majority protests said improve- ment, and that another hearing will be held on December 20 at which time written protests can be filed. After considerable discussion, it was moved by Council- man Willard, seconded by Councilman Pearson, that the hearing be concluded and the proceedings be continued, All members voting aye, except Councilwoman McMeekin, the Mayor declared the motion duly carried, RESOLUTION NO„ 2621 entitled. "RESOLUTION OVERRULING PROTESTS IN CONNECTION WITH THE HEARING ON DEBT LIMITATION FOR THE PROPOSED IMPROVEMENT OF A PORTION OF PENDLETON AVENUE BE- TWEEN COLYER AVENUE AND ELM AVENUE BY THE CONSTRUCTION OF CEMENT CONCRETE SIDEWALKS" was presented. It was moved by Councilman Willard, seconded by Councilman Pearson, that said Resolution be adapted. Roll Call: Ayes: Councilmen Bruner, Pearson, Pender, Willard. Noes: Councilwoman McMeekin.
