Councilmen Bruner, McMeekin, Pearsony Pender, and Willard answered the roll call. Tt was moved by Councilman Pearson, seconded by Council- woman McMeekin, that the minutes of the previous regular ar~eeting of December 20, 1955 be appraved as written. All members voting aye, the Mayor declared the motion duly carried. The Clerk presented a communication from the National .Multiple Selsrosis Society requesting permission to conduct a door-to-dour fund aoliciting_ca~mpaign in the City during the month of August, 1956, in con~unetion with their annual fund raising camps.ign. Tt was moved by_Councilr~tan Pender, seconded by Council- man Pearson, that the permission be granted. All members voting aye, the Mayor declared the motion duly carried. The Clerk presented a c-ommun3cation from- the Los Angeles County Heart Association requesting permission to solicit funds in the City during the month of February, 1956, in conjunction with National Heart Fund Month. It was moved by Councilman Willard, seconded by Council can Pearson, that permission be granted. All mencbers voting aye, the Mayor declared the motion duly carried. ORDINANCE N0. 636 entitled "AN ORDINANCE OF THE CITY OF LYNWOOD, CALIFORNIA ADOPTTA?G A BUILDING BODE FOR REGULATING THE ERECTION, CONSTRUCTION, ENI,AR(~EMENT, ALTERATION, REPAIR, MOVTNQ, REMOVAL, DEMOLITION, CONVERSION,-OCCUPANCY, EQUIPMENT, USE, HEIGHT, AREA, AND MAINTENANCE OF ALL BUILDINGS AND/OR STRUCTURES IN TF~ CITY OF LYNWOOD; PROVIDING FOR ISSUANCE OF PERMITS AND COLLECTION OF FEES THEREFOR; PROVIDING-PENALTIES FOR VIOLATION OF SUCH CODE, AND REPEALING SECTION 1 OF ORDINANCE N0. 423 AND ORDINANCE NUMBER 576 was presented for the second time. ORDINANCE N0. 639 entitled "AN ORDINANCE OF THE CITY OF LYNWOOD ADOPTING A UNIFORM PLUMBING CODE, EXCEPT CERTAIN PORTIONS OF SAID CODE, WHICH CODE PROVIDES FOR THE PROTECTION OF PUBLIC HEALTH AND SAFETY, REGULATES PERMITS FOR THE INSTALLA- TION OR ALTERATION OF PLUMBING, GAS, AND DRAINAGE SYSTEMS, AND REGULATES AND DEFINES OTHER MATTERS PERTAINING THERETO, AND REPEALING ORDINANCE N0. 592 OF THE CITY OF LYNWOOD" was presented for the second time. ORDINANCE N0. 640 entitled "AN ORDINANCE AMENDINQ ORDINANCE N0. 570 FOR THE PURPOSE OF CLASSIFICATION OF CERTAIN PROPERTIES AND THE ADOPTION OF AN AMENDED SECTION OF THE ZONINQ~ MAP WHICH TS A PART OF SAID ORDINANCE N0. 570" was presented for 1 o the second. time. The Clerk presented a proposal on behalf of the Insurance Agents Association covering fire insurance on all city property, both personal and real. Councilman,Willard felt that all insurance agents in the City of Lynwood should have an opportunity to submit a pro- posal on city insurance and. after much discussion, it was moved by Councilman Willard, seconded by Councilwoman McMeekin, that said proposal bs held over until-the next regular meeting, and that the Clerk be instructed to insert in the local newspaper a notice of intention of the City Council to receive insurance coverage proposals for the next five years at said. meeting. The Manager presented his report on the bids received at the last regular meeting for the improvement of Beachwood Avenue between Long Beach Boulevard and California, and. recom- mended that the contract be awarded. to Ray F. Hess, an individual, the low bidder, Whereupon, RESOLUTION N0, 2631 entitled "IN THE MATTER OF THE PROPOSED IMPROVEMENT OF BEECHWOOD AVENUE BETWEEN LONG BEACH BOULEVARD AND CALIFORNIA AVENUE BY THE CONSTRUCTION OF CURBS, GUTTERS, DRIVEWAYS, AND SIDEWALKS, AND THE REMOVAL OF EXISTING PARKWAYS, DRIVEWAYS, AND PORTIONS OF SIDEWALKS, INCLUDING ALL INCIDENTAL AND APPURTENANT WORK, RESOLUTION OF AWARD OF CONTRACT" was presented.. It was moved by Councilman Pearson, seconded by Councilwoman McMeekin, that said Resolution be adopted.. Roll Call: Ayes: Councilmen Bruner, McMeekin, Pearson, Pender, and Willard, Noes: None. Absent: None. The Manager presented his report on the bids received 8.t the last regular meeting- f©r theimprovement of Carlin Avenue easterly from Thorson Avezrue. The report stated that the low bid of McAmis and Baker is considerably higher than the Engineers estimate and he felt more advantageous prices could be had by taking new bids, and recommended that all bids be rejected and authority granted for taking new bids. Whereupon, it was moved by Councilma~~ Fender, seconded by Councilman Pearson, that the Council ec~Y.cur in the recommenda- tions of the Manager. RESOLUTION NO< 2632 entitled t1A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING REPORT OF THE CITY ENGTNEER AND FIXING TIME AND PLACE OF HEARING IN THE MATTER OF THE FORMATION OF A VEHICLE PARKING DISTRICT IN THE CITY OF LYNWOOD" was presented. It was moved by Councilman Wiltarc~, seco~,ded by Councilwoman McMeekin, that said resolution be adopted. Roll Call: Ayes: Councilmen Bruner, McMeekin, Pearson, Pender, and Willard. Noes: None. Absent: None. The Manager stated that negotiations have been completed for the purchase of thre;¢ parcels of land to be used for off-street pa.rlting purposes and recommended the purchase of the follow~.ng parcels of land: Lot 336, Tract No. 2551 - Zuckerman 2,500.Op Lot 465, Tract No. 2551 - Crawford - $,000,00 Lots 330 and 331, Tract No. 2551 - Davis - $5,800.00 It was moved by Councilman Pearson, seconded by Council- woman McMeekin, that the Council concur in the recommendation of the City Manager for the purchase of said parcels and authorize the Mayor to execute the necessary escrow agreements. The Manager presented the following personnel recommenda.- 'tions: That Vernon Aason,Water Department Utility Maintenance man be advanced to $341 per month, effective January 16, 1956. That-the resignation of Patrolman Sanford L. Lathrop be accepted, effective January 16, 195$; That Patrolman Edward Tunstall be promoted to Sergeant, effective January 3, 1956. The Mayor stated that the matter has not been presented to the Ci~.ty Council as yet and they are not in any position to con- cider the matter at this time, --~ • There was considerable discussion regarding filing of petitions and their meaning. Mr. Thompson at this time alleged that a zoning violation satiate at 2652 Century consisting of violation of Section 10 05 , of Ordinance No. 5700 Whereupon, it was moved by Councilman Willard, seconded by Councilman Pearson, that the Manager be instructed to investi- gate said alleged violation.
