Councilmen Brune-°, McMeekin, Pearson, r'ende~°, and Willard answered the roll call. All members voting aye, the Mayor declared. the .motion duly carried., It was reg~~~arly moved- by Councilman Willard., seconded by Councilwc~mara McMeekin, that the demands presented at the meeting of March 6, 1956, having been reg~:ilary audited., are hereby allowed and approved. and. warrants ordered. drawn on the City Treasurer therefor in .accordance with and to the payees named. and the funds indicated in tr_e seve~~a:~ demands hereb:y~ approved. All mem~ers voting aye, the Mayor declared the motion duly carried° The Clerk presented. a communication from the William J, Grayson American Legion Post No. 85 requesting funds to cover the cost of placing banners across Long Beach and Atlantic Boule- vards welcoming Legionna ~_ >s {::-:, ~ _= N~a r-_:_o:~a:~ Convention to bF held in Los Angeles. It was moved by Councilman Pender, seconded by Councilman Pearson, that maid request be referred to the Chamber of Commerce for action and that the Clerk be instructed to advise the American Legion of the Councilts action, and explaining the City~s position in matters of this type. All members voting aye, the Mayor declared. the motion duly carried. The Clerk presented the report of the City Attorney concerning the application for exempt business license for the American Mission Army, together with the report from the Chief of Police requesting that said application be held in abeyance to allow time for further investi_gatyon. It was moved by Councilman Willard, seconded by Councilwoman McMeekin, that said matter be held over. All. members voting aye, the Mayor• declared the motion duly carried. , 207 RESOLUTION N0. 2640 entitled. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD WITHDRAWING CERTAIN AREAS OF LAND ANNEXED TO SAID CITY FROM THE CONSOLIDATED FIRE PROTECTION DISTRICT OF LOS ANGELES COUNTY" was presented. Tt was moved by Councilman Willard, seconded by Councilwoman McMeekin, that said Resolution be adopted. Roll Call: Ayes: Councilmen Bruner, McMeekin, Pearson, Pender, and Willard. Noes: None. .~... Absent: None. The Manager presented a petition requesting the .installation of sanitary sewers along Wright Road between Fernwood and Century Boulevard, under the Improvement Act of 1911. It was moved by Councilman Pearson, seconded by Councilwoman McMeekin, that the Council instruct the City Engineer to commence proceed- ings under said act. Roll Call: Ayes: .Councilmen Bruner, McMeekin, Pearson, and Pender. Noes: None. Absent: .None. Councilman Willard declined to vote as he is one of the petitioners. The Manager stated. that with the .adoption of the Uniform Sales Tax law he would. like to recommend to the Council that the monies to be received be allocated to certain funds, as follows: 30~ to Capital Improvement Fund; 30~ to Metropolitan Water District Fund; 20~ to Park Capital Fund, and 20% to General Fund. Whereupon, an Ordinance entitled "AN ORDINANCE PRO- VTDING FOR ALLOCATION OF FUNDS DERIVED FROM LOCAL SALES AND USE TAX REVENUES UNDER THE BRADLEY-BURNS UNIFORM LOCAL SALES TAX LAWS was presented for the first time. It was moved by Councilman Willard., seconded by Councilwoman McMeekin, that „*,,, .further reading be waived. All member voting aye, t'~e Mayor declared the .motion duly carried.. It was moved by Councilman Pender, seconded by Caun-~ cilwoman McMeekin, that said ordinance be accepted as read for the first time and pass to the second reading, Roll Call: Ayes: Councilmen Bruner, McMeekin, Pearson, Pender, and Willard.. Noes: None. Absent: .None. The Manager presented a report from the Recreation Commission recommending that the concession agreement between the City of Lynwood and Mrs. Glenda Taylor be .assigned to Mr. Ronald J. Mohr. It was moved by Councilman Pearson, seconded by Councilman Pender, that .the Council concur in the recommendation of the Recreation Commission in the assignment of said agreement to Mr. Ronald J. Mohr; that the .Attorney be instructed to pre- pare the necessary agreement, and that the Mayor be authorized to sign said agreement in behalf of the City. The Manager presented the following personnel ..,,_ recommendations: .That Patricia Freeman, PBX Typist, be advanced to $274 per month, effective March 1, 1956; That Th.amas Griffiths, be appointed as .Fireman on a permanent basis at $356 per month, effective March 1, 1956; That Walter Kaiser be appointed Deputy License Collector on a permanent basis at $346 per month, effective March 16, 1956. 20~ It was moved by Councilman Pearson, seconded. by Councilwoman McMeekin, that the Council concur in the Managers recommendations. All members voting aye, the Mayor declared the motion duly carried.. The Manager presented. the resignation of Police Captain R. Y. O~Shaughnessy, effective May 1, 1956. It was moved. by Councilman Pender, seconded. by Councilman Willard., that Mr. O~Shaughnessy+s resignation be accepted..: ~. All members voting aye, the Mayor declared the motion duly carried. The Mayor inquired. if there were any oral communica- tions. Whereupon, Mr. Kenneth Thompson, 2618 108th .Street, addressed the Council regarding the Southern Pacific Railway blocking the street at Alameda and. Century Boulevard.. Mr. Thompson also stated. that there are no existing warning devices at the Pacific Electric Crossing.. at Fernwood and. the east road- way of Alameda Street. After considerable discussion, it was moved by Council- man Willard, seconded by Councilwoman McMeekin, that the City Manager be instructed. to investigate the possibility of the installation of warning devices at the intersection of Fernwood and. the east roadway of Alameda Street. All members voting aye, the Mayor declared. the motion duly carried. It was moved. by Councilman Pearson, seconded by Councilwoman McMeekin, that the meeting be adjourned.
