The Clerk presented a communication from the Western Wranglers, Inc., requesting permission to use Lugo Park for a horse show ground and riclin~ club, The Manager stated that the property is'presently leased for grazing land at $75 a month. It was moved by Councilwoman McMeekin, seconded by Councilman Willard, that said. request be referred. to the-Recreation Commission for investigation and report to the City Council. All members voting aye, the .Mayor declared the ,motion .duly carried., The.Clerk presented a communication from Mr, C. E. Williams,.4235 Brewster Avenue, questioning the validity 4f the Councilps action in suspending collection of sales tax under provisi©ns of City Ordinance No. 482 and adoption of the uniform 1 per cent sales tax.. The. Clerk stated that the l/2 per cent sales tax ordinance was not repealed., its provisions were .only suspended, and further, that the City Attorney has stated that a~referendum ordinance may be amended by the City Council. It was moved by Councilwoman McMeekin, seconded by Councilman Willard, that said request be granted. All members voting aye, the-Mayor declared the motion duly carried. ORDINANCE N0, 644 entitled "AN ORDINANCE PROVIDING FOR ALLOCATION OF FUNDS DERIVED FROM LOCAL SALES AND USE TAX'REVENUES UNDER THE BRADLEY-BURNS UNIFORM LOCAL SALES TAX LAW" was presented for the second time. It was moved by Councilman Pender, seconded by Councilwoman McMeekin, that further reading be waived. All. members vt~ting aye, the .Mayor declared the .motion duly carried. The Clerk presented. a report as requested. by the City .,~ Council at its regular meeting of March 6 upon the request of the Evangelistic Audio Visual Association for an exempt business license. The Clerk stated. in his report that since said organi- nation is not incorporated. as a non-profit corporation, he recommended. that no exemption from the City license be granted.. State Street for off street parking purposes. The Manager stated. that the rental fee for said off-street parking is to be $83 a month, the city to pave and. improve sa:td lot, and. rPCOmmended the approval of said lease, It was moved by Councilman Pearson, seconded. by Councilwoman McMeekin, that the Council concur in the recommends- ~., tion of the City Manager and. authorize the Mayor and C~_ty~ Clerk to execute said. lease on behalf of the City, Roll Call: Ayes: Councilmen Bruner, McMeekin, Pearson, Fender, and Willard. Noes: None. Absent: None. The Manager presented. a lease between the Gity and Wm. R. Whittaker Co., Ltd. for the use of property leased by the City from the Pacif is Electric Railway Company for off-street parking at a rental of $83 a month. The Manager stated that the policy of the Pacific Electric Railway Company is not to lease right of way to individual parties; therefore, this method of leasing and subleasing is the .only way of helping the Whittaker Company provide adequate off-street parking for its employees, and recommended the approval of said lease. It was moved by Councilman Pearson, seconded by Councilman Fender, that the Council concur in the recommendation of the City Manager,and authorize the Mayor to execute said agreement on behalf of the City. '~" _ The Manager presented. the lease and. agreement between the City and County of Los Angeles for the library building for a period of 5 years at $181.03 per month, with option to purchase at the end of said. period for the sum of $109,203. The Manager recommended. that said. lease and agreement be approved. The Manager presented a Quitclaim Deed. signed by Maurine Dion, dated March 17, 1956, whereby she conveys to the City of Lynwood for street purposes the property described below; also a Quitclaim Deed. dated. Linnell, Assistant Trust Officer, on behalf of Bank of American National Trust and Savings Association as Trustee under the Will of 0. The Manager presented. a petition requesting replace- ment of a crossing guard at the intersection of Century and Harris where traffic signals were recently installed. It was moved by Councilman Willard, seconded, by Councilwoman McMeekin, that said petition be referred to the Manager and. Chief of Police for report and. recommendation. The Manager presented the following personnel recommendations: That Sergeant Robert Fred Ferguson be advanced to $440 per month, effective April 1, 1956; That Paul McComack, Swimming Pool Manager, be appointed. on a permanent basis at $380.00 per month, effective April 1, .1956. It was moved. by Councilman Pender, seconded by Councilman Pearson, that the Council concur in the .recommendations of the City Manager, All members voting aye, the Mayor declared the motion duly carried. A letter was presented from Mr, John D. Henderson, County Librarian, expressing his appreciation for the Councilts cooperation in bringing about a new library to the City of Lynwood.. The Manager stated that the following police officers have completed. courses of study at E1 Camino College: Officers Anthony DtArrigo, Charles McPherson, and. Don Miller, It was moved by Councilman Pender, seconded by Council- man Willard, that the Manager be instructed to send letters of commendation to the men for their interest in increasing their knowledge of their work. All members voting aye, the Mayor declared the motion duly carried. 212 The Chief of Police presented h.is report concerning the application of the American M~.ssion Army wherein he recom- mended. that such permit be denied, his recommendation being based. upon his investigation. The Chief of Police also presented his report concern- ing the .request of the Rescue Army Church and Industrial Depart- ment for permission to solicit in the City of Lynwood. wherein he recommended. that said. organization be granted permission to solicit in the City of Lynwoa~i.. The hour of 8:00 p.m, having arrived., said hour being the time fixed for hearing in the matter of the abatement of weeds on certain parcels of land within the City, the Mayor inquired if there were any present in regard to this hearing. Mr. L. C. Swenson ad.d.ressed the Council regarding a fire hazard which exists at 3161 Carlin Avenue due to weeds in the rear of the above premises. It was moved by Councilman Pearson, seconded by Councilwoman McMeekin, that the matter be referred to the Fire Chief for investigation. -All members voting aye, the Mayor declared. the motion, duly carried, The Mayor declared. the hearing concluded.
