PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR CRUSE - NICHOLSON President Oler called the meeting to order and the following business was conducted: ROLL CALL Present were: Doug Goss, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Larry Parker, Misty Hollis and Ron Oler. Absent were Don Winget and Phil Quinn. Also in attendance were Walt Chidester, City Attorney; Karen Chasteen, City Clerk; Ardene Schoefler; Dave Burns; Matt Stegall; Dave Snow; Dakota Collins; Joe Schroeder; Stephanie Hill Alexander; Bill Thistlethwaite, Park Department; Police Chief Mark Connery; Vivian Ashmawi, Communities in Schools; Tony Foster, Metropolitan Development; Fire Chief Jerry Purcell; Sandra Spender, Controller; Sarah Mitchell, City Planner; Sergeant at Arms; and, Media. APPROVAL OF MINUTES Councilor Parker moved to approve the minutes of the meeting held November 2, 2015, supported by Councilor Hollis. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS • DAVE BURNS re BLIGHT: Mr. Burns asked Council to consider a "punitive city ordinance which levies heavy fines that will give pause to those who trash our City ". Speaking support were Ms. Schoefler and Messrs. Stegall and Foster. COMMUNICATION FROM THE MAYOR • Thank you to all City Departments who have continued to do good work. • Leaf Pick up will continue through December 12. • Encouraged citizens to register and vote. There is an election three out of every four years — voting is important. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the October 22 & 29, 2015, meetings were accepted as presented. MISCELLANEOUS BUSINESS • ECONOMIC DEVELOPMENT CORPORATION: Councilor Wissel moved to appoint Larry Parker, supported by Councilor Miller. Upon a vote viva voce, the motion carried 6 -1. Dissenting was Councilor Oler. Common Council Minutes November 16, 2015 Page 2 of 7 • WAYNE COUNTY CONVENTION AND TOURISM BUREAU: Councilor Wissel moved to approve Pamela Broering; Rhonda Weller and Dana Weigle as recommended by the Bureau, supported by Councilor Parker. Upon a vote viva voce, the motion carried. • POLICE MERIT COMMISSION: Councilor Hollis moved to reappoint Max Duke, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion carried. ORDINANCES ON FIRST READING Councilor Parker moved to read Ordinance Nos. 73, 74, 75, 76, 77, 78 & 79 -2015 on first reading by title only, supported by Councilor Miller. Upon a vote viva voce, the motion carried. ORDINANCE NO. 73 -2015 — AN APPROPRIATION ORDINANCE AMENDING THE 2015 BUDGET (Metro) The Clerk read Ordinance No. 73 -2015 on first reading by title only. This Ordinance would authorize appropriation of Eighty Five Thousand Dollars and zero cents ($85,000.00) to 214 Fund Indiana - Other Services and Charges in the Department of Metropolitan Development 2015 budget. Councilor Wissel moved to advance Ordinance No. 73 -2015 to second reading, suspend the rules and read by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 73 -2015 on second reading by title only. Council President Oler declared Ordinance No. 73 -2015 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Hollis moved for engrossment of Ordinance No. 73 -2015, supported by Councilor Parker. Upon a vote viva voce, the motion passed. Councilor Parker moved to advance Ordinance No. 73 -2015 to third and final reading and suspend the rules and read by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 73 -2015 on third reading by title only. Ordinance No. 73 -2015 was adopted with a 7 -0 roll call vote. ORDINANCE NO. 74 -2015 — AN APPROPRIATION ORDINANCE AMENDING THE 2015 BUDGET (Airport) The Clerk read Ordinance No. 74 -2015 on first reading by title only. This Ordinance would authorize the appropriation of the following funds to Fund 603 — Aviation /Airport: Personal Services $ 20,900.00 Supplies $ 34,500.00 Other Services and Charges $ 18,600.00 TOTAL: $ 74,000.00 Councilor Wissel moved to advance Ordinance No. 74 -2015 to second reading, suspend the rules and read by title only, supported by Councilor Parker. Councilor Parker moved to advance Ordinance No. 74 -2015 to third and final reading and suspend the rules and read by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 74 -2015 on third reading by title only. Ordinance No. 74 -2015 was adopted with a 7 -0 roll call vote. ORDINANCE NO. 75 -2015 — AN APPROPRIATION (TRANSFER) ORDINANCE AMENDING THE 2015 BUDGET (Park) The Clerk read Ordinance No. 75 -2015 on first reading by title only. This Ordinance would amend the Park Department 2015 Budget as follows: Delete $31,500.00 from Salary and Wages Add: $15,000.00 to Electric - Facilities $ 1,000.00 to Sewer - Facilities $ 500.00 to Stormwater Fee $ 15,000.00 to Other Contractual Services Councilor Miller moved to advance Ordinance No. 75 -2015 to second reading, suspend the rules and read by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 75 -2015 on second reading by title only. Council President Oler declared Ordinance No. 75 -2015 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Goss moved for engrossment of Ordinance No. 75 -2015, supported by Councilor Cruse - Nicholson. ORDINANCE NO. 76 -2015 — AN APPROPRIATION ORDINANCE AMENDING THE 2015 BUDGET (Finance) The Clerk read Ordinance No. 76 -2015 on first reading by title only. Upon a vote viva voce, the motion carried. This Ordinance would appropriate funds to the necessary accounts to allow stipends up to One Thousand Dollars ($1,000) to be paid to employees. Councilor Wissel moved to advance Ordinance No. 76 -2015 as amended to second reading, suspend the rules and read by title only, supported by Councilor Goss. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 76 -2015 as amended on second reading by title only. Council President Oler declared Ordinance No. 76 -2015 as amended on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Cruse - Nicholson moved for engrossment of Ordinance No. 76 -2015 as amended, supported by Councilor Parker. Upon a vote viva voce, the motion passed. ORDINANCE NO. 77 -2015 — AN APPROPRIATION (TRANSFER) ORDINANCE AMENDING THE 2015 BUDGET (Fire) The Clerk read Ordinance No. 77 -2015 on first reading by title only. ORDINANCE NO. 78 -2015 — AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL APPROPRIATIONS FROM CERTAIN FUNDS (EDIT — CIS) The Clerk read Ordinance No. 78 -2015 on first reading by title only. This Ordinance would appropriate Twenty Five Thousand Dollars ($25,000) to Community In Schools from the Economic Development Income Tax Fund. This payment would complete the Fifty Thousand Dollars and zero cents ($50,000.00) pledged earlier this year. Ordinance No. 78 -2015 was held on second reading until December 7, 2015. ORDINANCE NO. 79 -2015 — A GENERAL ORDINANCE AMENDING CHAPTER 154: UNIFIED DEVELOPMENT ORDINANCE (Metro) The Clerk read Ordinance No. 79 -2015 on first reading by title only. Ordinance No. 79 -2015 will be heard on public hearing by the Plan Commission at its November 19, 2015 meeting. ORDINANCES ON SECOND READING ORDINANCE NO. 68 -2015 — A GENERAL ORDINANCE AMENDING SUBSECTION 74.25 OF RICHMOND CITY CODE (on street parking) The Clerk read Ordinance No. 68 -2015 on second reading by title only. Council President Oler declared Ordinance No. 68 -2015 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Wissel moved for engrossment of Ordinance No. 68 -2015, supported by Councilor Parker. Upon a vote viva voce, the motion passed. Councilor Wissel moved to advance Ordinance No. 68 -2015 to third and final reading and suspend the rules and read by title only, supported by Councilor Cruse - Nicholson. Councilor Wissel moved to amend to read Two Hundred Fifty Four Thousand and zero cents ($254,000.00) as recommended by the Sanitary District Board, supported by Councilor Parker. Upon a vote viva voce, the motion carried. Council President Oler declared Ordinance No. 70 -2015 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Cruse - Nicholson moved for engrossment of Ordinance No. 70 -2015, supported by Councilor Hollis. There being no comments for or against the Ordinance, Councilor Cruse - Nicholson moved for engrossment of Ordinance No. 71 -2015, supported by Councilor Parker. AMENDED ORDINANCE NO. 72 -2015 — AN APPROPRIATION ORDINANCE ALLOWING THE STIPENDS IN LIEU OF PERMANENT SALARY AND WAGE INCREASES TO BE PAID TO EMPLOYEES OF THE CITY OF RICHMOND The Clerk read Ordinance No. 72 -2015 on second reading by title only, Councilor Miller moved to amend stipends in an amount up to One Thousand Dollars ($1,000) in lieu of One Thousand Five Hundred Dollars ($1,500), supported by Councilor Goss.
