Councilmen Compton, Finch, McMeekin, Pender, and Summers answered the roll call. Tt was moved by Councilwoman McMeekin, seconded by Councilman Summers, that the previous regular meeting of July 17, 1956 snd the specialmeeting of July 21, 1956 be approved as written. All members voting aye, the Mayor declared the motion duly carried. The Clerk presented a communication from. Mr. Oscar E, Halberg, 3653 Virginia, submitting his name.as an appointee for the office of Director of Civilian Defense for the.. City of Lynwood.. It was moved by Councilman Pender, seconded by Couneil- woman McMeekin, that the .communication .and the appointment of a Civilian Defense Airector be held in .abeyance .until the .next regular meeting to .allow the Council to discuss the present Civilian Defense Direetor*s intended resignation. -All members .voting aye, the Mayor declared the motion duly carried. After considerab3.e discussion regarding Civilian Defense operations, it was moved by Councilman Summers, seconded by Councilwoman McMeekin, that the Manager be directed. to prepare areport concerning the operation of Civilian Defense departments in other cities. All members voting aye, the Mayor declared the motion duly carried, The Clerk presented a communication from the California Committee, Congress of Correction, requesting the .City of Lynwood to proclaim, along with the State of California., August 26 to September 1 as "Corrections Week " It was moved by Councilman Pender, seconded by Councilwoman .McMeekin, that the Mayor be authorized to make ss:~d proclamation, Al1.members voting aye, the Mayor declared the motion duly carried.. The Clerk presented a communication from Mrs. Florence B. Phillips requesting the City Council to oppose any plan to introduce fluorine into the City water supply. The Manager stated that this method of underground spreading has been 'in operation for the past three years, end he recommended that it be continued. Mr. John Crow thanking the Council for 'their courteoas treatment relative to a certain article which appeared in a local newspaper. ORDINANCE NOo 651 entitled "AN ORDINANCE OF THE CITY OF LYNWOOD APPROVING THE ANNEXATION OF THAT CERTAIN PROPERTY IN THE COUNTX OF LOS ANGELES LYING ON THE NORTH SIDE OF CARLIN AVENUE AND EXTENDING EASTERLY OF WALDORF DRIVE." was presented for the se~_ond time. The Clerk presented. the Community Recreation Agreement between the County of Los Angeles, City of Lynwood, and Lynwood Unified School District, which had been authorized,at a previous meeting, .for execution. It was moved. by Couv7.c~.yma.~~ .Pender, seconded. by Councilwoman McMeekin, that the Mayor and. Clerk be authorized to execute said agreement on behalf of the City. Jacks, of 3652 Walnut Avenue, to conduct the business of a driving school .from his home. The Clerk stated that the necessary notices had been mailed to the residents of the area notifying them of the proposed business, and .that no protests had been filed.. The Mayor inquired if Mr. Jacks was in the audience. -There was no response. After discussion, it was moved by Councilman Finch, seconded by Councilman Pender, that said home occupation appli- cation be held over to the next regular meeting. Manager presented a report from the ~Reore$tioz~; Commission to the Manager recommending the construction of additional rest room facilities in the City park, near the ,.~.'"~ ; wading pool and childrents play-area, After discussion, it~•Was '`, moved by Councilwoman McMeekin, seconded by Councilman Pender, that the Council authorize the preparation of plans and speoifi-' cations forrest room facilities meeting with the_.approval.o#` the Recreation Commission. The Manager presented a supplementary emergency ambulance service agreement between the City of Lynwood and Arthurs Ambulance Service for approval, The Manager stated this agreement will provide supplemental ambulance service to St. Francis Hospital at the same rates paid under the City-County ambulance service agreement, and recommended approval of said agreement. It was moved by Councilwoman McMeekin, seconded by Councilman Pender, that the Council concur in the recommendations of the City Manager and authorize the Mayor and Clerk to execute said agreement on behalf of the City, Roll Call: .Ayes: Councilmen Compton, Finch, McMeekin, Pender, and Summers. Absent: None, The Manager stated that revised plans have been completed for the improvement of Carlin Avenue between Thorson Avenue and Waldorf Drive, and the improvement of Century Boulevard between Louise Avenue and Check Avenue, and requested authorization to advertise for bids for said improvemer.~. . All members voting aye, the Mayor declared the motion duly carried, The Manager presented the resignation of Police Officer Leonard T. Blake and the resignation of R, 0. Schmidt, of the Street Department, effective August 18, 1856 and August 1, 1956, respectively. It was moved by Councilwoman McMeekin, seconded ' by Councilman Finch, that the resignations be .accepted with extreme regret. All members voting aye, the Mayor declared the motion duly carried, The Manager presented the following personnel recom- mendations: That-Fireman Ernest Craig Champion be advanced to $~45~+ per month, effective August 9, 1956; That Keith Johnson be appointed permanent Engineer at $x+92 per month, effective August 1, 1956; Th®t Officer Robert H. Thomas,having transferred from the „ patrol division to the motorcycle division, be granted $20 per ,month hazard pay, effective August 1, 1956; "" That Officer Robert H. Thomas., having satisfactorily. ~, completed 2 years service, be sdvahced~to $47~ per month, effective August 18, 1956; That Officer Charles H. It was moved by Councilman Pender, seconded by Council- man Finch, that the Council concur in the. recommendations of the City Manager. All members voting aye, the Mayor declared the motion duly carried. The Mayor inquired if there were any oral communications. Mrs. John W. Bannister addressed the Council and. intro- duced Mrs. Florence B. Phillips. Mrs. Phillips spoke on fluori- dation, urging the City Council to oppose any move, now or in the future, to fluoridate the city~s water supply. Mr. John M. Schoonover,.li428 Plum, addressed the Council regarding the building permit issued to him for a car port, and the order of the Building Inspector to remove the portion of the roof between the garage and the house in order to bring the structure into conformancy with the permit. He further stated that he will not proceed any further until he receives a ruling from the Planning Commission, After considerable discussion, the Mayor stated that this is a matter for legal interpretation ..and requested the City Attorney to prepare an opinion, Mr. Hamilton of Carlin Avenue, addressed the Council to inquire the status of the BE11e Vernon Water District. The Manager stated that the City Attorney is in the process of pre- paring the Joint Powers Agreement, and will give it immediate attention upon his return from vacation. Mr. Oscar E. Halberg, 3653 Virginia, requested the installation of traffic signals at Otis and Imperial Highway. It was moved by Councilwoman McMeekin, seconded by Councilman Summers, that said requast be referred to the Traffic Authority for study and recommendations. All members voting aye, tihe Mayor declared the motion duly carried. Mr, Kenneth Thompson, 2652 108th Street, addressed the Council regarding the Southern Pacific blocking traffic at Alameda and Century, and requested the installation of flashing signals at Fernwood and Alameda, He also requested that Century Boulevard be widened .where it crosses the Southern Pacific tracks at Alameda.
