Councilmen Compton, Finch, McMeekin, Pender, and Summers answered the roll call. It was moved by Councilwoman McMeekin, seconded by Councilman Summers, that the minutes of the previous regular meeting of August 7, 1956 be .approved as written, The Clerk presented a communication from the Lynwood Lions Club requesting the City to proclaim September l~+ and 15 as 't White Cane Days" in the City of Lynwood. It was moved by Councilwoman McMeekin, seconded by Councilman Summers, that the Mayor be authorized to make said proclamation. A11 members voting aye, the Mayor declared the motion duly carried, The Clerk presented a communication from Kenneth Hahn, member of the Board of Supervisors of the County of Los Angeles, requesting the City of Lynwood to adopt a resolutior, requesting the Board of Supervisors to place on the November ballot a' $150,000,000 bond program for better roads. The City Manager stated that in his opinion the program ~.s ill advised. and. recommended. opposing said. bond. issue. Whereupon, RESOLUTION NO, 2668 entitled "RESOLUTION APPROVING CERTAIN .STREETS FOR INCLUSION IN .THE PROPOSED COUNTY WIDE STREET IMPROVEMENT BOND ISSUE PROGRAM, AND OPPOSING SAID BOND ISSUE" was presented., It was moved. by Councilman Pender, seconded by Councilwoman McMeekin, that said resolution be adopted.. Roll Call: Ayes: Councilmen Compton, Finch, McMeekin, Pender, and Summers. Noes: None. Absent: None, The Clerk presented three communications protesting the dismissal of Officer John Crow. The Mayor stated that the Council has no jurisdiction in said dismissal at the present time. Whereupon, it was moved. by Councilman Finch, seconded. by Council- woman McMeekin, that said. communications,'w'thout being read, be .accepted and filed.. All members voting aye, the Mayor declared the motion duly carried.. The Clerk presented. a petition bearing 74 signatures and three letters commending Chief of Police Ralph Dorton, It was moved by Councilman Pender, seconded by Councilman Finch,. that said petition .and. communications be accepted and filed. All members voting aye, the Mayor declared. the motion duly carried. The Clerk again presented. the matter of the proposed appointment of a Civilian .Defense Director, as held. over from the previous meeting. The Manager stated. that in his investigation he found i,hat the majority of cities in this area operate the Civilian Defense in a manner similar to the City of Lynwood., After con- sidrable discussion, it was moved by Councilman Finch, seconded by Councilman Pender, that said. appointment be deferred until the adjourned regular meeting of August 28. All members voting aye, the Mayor declared. the .motion duly carried., The Clerk presented a communication from Mr. L, D. Jacks,whose home occupation application was held over from the last meeting, wherein he requested that said application be held. in abeyance until he returns from his vacation. All members voting aye, the Mayor declared the motion duly carried. The Clerk presented the home occupation application of James W. Buttrey, 4333 Cortland, for permit to conduct the business of radio and television repair in his home. Police Officers Relief and Welfare Association, submitting comments on the proposed amend- ment of the Personnel Rules and Regulations relating to appeals and hearings. He felt that the amendments had merit, with the exception of the last sentence in Section 2 relating to hearings, and further recommended that the City obtain the services of legal counsel who specializes in such procedures, The Manager stated- that the City Employees Association .has approved the proposed. amendments, and recommended their adoption. After discussion,. RESOLUTION NO. 2669 entitled ''RESOLUTION AMENDING RULE TII SECTION 2, AND RULE XV SECTION 1 OF THE PERSONNEL RULES AND REGULATIONS {RESOLUTION NO. 2568} RELATING TO APPEALS AND HEARINGS" was presented., It was moved. by Councilman Finch; seconded by Councilman Pender, that said resolution be adopted. Absenta None, The Manager presented a report of his investigation, together with the City Attorney and Building Official,. concerning violations of ,the zoning, ordinance an .building code at 11428 Plum, wherein they statedo {1} That ~he original permit granted for a porte cochere between the north line of the ,main building and the north property line did not include additional work under construction between the garage and the main building; (2) By connecting the garage and the main bu.~.lding, the garage becomes a part of the main building and results in a violation of side yard setback; (3) The .attachment of the supporting members for the porte cochere to the fence constitutes a violation of the zoning ordinance by being closed in on the north side. It was moved by Councilman Pender, seconded by Council- man Finch, that the Council accept said report and. order Mr. J, M. Schoonover., 11421 Plum Street, to correct said violations, All members voting aye, the Mayor declared. the motion duly carried , The Manager recommended that Lowell Hoffman be appointed probationary patrolman at $380 per month, effective September 1, 1956. It was moved by Councilman Pender, seconded. by Councilman Finch, that th.e Council concur in the Managers recommendation. All members voting aye, the Mayor declared the motion duly carried. The Manager stated that he had only received. one pro- posal, from Economy Homes, for the removal of the building at 3261 Fernwood Avenue, for $100. {Fahrenkrugj, This land was acquired. for Vehicle Parking District No. 1. The Manager stated that said offer was somewhat lower than anticipated., but recommended its acceptance, It was moved.~by Councilman .Pender, seconded by Councilwoman McMeekin, that the Council concur in the recommendations of the Manager and accept said. offer. All members voting aye, the Mayor declared the motion duly carried. Councilman Finch offered. for discussion the matter of holding Council meetings every Tuesday, instead of the twice- monthly meetings. There was considerable discussion on this matter with no action being taken by the Council. Mr. Schoonover addressed the Council, expressing his gratitude for their interest in his problem, and stated he would correct said violations as pointed out in the Commjttee~s report. Mr, Arnold. Robles, Recreation Director, invited the members of" the Council to attend the summer baseball awards program in the city park on Saturday, August 25 at 4:30 p.m. RESOLUTION NO. 2670 entitled '''RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR" was presented. It was moved by Councilman Finch, seconded by Councilrrian Summers, Z~2 that said resolution be adopted. Roll Call: Ayes: Councilmen Compton, Finch, McMeekin, Pender, and Summers. Noes: None, Absent: None.
