Councilmen .Compton, Finch, Pender, and Summers answered the roll call. Councilwoman McMeekin was absent. ORDINANCE N0. 652 entitled "AN ORDINANCE OF THE INCORPORATED CITY OF LYNWOOD ESTABLISHING TAX DISTRICT NUMBER 1 OF SAID CITY, .FIXING THE .RATES OF TAXES, AND LEVYING TAXES FOR THE FISCAL YEAR BEGINNING JULY 1, 1956 AND ENDING JUNE 30, 1957:" was presented for-the second time. It was moved by Councilman Pender, seconded by Councilman Summers, that further reading be waived. -All members present voting aye, the Mayor declared the motion .duly carried,. The Clerk presented the home occupation application of Mr. James W. Buttrey for permit to conduct the business of radio and. television repairs in his home, which was held over Prom the last regular meeting. Mr. Buttrey presented. a statement from his doctor, -Louis 0. Hansen, M. D., stating that the condition of Mr, auttreyis health prevents him from being employed. full-time outside of his home. The Mayor stated that he has talked. to Mr. L. S. McKnight, who objected to the conduct of said. business, but Mr. McKnight did not remove his objection. After considerable discussion, it was moved by Council- man Pender, seconded. by Councilman Summers, that the Council grant Mr. Buttreyis application due to his chronic rheumatic heart disease. Roll Call: Ayes: Councilmen Compton, Finch, Pender, Summers. Noes: None. Absent: Councilwoman McMeekin. The matter of the appointment of Civilian Defense ~'f'~'~or h~'3'd`~'t~~~r'"~~f~o~''"the~°1as""~ regular meeting was discussed. The Manager suggested the .appointment of Mr. David MacArthur, Assistant Civil Engineer, as Director of t~ivilian Defense without additional compensation. It was moved. by Councilman Pender, seconded by Council- man Summers, that the Council concur in the Managers recommenda- tions and appoint David MacArthur as Civilian Defense Director without added compensation. Roll Call: .Ayes: Councilmen Compton, Finch, Pender, Summers. Noes: None. Absent: Councilwoman McMeekin. It was moved. by Councilman Pender, seconded by Council- man Finch, that Mr. Halbergta letter be accepted and filed, and a letter of appreciation be sent to him for his interest in Civilian Defense. All members present voting aye, the Mayor declared the motion duly carried. The Mayor stated that at the last regular meeting the Council ordered Mr. J. M. Schoonover, 11421 Plum Street, to correct certain violations of the zoning ordinance and building code, but did not place a time limit for the correction of said violations. The City Attorney recommended giving Mr. Schoonover written notice to complete said .corrections within sixty days from today. If the work is not completed within that time, a complaint should then be issued for the violation of said codes. It was moved by Councilman Pender, seconded by Council- man Compton, that the City Attorney be directed to give Mr. J. M. Schoonover, 11421 Plum Street, written notice to complete the corrections of the zoning-and building code violations within sixty days from August 29, 1956• ~~ Roll Call: Ayes: Councilmen Pender and. Compton. Noss: Councilmen Finch and Summers. Absent: Councilwoman .McMeekin. The Manager presented. a communication from the Chief of Police requesting that special counsel be furnished to repre- sent him at the Personnel Board hear~,ng on the appeal of the dismissal of John Crow. The .Manager stated that the City Attorney will act as counsel to the Personnel Board. and would recommend the employ- went of special counsel to represent the Chief. It was moved by Councilman Pender, seconded. by Councilman Finch, that the Council concur in the recommendations of the City Manager and. authorize .him to employ said special counsel. Roll Call: Ayes: Councilmen Compton, Finch, Pender, Summers. Noes: None. Absent: .Councilwoman McMeekin. The Manager presented a request from the City Treasurer that $30,039.2 be transferred from the .Park Improvement Fund to the Swimming Pool Bond Redemption Fund to pay the matured Swimming Pool Bonds for the fiscal year 1956-57. It was moved by Councilman Pender, seconded by Councilman Fineh, that the Council authorize the transfer of said amount to said fund. Roll Call: Ayes: Councilmen Compton Finch, Pender, Summers.
