MEETING OCTOBER 2, 1956 The City Council of the City of Lynwood. met in a regular session in the City Hall, 11330 Bu11is Road, on above date at 7:30 p.m, Mayor pro tem McMeekin in the chair. Councilmen Finch, McMeekin, Pender, and. Summers answered. the roll call. Councilman Compton was absent. It was moved. by Councilman Pender, seconded by Council- man Finch, that the minutes of the previous regular meeting of September 18, 1956 be approved as written. All members present voting aye, the Mayor declared. the motion duly carried. Tie Clerl~ stated that in accordance with the provisions of the Alcoholic Beverage Control Act a notice of application for on-sale beverage license has been received for Century Bowl, Inc., 3840 Century Boulevard. The Clerk also presented a letter pro- testing the issuance of said license from the Lynwood Recreation Commission, and. a letter from the Lynwood Council of Parents and Teachers also protesting the issuance of said license. It was moved by Councilman Finch, seconded by Councilman Pender, that a . protest to the issuance of an on-sale alcoholic beverage license to Century Bowl, Inc., at 3840 Century Boulevard, be filed with the Department of Alcoholic Beverage Control. All members present voting aye, the Mayor declared. the motion duly carried, The Clerk presented. two applications for transfer of alcoholic beverage licenses, at 4225 Abbott Road and 11266 Atlantic Avenue, with no action being taken. The Clerk presented. a communication from Frank I. Hogan informing the City Council that he will act as defense counsel for Roy M. Rawlins in the case of People v. Rawlins. It was moved. by Councilman Pender, seconded by Councilman Summers, that said communication be accepted. and filed., All members present voting aye, the Mayor declared the motion duly carried.. The Clerk presented. a communication from the Central _ Basin Water Association thanking the Council for their interest and. cooperation in the reestablishment of the Zone I Water Spreading program in the Central Basin. It was moved. by Council- man Pender, seconded by Councilman Finch, that said letter be accepted. and filed. All members present voting aye, the Mayor declared. the motion duly carried. The Clerk presented a communication from the Los Angeles County Heart Association requesting permission to solicit funds in the City of Lynwood during the month of February, 1957• It was moved by Councilman Summers, seconded by Councilman Pender, that said permission be granted. All members present voting aye, the Mayor declared. the motion duly carried.. The Clerk presented. a communication from the Cystic Fibrosis Foundation requesting permission to distribute educational pamphlets on a house-to-house basis in the City of Lynwood.. It was moved by Councilman Pender, seconded by Councilman Summers, that said. permission to distribute the pamphlets be granted., license free. All members present, except Councilman Finch, voting aye, the Mayor declared. the motion duly carried. The Clerk presented a letter from Jack C. Cleland, City Editor of the Herald. American Newspaper, requesting that an advance copy of the agenda furnished the members of the City Council also~be made available to the members of the press. It was also requested that advance copies of the agenda of the Planning Commission and. Recreation Commission be made available. After considerable discussion, it was moved. by Council- man Finch, seconded. by Councilman Pender, that ad.vanee copies of the agenda be made available to the local newspapers. All members present voting aye, the Mayor declared the motion duly carried. Councilman Finch inquired. if copies of the Councils agenda is made available for public distribution. The Clerk stated that copies of .the agenda are only prepared for the Council, City Attorney, and. City Manager at the present time. It was moved. by 276,E Councilman Finch, seconded by Councilman Summers, that a copy of the agenda be posted on the bulletin board in the lobby of the City Hall and on the Council Chamber door. All members present voting aye, the Mayor declared. the motion duly carried. Michael Griffin, former Police Officer, handed the Mayor a communication which was read by the City Clerk, wherein he requested. the CouncilQS assistance in rectifying what he feels is an injustice in being discharged. because of marital troubles. The City Attorney informed the Council that they have no juris- diction in this matter. After considerable discussion, the Council agreed to adjourned to an executive session to discuss this per- sonnel matter. Michael Griffin at this time waived any rights that he might have to a public hearing. It was moved. by Councilman Pender, seconded. by Council- man Summers, that said communication be accepted. and filed.. All members present voting aye, the Mayor declared. the motion duly carried. ORDINANCE N0. 65~ entitled "AN ORDINANCE AMENDING ORDINANCE N0. 570 FOR THE PURPOSE OF CLASSIFICATION OF CERTAIN .PROPERTIES AND THE ADOPTION OF AN AMENDED SECTION OF THE .ZONING .MAP WHICH IS A PART OF SAID ORDINANCE N0. 570" was presented. (Wright Road Annex No, 10). It was moved by Councilman Summers, seconded. by Councilman Pender, that further reading be waived. All members present voting aye, the Mayor declared the motion duly carried. It was moved. by Councilman Summers, seconded by Council- man Finch, that said ordinance be adopted as presented. for the second time, finally pass, and be published as required. by law. Roll Call: Ayes: Councilmen Finch, McMeekin, Pender, and Summers. Noes: None. Absent: Councilman Compton. ORDINANCE N0. 655 entitled "AN ORDINANCE AMENDING ORDINANCE N0. 570 FOR THE PURPOSE OF RECLASSIFICATION OF CERTAIN PROPERTIES AND THE ADOPTION OF AN AMENDED SECTION OF THE ZONING MAP WHICH IS A PART OF SAID ORDINANCE N0. 570" was presented for the second time. (Century Blvd.. frontage, Stockwell to Bullis). It was moved by Councilman Finch, seconded. by Councilman Summers, that further reading be waived. All members present voting aye, the Mayor declared. the motion duly carried. It was moved by Councilman Finch, seconded by Council- man Summers, that said ordinance be adopted as presented for the second time, finally pass, and be published as required by law. Roll Call: Ayes: Councilmen Finch, McMeekin, Pender, and Summers. Noes: None. Absent: Councilman Compton. The Clerk presented the home occupation application of Weston E. Saling, 3601 Lynwood Road, to conduct the business of engraving and sale of trophies. The Clerk stated that the neces- sary cards had been mailed and. no protests have been filed. The Mayor inquired if Mr. Saling was in the audience. Mr. Saling was present and explained. his type of business. It was moved. by Councilman Pender, seconded by Council- man Finch, that said home occupation application be approved. All members present voting aye, the Mayor declared. the motion duly carried. The Clerk presented. a letter from the Disabled American Veterans requesting the proclamation of "Hire the Physically Handicapped Week" October 7--13, 1956. It was moved by Council- man Summers, seconded by Councilman .Finch, that the Mayor be authorized. to make said. proclamation. All members present voting aye, the Mayor declared the motion duly carried. The Clerk presented a letter from Fire Chief Gallaher requesting the proclamation of the week beginning October 7, 1956 as "Fire Prevention Week." All members present voting aye, the Mayor declared the motion duly carried.. The Manager presented the plans and. specifications for the restroom and. storage facilities which are to beyconstructed. at the park, and requested. authorization to advertise for bids for the construction of said facilities. It was moved. by Council- man Finch, sect~nded by Councilman Summers, that the Manager be authorized to advertise for bids for the construction of restroom and. storage facilities. Roll Call: Ayes: Councilmen Finch, McMeekin, Pender, and. Summers, Noes: None, Absent: Councilman Compton. The Manager stated that it would. be necessary to replace two police cars and. requested. authorization to advertise for bids for two police cars. It was moved. by Councilman Pender, seconded. by Councilman Finch, that the Manager be authorized. to ask for bids as requested. Roll Call: Ayes: Councilmen Finch, McMeekin, Pender, and. Summers. Noes: None. Absent: Councilman Compton. The Manager requested. authorization to prepare plans and. specifications for the construction of a cooking shelter, barbecue pits, and conversion of a picnic shelter to a kitchen shelter, as recommended by the Recreation Commission. It was moved. by Council- man Finch, seconded. by Councilman Pender, that the Counci.t author- ize the preparation of plans and specificatt.cns for the above named improvements, in accordance with the recommendations of the Commis- sion. All members present voting aye, the Mayor declared the motion duly carried.. The Manager presented. the following personnel recommenda- tions: That David J. MacArthur, Assistant Civil Engineer, be given permanent status. and advanced. to $549 per month, effective October 9, 1.956; That Paul McComack be advanced to $424 per month, effective October 1, 1956; That Evlyn J. Conser be advanced. to $293 per month, effective October 16, 1956. It was moved. by Councilman Pender, seconded. by Council- man Summers, that the Council concur in the recommendations of the City Manager. A Grant Deed. dated October 2, 1956, signed by Ralph Mascaro and Betty L, Mascaro was presented., wherein they convey their interest in the following described. property to the City of Lynwood for street purposes: That portion of Lot 2 of J. Mr. Henry Bear, Attorney for Century Bowl, Inc., ad.d.ressed. the Council regarding the action taken in protesting the proposed issuance of an alcoholic beverage license. Mr. dames E. Rowe, President of Century Bowl, Inc., also addressed the Council expressing his opinion of the Council1s action. Mrs. Elizabeth Clinton, 32,38 Carlin, addressed. the Council in opposition to the granting of said. alcoholic beverage license. Mr. Hamilton, of Carlin Avenue, addressed the Council regarding the status of the dissolution of the County water dis- trict in Belle Vernon Acres, The City Attorney informed Mr. Hamilton that the City Attorney of Compton presently has the point powers agreement for study. RESOLUTIO'~ N0. 2678 entitled. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWGOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR" was presented.. It was moved. by Councilman Finch, seconded. by Councilman Summers, that said. resolution be ad.opted.. Roll Calle Ayes: Councilmen Finch, McMeekin, Pender, and. Summers. Noes: None. There was considerable discussion of Michael Gr.iffinss termination of employment, with no action being taken.
