CALL TO ORDER
The Regular Council Meeting of March 1, 1999, was convened at 7:30 P.M. by Mayor
Duane Schreimann.
Prayer was offered by Councilman Steve Nelson, followed by the Pledge of Allegiance.
ROLL CALL
The following Council Members were present for the roll call:
Present: Blaney, Haake, Jackson, Jaynes, Landwehr, McDowell, Nelson,
Nilges, Stella and Vincent
Absent: None
A quorum was declared present.
PRESENTATIONS FROM THE GALLERY
Scott Smith, 805 Western Air, and Ken Goodwin, 801 Western Air made a joint
presentation regarding storm water drainage problems in his neighborhood. Mr. Scott
distributed photographs of the area which showed the erosion to his property caused storm
water "swirling" around a city -owned drainage pipe protruding from his back yard. They
mentioned that there is a bridge over the Wear's Creek that children cross to get to Belair
School, and suggested that during storm water situations, the little creek becomes very
dangerous. Following Mr. Smith's presentation, Councilman Carl Jaynes stated that he and
Councilman Leonard Stella would get together and look at the area and then talk to staff
about possible remedies to the situation.
Ms. Faye Lootens, 1201 S. Country Club Drive, made a presentation regarding the
condition of the street where she resides. She stated that the street was supposed to have
been improved before now following the annexation of that area 14 years ago. Public Works
Director Marty Brose stated that the street is targeted for improvement some time in 2001.
Ms. Lootens voiced her dissatisfaction with this schedule, and stated she believed the street
is very dangerous and should have already been improved.

RESOLUTIONS
RS98 -23 — Establishing a Policy Pertaining to Sidewalks Within the City (sponsored by
Councilman Landwehr). At Mayor Duane Schreimann's suggestion, Councilman John
Landwehr made a motion to amend Resolution RS98 -23 as follows:
2. After taking into account fiscal and topographical considerations,
that the City incorporate sidewalks in its own improvement projects on
new and existing arterial streets, collector streets, and on local streets
near schools and parks.
The motion to amend was seconded by Councilman Carl Jaynes. Following a very lengthy
discussion, which included such topics as fiscal impact, priorities of other projects and
locations of sidewalks, Councilman John Landwehr withdrew his motion, Councilman Carl
Jaynes withdrew his second, and Councilman Landwehr stated that he wished to table
Resolution RS98 -23 at this time to allow more discussion of the issue at future meetings.
Councilman Landwehr stated he would like to have Council action on the issue by the
March 15 Council Meeting.
NEW BUSINESS
Mayor Duane Schreimann announced that the Council would meet on Monday, March 8,
7:00 P.M. in the City Council Chambers for the purpose of discussing Bill 98 -160
(amending animal ordinances), and stated that all interested citizens are welcome to
attend.
Councilman John Landwehr requested that the Council set a meeting to discuss RS98 -23
(sidewalk resolution). Following discussion, it was suggested that individual Council
Members contact Councilman Landwehr before the next Council Meeting with their
proposed changes or concerns, and he would have a substitute Resolution prepared for
consideration at that time.
Mayor Duane Schreimann announced that the Algoa Annexation issue on the April 6 ballot
is very important to the city, and that subsequently, an "Algoa Annexation Hotline"
(634 -6304) has been set up for citizens to call if they have specific questions about that
annexation issue.
Councilman Carol Blaney asked who would be the entity responsible for removing graffiti
from the concrete drainage ditch which runs through Lincoln University (LU) near the
stadium. Public Works Director Marty Brose replied that he understands that it would be
Lincoln University, but that at this point, no one has contacted him back to indicate that it
was not the responsibility of LU. He stated if it is not LU's responsibility, they will get back
to him and if it is the City's responsibility, the City will take care of it.
Councilman Leonard Stella made comments regarding the issue of bipartisan elections
in Jefferson City. Mayor Duane Schreimann agreed that, in his opinion, partisan elections
should be eliminated in elections Jefferson City. Councilman Rick Nilges stated that City

Counselor Allen Garner is, at his request, currently researching the possibility of the City's
having a split -party primary election, and he asked Mr. Garner to comment on it. Mr. Garner
stated that he has sent out inquiries to other cities who already do this. He reminded the
Council that the election authority for the City is the County Clerk, and that whatever
changes the City makes, it is important to make sure he will be able to work with that new
process. If not, the City may be in the position of conducting its own elections. A report of
the findings on this issue will be put into a report and distributed to the Council as soon as
it is available.
Councilman Steve Nelson stated that three bills on the agenda tonight bore his name as
sponsor, and that he had not been contacted previously about them. He stated that, in the
future, if any ordinances of these type that have not come before the Public Works
Committee are distributed with his name on them without prior notification, he will request
that his name be withdrawn.
UNFINISHED BUSINESS
Authorizing Truman Boulevard Sidewalks — Following a brief presentation by Public
Works Director Marty Brose, a motion was made by Councilman Charles Jackson that the
sidewalk be approved as indicated in Mr. Brose's report, motion was seconded by
Councilman Carl Jaynes, and approved unanimously.
COUNCIL LIAISON REPORTS
There were no council liaison reports to come before the Council at this time.
GO INTO EXECUTIVE SESSION
A motion was made by Councilman Charles Jackson that the Council go into Executive
Session at this time to discuss matters pertaining to real estate, litigation and personnel.
Motion was seconded by Councilman Carol Blaney and approved by the following roll -call
vote at 9:05 P.M.
