CALL TO ORDER
The Regular Council Meeting of March 15, 1999, was convened at 7:30 P.M. by Mayor
Duane Schreimann.
Prayer was offered by Councilman Carl Jaynes, followed by the Pledge of Allegiance.
ROLL CALL
The following Council Members were present for the roll call:
Present: Blaney, Haake, Jackson, Jaynes, Landwehr, McDowell, Nelson,
Nilges, Stella and Vincent
Absent: None
A quorum was declared present.
Mayor Duane Schreimann recognized and welcomed the following two Boy Scout Troops
which were present at tonight's meeting working on their "Citizenship in the Community"
badges:
Troop 11 - First Baptist Church
Troop 10 - Grace Episcopal Church
PUBLIC HEARINGS
Rezoning of all of Lot 56 and the souther 1/3 portion of Lot 57 of Westpoint Estates
Section Fourfrom C -O, Office Commercial to PUD, Planned Unit Development— Planning
and Code Enforcement Director Keith DeVault made a presentation outlining the
background of the request for rezoning. No one present spoke in favor of, or opposition to,
the proposed rezoning. Mayor Duane Schreimann declared the public hearing on this matter
concluded.
Rezoning of Lots 1 through 5 of Julmar Subdivision from PUD, Planned Unit Development
to C -O, Office Commercial — Planning and Code Enforcement Director Keith DeVault made
a presentation outlining the background of the request for rezoning. No one present spoke
in favor of, or opposition to, the proposed rezoning. Mayor Duane Schreimann declared the
public hearing on this matter concluded.

PRESENTATIONS FROM THE GALLERY
Harold Wadley, 1122 E. Dunklin, made a presentation in support of Bill 98 -189 ( "Noise
Ordinance ") and urged Council Members to pass it.

Councilman Charles Jackson moved that the Consent Agenda be approved as presented,
seconded by Councilman Carl Jaynes and approved unanimously.

Councilman Steve Nelson stated that the Appointments Review Committee minutes listed
him as being absent when he is not an actual member of that committee. He also stated
that the notes taken during the March 8 animal ordinance work session indicated he was
present when he was absent.

Councilmen Landwehr & Vincent requested that Bill 98 -160 remain on the Informal
Calendar at this time, where it dies. The sponsors explained that the bill will be reintroduced
in the near future incorporating the changes currently being suggested by Council at their
work sessions on this issue.

Councilman Carolyn McDowell requested that Bill 98 -166 remain on the Informal Calendar

RESOLUTIONS
RS98 -23 — Establishing a Policy Pertaining to Sidewalks Within the City (sponsored by
Councilman Landwehr). Councilman John Landwehr moved that the document entitled
"March 15 Substitute RS98 -23" which had been previously distributed to Council be
accepted as a substitute for RS98 -23. Motion to substitute was seconded by Councilman
Larry Vincent, and approved unanimously. RS98 -23, as substitute was then adopted
unanimously.
NEW BUSINESS
Mayor Duane Schreimann announced that the Council has called for a special work session
REGULAR COUNCIL MEETING MARCH 15, 1999 8
to be held at 7:00 PM on Monday, March 22, to discuss animal ordinances.
Councilman Larry Vincent made comments regarding the report of accidents at Madison &
McCarty due to motorists running red lights. He asked if Public Works Director Marty Brose
could check into the feasibility of having "delayed" red light which would allow a little time
after the red light has changed before allowing traffic from the other direction to proceed.
Mr. Brose stated he would get back to Council with that information.
Councilman Carl Jaynes made comments regarding street marking paint, and requested
that the City contact the Missouri Department of Transportation regarding the poor markings
from the intersection of Hwy. 50 & Missouri Blvd., heading west, to the first exit ramp -
overpass.
Councilman Rick Nilges stated he has received numerous positive comments from
constituents regarding the new traffic signalization at Edgewood and Stadium.
Councilman Catherine Haake commended the Parks and Recreation Department Staff for
its outstanding work in presenting the recent ice show.
Mayor Duane Schreimann made comments regarding the possibility of an electric traffic
signal at Bolivar and W. McCarty due to poor visibility.
UNFINISHED BUSINESS
There was no unfinished business to come before the Council at this time.
COUNCIL LIAISON REPORTS
There were no council liaison reports to come before the Council at this time.
GO INTO EXECUTIVE SESSION
A motion was made by Councilman Carl Jaynes that the Council go into Executive Session
at this time to discuss matters pertaining to real estate, litigation and personnel. Motion was
seconded by Councilman Catherine Haake, and approved by the following roll -call vote at
8:25 P.M.
