Councilmen Compton, Finch., McMeekin, Pender, and Summers answered the roll call. Veterans of Foreign Wars Post No, 39:~~_ req~aesti~-;g exemptio.r~ from business license fees to conduct the b~t.si.~f~,~,s of fireworks sa~_es at the intersection of California and Century during the forthcoming Fourth of July. It was moved. by Councilwoman McMeekin, seconded by Councilman Summers, that an exemption from business license fees be granted. subject to the provisions of the 'ou.ilding and fire regulations governing the sale of fireworks. Roll Call: Ayes: Councilmen Compton, Finch, McMeekin, Pender, and. Summers. Noes: None. Absent: None. The Clerk presented. a communication from C. Wayne Austin, submitting his name for consideration to fill the unexpired. term of Larry Pettijohn on the Personnel Board.. The Clerk stated that this was the only communication presented. up to this time requesting appointment to said. Personnel Board.. It was moved. by Councilwoman McMeekin, seconded by Councilman Pender, that Mr. C. Wayne Austin be appointed. to the Personnel Board. of the City of Lynwood to fill the unexpired. term left by the resignation of Lawrence Pettijohn, effective May 15, 1957. All members voting aye, the Mayor declared. the motion duly carried. ,.,~, The Clerk presented. a communication from the John Cardinal Glennon Council No. 2996, Knights of Columbus, Lynwood, inviting all members of the City Council and department heads to be honored. guests at their annual civic and. fraternal night which will be held. on April 24, 1957 at 11400 California Avenue. The Clerk stated. that he would. take care of the necessary arrangements for the members of the City Council and. the department heads. The Clerk presented. a communication from Assemblyman Frank G. Bonelli, expressing his appreciation to the members of the City Council for their support of his Assembly Bill which propposed. to ban the sale of Crime-horror comic books to minors under 1~3 years of age, which died. in committee. It was moved. by Councilwoman McMeekin, seconded. by Councilman Summers, that said communication be accepted. and. filed.. All members present voting aye, the Mayor declared. the motion duly carried. The Clerk presented. a communication from Leland. R. Weaver, Coordinator Area 'tEf' Office of Civilian Defense, requesting the Council to support all pending legislation before Congress affecting Civil Defense. It was moved. by Councilman Summers, seconded. by Councilwoman McMeekin, that said. communication be referred. to David MacArthur, Civil Defense Director for Lynwood, for appropriate action. All members voting aye, the Mayor declared the motion duly carried.. The Clerk presented a communication from the Southern California Electric Sign Association requesting the City Council to '"" proclaim "National Sign Week" during the period April 8 - 13, 1957. ~' There followed. considerable discussion regarding issuing proclama- tions for supporting trade associations. It was moved. by Councilman Pender, seconded. by Councilman Summers, that the request for issuance of a proclamation be denied.. Community Coordinating Council requesting the Council to place a display showcase in the City Hall so that all organizations who receive recognition in regard. to civic accomplishments may be able to submit these mementoes for display. It was moved. by Councilman Fender, seconded by Councilwoman McMeekin, that said request be referred.. to the City Manager for investigation and. report at the next regular meeting. Peter C. Gambino. The Clerk stated that the ~'olice Department had made the necessary investigation and, a check of the records shows no reason why the permit should. not be granted.. Utility Maintenance Man, probationary, in the Fark Department, at $332 per month effective April 1, 197; (to replace Floyd Eousman, appointed 3/l~/57, failure to pass physical examination); That Arthur Ea Senior be reinstated. as police office, at $454 per month, effective April 1, 1957• I~; was rr~oved by Councilman Fender, seconded. by Councilman Finch, that the Council concur in the recommendations of the City Manager, All members voting aye, the Mayor declared the motion duly carried, RESOLUTION N0. 2735 entitled: "RESOLUTION OF THE CITX COUNCIL OF T~ CITX Obi LXNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR" was presented.. It was moved: by Councilwoman McMeekin, seconded. by Councilman Summers, that said. resolution be adopted. Roll Gall: Ayes: Councilmen Compton, Finch, McMeekin, Pend.er, and. Summers. The Mayor inquired: if there were any oral communications. 33 Mr. Robert Hazelwood, 12025 Bradfield Avenue, addressed. the Council regarding students at Lynwood High School racing and. loitering after school hours on Bradfield. Avenue. The Mayor instructed the .Chief of Police to make a thorough investigation of said matter, in cooperation with the school authorities. The City Attorney presented his opinion to the Council regarding the legality of limiting the sale of fireworks to veteranst ~ organizations, wherein he stated. it would. be unconstitutional to ~i allow veterans organizations only to sell said. fireworks. There was considerable discussion regarding restricting the sale of fire- works to veteranst groups. It was moved by Councilwoman Councilman hummers, that the meeting be voting aye, the Mayor declared the APPROVED APRIL 16, 1957 r; McMeekin, seconded by ad.~journed. All members
