REGULAR MEETING MAY 7, 1957
The City Council of the City of Lynwood met in a
regular se~/~~ion in the City Ha11, 11330 Bullis Road, on above

Mayor Compton in the chair.
Councilmen Compton, Finch, McMeekin, and. Summers answered.
the roll call.
Councilman Pender was absent.
It was moved by Councilwoman McMeekin, seconded by
Councilman Summers that the minutes of the previous regular meeting
of April 16, 1957 be approved as written. All members present
voting aye, the Mayor declared the motion duly carried,
The Clerk presented an alcoholic beverage license transfer
for an off-sale general license at 11622 Atlantic Avenue.
The Clerk presented. a communication from the William
Grayson Post 85 American Legion Auxiliary requesting permission to
sell American Legion and: American Legion Auxiliary veteran-made
crepe poppies in the City of Lynwood. on May 24 and 25, 1957. It
was moved: by Councilwoman McMeekin, seconded. by Councilman Finch,
that permission be granted.. All members present voting aye, the
Mayor declared the motion duly carried.
The Clerk presented a request from Mrs. Pauline Wright
ghat May 10, 1957 be proclaimed "National Insurance Woments Day."
It was moved: by Councilwoman McMeekin, seconded. by Councilman
Summers, that the Mayor be authorized. to-issue said proclamation.
A11 members present voting aye, the Mayor declared the motion duly
carried,
gRDINANCE N0. 661 entitled "AN ORDINANCE OF THE CITY OF
LYNWOOD AMENDING SECTION 1 OF ORDINANCE N0. 624 AND SECTION 154
OF ORDINANCE N0,.493 HY PROVIDING FOR CERTIFICATE OF NECESSITY
FOR ALL-NIGHT PARKING IN CASES OF HARDSHIP, AND PROVIDING FOR A
SINGLE INVESTIGATION TO COVER AN ENTIRE PARCEL OF LAND AND ALL
DWELLINGS LOCATED THEREON, AND FOR A SINGLE INVESTIGATIVE FEE TO
COVER T INVESTIGATION AS A WHOLE." was presented for the second
time. It was moved by Councilman Summers, seconded by Council-
woman McMeekin, that further reading be waived. All members present
voting aye, the Mayor declared. the motion duly carried..
It was moved: by Councilwoman McMeekin, seconded by Coun-
cilman Finch, that said ordinance be adopted as presented for the
second: time, finally pass, and. be published as required by law.

~'he City Attorney stated. that the Superior Court has issued.
a writ of certiorarified. mandamus and administrative mandamus in
the case of John M, Crow v. City of Lynwood et al (No. Comp.C-1678)
and recommended. that the Council adopt a resolution employing the
law firm of Robertson, Harney, Drummond. and. Dorsey to represent
the City of Lynwood in said. case.
Whereupon, RESOLUTION N0. 2739 entitled. "RESOLUTION
RATIFYING EMPLOYMENT OF SPECIAL COUNSEL AND FOR FURTHER EMPLOY-
MENT OF SAID COUNSEL" was presented. It was moved by Councilwoman
McMeekin, seconded. by Councilman Finch, that said Resolution be
adopted .

The City Clerk informed the City Council that Mr. Roy
Lincoln~s term as a member of the Personnel Board. expires May 15,
1957•
Whereupon, it was moved by Councilman Finch, seconded. by
Councilwoman McMeekin, that. Mr. Roy Lincoln be reappointed. as a
member of the Personnel Board for a term of four years.

The Mayor stated. that the plaque to be presented. to Mr.
R. y. O~Shau~hnessy was not ready and. would not be available at
this meeting, and: regretted inconveniencing Mr. O~Shaughnessy,
Mre Donald: Miller, representing the Lynwood. Police
Officers Relief and: Welfare Association, presented. Mr. O~Shaughnessy
with a portable typewriter.

Following the discussion of an appropriate memento to ''
present Mrs, Charles M. Hall, it was moved by Councilman Finch,
seeond:ed by Councilman Summers, that an appropriate plaque be made
and: presented to Mrs„ Hall for service rendered by the late Charles
M. Hall .
RESOLUTION N0. 2740 entitled "A RESOLUTION OF THE CITY
COUNCIL OF TAE CTTy OF LYNWOOD REQUESTING .COUNTY AID FOR RECREATION

Summers, seconded by Councilwoman McMeekin, that said. Resolution

The Manager stated that the necessary plans and specifi-
cations have been prepared. for construction of a cooking shelter in
the City Park,. and: requested authorization to advertise for bids.
It was moved by Councilman Finch, seconded by Councilwoman McMeekin,
that the Council authorize the advertising for bids for said. improve-
ment in the park,

The Manager presented. the tabulation of bids for the "~"'"'
improvement of Wright Road. between Century Boulevard. and Fernwood.
Avenue, wherein he recommended that Flippen Brothers, the low _.
bidders, be awarded. the contract for this project. It was moved.
by Council~an Summers, seconded. by Councilwoman McMeekin, that the
Council concur in the recommendations of the City Manager and.
authorize the Mayor and Clerk to execute said. agreement on behalf
of the city.

The Manager presented his report on the bids received
for the installation of traffic safety lighting at nine intersections
within the city, wherein he recommended. that the low bidder,
Electric 8c Machinery Service, Inc, be awarded. the contract for
this work. It was moved by Councilwoman McMeekin, seconded. by
Councilman Summers, that the Council concur in the recommendations
of" the Manager and authorize the Mayor and. Clerk to execute said.
agreement on behalf of the City,

The hour of 8:00 p,m, having arrived, said hour being the
time fixed. for the hearing in the .matter of the improvement of ~"~
Muriel Drive, the Clerk presented. his certificates of mailing
notices, posting notices, and publishing notices of said. hearing,
as required.. by law.
The Mayor inquired if there were any present regarding
said improvement. There was no response..
It was moved by Councilwoman McMeekin, seconded. by
Councilman Summers, that said. hearing be concluded.. All members

The Manager presented the following personnel recommend.a- --~
Lions: That George Lamborn, Park Maintenance Man, be advanced.
to $383 per month, effective May 16, 1957,
That Robert Driscoll be appointed temporarily as Building
Inspector, at $481 per month, effective May 1, 1957.
It was moved. by Councilman Summers, seconded by Council-
man Finch, that the Council concur in the recommendations of the
City Manager. All members present voting aye, the Mayor declared.

There followed. considerable discussion by the City
Council regarding litter on city streets, sweeping of city
streets, and trash on public sidewalks in business districts,
RESOLUTION N0. 2742 entitled. "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS
PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." was presented..
It was moved. by Councilwoman McMeekin, seconded. by Gouncilman
Summers, that said Resolution be adopted,

The Mayor inquired if there were any oral communications.
Mr. Romanielli, 11651 Atlantic Avenue, addressed the
Council regarding a truck parking all night on Brewster Street,
,just west of Atlantic Avenue.
Mr, H. J. Wilbur, 4061 Walnut Avenue, addressed the
Council requesting °that they work with the School Board. on the use
of City Park for school purposes .
Mr. Clarence Murphy, Veteranse Rehabilitation Chairman
of the Huntington Park Elks Lodge, addressed. the Council regarding
Salir,itox^s being required to obtain identification cards from the
Police Department, He specifically requested. that solicitors
working for Veterans Industries, Inc, {salvage pick-up) be exempt
from this provision. The City Attorney advised the Council that it
would. be impossible to waive the requirements for this one organi-
zation.
The Mayor stated. that he will discuss the matter with
~,,. the Chief of Police.
Mr. Mil.liron, 3148 Carlin Avenue, suggested. that litter
'' on city streets be stopped by the issuance of citations to the
offenders ,
It was moved by Councilwoman McMeekin, seconded. by
Councilman Finch, that the meeting be adjourned. All members
present voting aye, the Mayor declared. t~ motion duly carried.
