Summers, that said.. communication be accepted. and filed,
The C~.€~rk presented. a communication from the 20- 0 Club -~,
of Fiun+,;ington Park wherein they requested. permission to hang posters
on city light standards for a period. of two weeks to publicize their
custom and s~,orts car show on August 23-?~. After considerable dis-
cussion regard~,ng tFae policy of placing said. posters on city Light
standards, it was moved. by Councilman Pender, seconded. by Council-
woman McMeekin, that said. request be referred. to the City Engineer

The Clerk presented. a claim in the form of a letter from
Mrs® Fu rry Cook, 1,1316 Duncan Avenue, on behalf of her daughter,
Gail, who sl:~pped and. fell in the natatorium. Mrs. Cook requests
that medical expense in the amount of $27.72 be paid. to her for
said. injuries. Tt was moved. by Councilwoman McMeekin, seconded. by
Ca~~ncilman Summers, that said, letter be referred. to the Cityts
j.n.s~~.rance carrier for disposition, and that the Clerk be instructed
`~ c~:~r~,municate with Mr. s . Cook regarding th.e Council's action. All.

The C1er.k presented. a communication from the Wm. tT. Grayson
Po~:t No. 85 of the American Legion wherein they request permission
to let its mall be used for square dancing one night each week. It
was moved. by Councilman Pender, seconded. by Councilman Finch, that
said. request be granted., subject to the provisions of City Ordinance

The Clerk presented his report on sales and. gasoline taxes
paid. by the City of Lynwoad. wherein he reported that during the
fiscal year 1956-57 the City paid. $9,110.00 in said. taxes, and.
recoma~nended that the Council take no action in supporting the efforts
of the City of Torrance in obtaining exemption for cities from said.
stafe sales and gasoline taxes as any such exemption would. have to
be made up from other tax sources.

The Clerk stated that the auditors, in the performance of
their annual audit, have recommended. that the city establish charges
for materials that are sold. to the public and. not specifically cove-r~u
by other ordinances or resolutions.
Whereupon, RESOLUTION N0. 2757 entitled "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ESTABLISHING CHARGES
FOR PAMPHLETS, MAPS, REPORTS, AND OTHER SERVICES NOT SPECIFICALLY
COVERED BY ORDINANCE, AND AUTHORIZING THE CITY CLERK TO COLLECT
SAID CHAR(~ES'~ was presented. It was moved. by Councilman Summers,
seconded by Councilwoman McMeekin, that said Resolution be adopted.

The Clerk presented. the home occupation application of
~'homa4 W. Pierce, 3151 Los Flores, to conduct the business of free-
lance photography from his home, The Clerk further stated that the
nec~;ssary cards had. been mailed. and no protests have been filed,.
It was moved. by Councilwoman McMeekir_, seconded. by Council-
man Su~r.Gmers, that said. home occupation application be approved.. All
members voting aye, the Mayor declared. the motion duly carried.,
The City Attorney requested. authorization to commence
civil action .against M. W. Allred.. He stated. that Mr, Allred. had
rented a house at Lugo Park from the City for $75 per month, and.
moved out, owing the City of Lynwood. $300. He further stated that
he has attempted to collect said rent and Mr. Allred refuses to pay,
It was moved.. by Councilman Finch, seconded. by Councilwoman
McMeekin, that the Attorney be authorized- to commence legal action
to collect said amount.

The Manager presented for the Councilts approval an agree-
ment betwen the Council of Los Angeles and. the City of Lynwood. for
the installation of traffic signals at the intersection of Alameda
Street and Fernwood Avenue. The Manager stated that the city~s
share would.. be one-half of said, cost, approximately $3500, and
recommended approval of said. agreement. It was moved. by Councilman
Finch, seconded by Councilman Summers, that the Council approve the
agx°eement and. authorize the Mayor and Clerk to execute said. agreement
on behalf of the City of Lynwood.

The Manager presented, a communication from Curtis M. Hughes
w:r;erein he requested. an exclusive franchise for the placing of trash
cans in the business districts of the City, for the privilege of
p~~.acj.ng advertising of local merchants on the sides of the cans. The
~~4..a~ager questioned.. the authority of granting such an exclusive
franchise, and. recommended. that the request be referred to the City
Atto~~ney and. Manager for investigation and. report. It was moved. by
Councilwoman McMeekin, seconded. by Councilman Pend.er, that the Council
concur in the recommend.stions of the City Manager in referring said.

storage yard. purposes for 17,000.00. The Manager stated. that he
has planned to u~~e ;paid site for a surface water reservoir, and.

It was moved. by Councilman Finch, seconded by Councilman
Pender, that the Manager be instructed. to acquire said property
from the State of California at a maximum price of $17,000.00.

The Manager presented. an agreement between the Chamber
of Commerce and.. the City of Lynwood. for the promotion and. advertising
of the City of Lynwood.. for the fiscal year 1957-58. The Manager
stated. that said agreement provides that the City shall pay to the
Chamber ~4~~ per .month, a maximum of $6,000 per year, for said. pro-
motion work, and recommended.~ts approval.
After a motion wh.:~.ch was made by Councilman Summers and.
seconded by Councilwoman McMeekin to approve said. agreement was
withdrawn, it was moved. by Councilman Finch, seconded. by Councilman
Sa~r~mers, that said agreement be held. over to the next regular meeting
and the Clerk be instructed. to send copies to the members of th.e
Cr~uncil. All members voting aye, the Mayor declared. the motion duly

RESOLUTION N0. 2758 entitled "RESOLUTION OF THE CITY COUNCIL
OF 1'HE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED
AND ORDERING WARRANTS DRAWN THEREFOR" was presented. It was moved.
by Councilwoman McMee~Cin, seconded. by Councilman Summers, that said.

The Manager stated. that Civil Defense Director David.
MacArthur would not be available to attend this evenings Council
meeting, and presented, his report to each member of the City Cou-Heil
concerning the status of Civil Defense in the City of Lynwood..

Councilman Summers requested. that the Manager present
cost est~.mates for the placing of anti~~litter signs at the various
entrances to the City of Lynwood..
Mayor Compton requested. the ~3uilding Official to ascertain
whether or not Mr, Schoonover, at 11428 Plum Street, has complied.
with, the City Couneil~s order of August 21, 1956 to correct certain
zoning and.. building code violationso
The Mayor inquired. if there were any oral communications,
Mr, Hal Biers, 4264 Shirley Avenue, requested the
instal~,ation of a boulevard. stop sign at Shirley and. Linden.
Mr, Romanielli, 11651 Atlantic Avenue, again complained
of fire hazard: due to excessive trash and. weeds in the alley west
of Atlantic, between Brewster and- Fernwoode
Mr, Harris, of 12418 Waldorf, requested. that the first
a1.:l.ey south of Carlin Avenue easterly of Waldorf be vacated e The
Mayn~^ ~$equested that he contact the City Clerk regarding said. vacation.
Mr, H, ~°» Wilbur, 4061 Walnut Avenue, addressed the Council
;regarding ~;he administration and. accomplishments of the City during

r~^egarding weeds on vacant lots in the business district.
Mra, Minnie Baird addressed the Council regarding the
rein:~tt~t;oment off' her son, John Blaising, to the Police Department.
The Mana~e~° explained the situation to her and stated. that the
Council could. take no action on the reinstatement.
