Summers answered. the roll call. It was moved by Councilwoman McMeekin, seconded. by Councilman Pender, that the minutes of the previous regular meeting of September 1.7, 1957 be approved as written. All members voting aye, the Mayor d.eelared the motion duly carried. T~~e Clerk presented a letter from the Los Angeles County Heart Association requesting permission to solicit funds, license- free, ir~~ the City of Lynwood during the month of February, 1958, wu:nich month is designated. nationally as "Heart Fund. Month," It was m:wed by Councilman Summers, seconded. by Councilwoman McMeekin, that „a = d. permission be granted.. All members voting aye, the Mayor declared the motion duly carried., The Clerk presented a communication from Gwenne R. Case, 2~~+7 East 108th Street, Lynwood., commending-the Council for the consideration shown in the .Rankin variance at the last regular meeting. It was moved by Councilman Pender, seconded- by Councilman r~`inch, that said. communication be accepted and. filed.. All members voting aye, the Mayor declared the motion duly carried. The Clerk presented. a communication from the Fire Chief requesting the Council to proclaim October 6 - 13 as Fire .Prevention Week. It was moved by Councilman Summers, seconded by Councilwoman McMeekin, that the Mayor be authorized. to issue said. proclamation. All members voting aye, the Mayor declared the .motion duly carried. -The Clerk presented. a special permit application to oper- ate a Christmas Tree lot at the northwest corner of Long Beach Boulevard and. Century, by Mr. Wm. S. Berlt. It was moved by Coun- cilman Pender, seconded. by Councilwors:an McMeekin, that said special permit be granted. All members voting aye, the .Mayor declared the motion d.u1y carried. The Clerk presented the home occupation application of Mrs. Margaret Caywood, 3626 Virginia Street, to conduct the business of designing and costuming doll clothes for retail sale.. The Clerk stated. the necessary cards had been mailed, with no objections filed.,. and that the wilding Department has issued. a Certificate of Occupancy. It was moved. by Councilwoman McMeekin, seconded by Councilman Pender, that said. home occupation application be approved.. All members voting aye, the .Mayor declared. the motion duly carried.. The Manager presented. for the Councils approval the Community Recreation Agreement between the County of Los Angeles and. the City of Lynwood for the fiscal year 1957-58. The Manager stated. that the agreement provides that the County will reimburse the City of Lynwood. $4,666.00 for the City~s recreation program, and. recommended. its approval. It was moved. by Councilwoman McMeekin, seeond.ed by Councilman Summers, that the Council concur in the recommendations of the City Manager in approving the agreement, and. a~,.t;~orize the Mayor and. Clerk to execute the agreement on behalf of tr~~ f0ity of Lynwood. Roll Call: Ayese Councilmen Compton, Finch, McMeekin, Pender, and. Summers. Noes: None. Absent: None. The Manager presented. the specifications for the con- struction of storm Drain Bond Issue Project- No. 6, East Compton Creek No. 2 Storm Drain - Unit No. 3 in the cities of Compton and. Lynwood., California for approval. The Manager stated. that the Council must first approve said specifications before the Los Angeles County Flood. Control District may award. a contract for said. improvement, It was moved. by Councilman Pender, seconded. by Council- man Summers, that said. specifications are hereby approved. and. the ~`~ al 1 pw.un District authorized. to proceed. with the construction as described. `~ therein, and. that permission be granted. to occupy and use the public streets in the City of Lynwood. to operate and maintain said. installation upon their completian. A motion by Councilwoman McMeekin, seconded. by Councilman Sum~riers, to approve the garbage and. trash collection contract with .,.,, Andrew V. Hahn was made and later withdrawn to allow the City Attorney tt; approve said contract and. present it to the Council at its next r°egular meeting. T:~e Manager stated that in connection with the new garbage and. ~::ra~k~ collection contract it will be necessary to amend. the presf~n" ordinance fixing the charges for said. services. Whereupon, and. ordinance entitled "AN ORDINANCE OF THE C ~'`PY C'az'` L~i'NWOOD, CALIFORNIA, AMEND~G SECTION 1B, SECTION 10, AND SEC':~`I'~~~~ 12 OF ORDINANCE NO. 433 OF SAID CITY." was presented.. Whereupon, RESOLUTION N0. 2765 entitled "RESOLUTION OF ORDER OF VACATION OF THE FIRST ALLEY SOUTHERLY OF CARLIN AVENUE EXTENDING EASTERLY OF WALDORF DRIVE IN THE CITY OF LYNWOOD, CALIFORNIA." was presented.. It was moved. by Councilman Pend.er, seconded. by Councilman Finch, that said. Resolution be adopted.. Roll Call: Ayes: Councilmen Compton, Finch, McMeekin, Pender, and. Summers, Noes: None. Absent: None. The Manager presented the following personnel recommenda- tions: That David. J. MacArthur, Assistant Civil Engineer, be advanced. to $630 per month, effective October 9, 1857• That Germaine Curlee, Clerk-Typist, be advanced. to $306 per month, effective October 1, 1957. It was moved by Councilwoman McMeekin, seconded by Councilman Finch, that the Council concur in the recommendations of the City Manager. All members voting aye, the Mayor declared. the .motion duly carried.. After considerable discussion of the proposed. nuisance ordinance, the City Attorney was instructed. to submit for the Council's study a revised. draft of the proposed. ordinance, including the suggested. changes as discussed by the members of the Council. Mr. Ernest Hoge, 11220 Wright Road, requested. the Council to give serious consideration to adopting an anti-rabies ordinance as soon as possible. Mr. Hoge was informed. that an ordinance of that nature is now being prepared. and will be ready for adoption in the very near future. ~~~ Mr. L. C.Br~owning, 11226 Santa F'e Avenue, ad.d.ressed. the Council regarding excessive use of sirens by private ambulances on Santa Fe Avenue. Mr. Milliron, 3148 Carlin Avenue, requested. the Council to be less restrictive when .limiting the number of dogs in the proposed. nuisance ordinance. Mr. Jack McCoy, 12418 Waldorf Drive, inquired. as to the status of the installation of traffic signals at Fernwood and ~^ Alameda. The Manager informed. Mr, McCoy that the County Road. Department is handling the project and. plans and. specifications are being pre;~ared by the County Engineers of°f ice. M°~. Kunz, 3722 Platt Avenue, requested. the Council to include cafs, along with dogs,. in the proposed. anti-rabies law, Mr. Kunz ~Fas informed that it would be impractical and. impossible to enfo~~~•~:e such a provision. :RESOLUTION N0. 2766 entitled.
