Control District requesting the City to prepare a pre- liminary report of existing storm drain deficiencies, including location and, estimated. cost of the s` stersi currently required. in this area. It was moved. by Councilman Summers, seconded. by Councilwoman McMeekin, that the City Engineer be instructed. to prepare the report as azequested. by the Flood. Control District. All members voting aye, the Mayor declared. the motion duly carried, The Clerk presented. a comm3~nication from the Southern California Veterinary Medical Associa`;~ion wherein they stated. that their association is joining forces wth f,he Health Department of the City a.nd. County of Los Angeles in ~°~utting on a county-wide rabies campaign, and. offering to estab.i.ish a clinic in the City of Lynwood. on November 1 from 7 to 9 p.m. It was also stated. that member veterinarians would. donate their services, but would. require a sponsoring organization to furnish approximately 21 lay personnel to assist in the program. The charge to each pet owner would. be $1.50 per. animal for the chick embryo vaccine used.. The Clerk presented. a communication from Fire Chief Gallaher infox'ming the Council of the successful fire prevention program conducted. in the grammar schools this year. It was moved. by Councilman Fender, seconded. by Councilwoman McMeekin, that letters of commendation be sent to the Fire Chief, Captain Earl Yolton, and the grammar schools for conducting such a public service program. The Clerk presented. a petition signed. by Mrs. Ae Casvin, 26:3 E. 112th Street, and. 66 others, requesting the Council to have the nuisance which exists at North American Porcelain Corporation, Norton and. Santa Fe Avenues, investigated, It was moved. by Council- woman McMeekin, seconded. by Councilman Finch, that said. petition be referred. to the City Manager, City Attorney, and. The Clerk presented a communication from Mr. Glen Fullerton, 1132 Atlantic Avenue, suggesting the use of one-man patrol cars at night. It was moved- by Councilman Summers, seconded by Councilwoman .McMeekin, that the Council approve the contract a~ per the proposal prcviausly approved'on September 3, 1957, and. authorize the .Mayor and. The Clerk presented. a special permit application to operate `~a Christmas Tree lot at the northeast corner of Century and Bullis Road, (east of Thrifty Drugs by Mr. J. D, Stanley. It was moved by Couric3.lwoman M.°Mc:ekn, seconded by Councilman Fender, that said special permit be granted.. All members voting aye, the Mayor declared. the motion duly carried. The Clerk presented. a special permit application from System Disposal Service to conduct the business of commercial trash collection in the City of Lynwood. The Clerk stated. that the Police Department has not had. an opportunitay~ to make the necessary investi- gation as required. under ordinance No. 618, and recommended approval ~*- of said. special permit, subject to the ~~aecommendations of the Police Department. It was moved. by Councilman Fender, seconded. by Council- man Finch, that the Council concur in the recommendations of the City Clerk in issuing said. special permit. The Clerk presented. the home occupation application of Anther C, Peugh, 10998 Jackson Avenue, to conduct the business of radio and television repairing in his home. The Clerk stated the necessary cards had been mailed,. and. one objection filed by Mr. S. R. Sills, 10998 Sampson Avenue. He objected. to having a business of this type next to his home, and. was not in favor of pin-pointing individual lots for a commercial purpose. It was moved by Councilman Fender, seconded by Councilwoman McMeekin, that said home occupation application be approved. subject to revocation at a later date, should. said. operation become a nuisance. It was moved by Councilwoman McMeekin, seconded. by C®uncilman Fender, that the Council concur in the action of the Planning Commission. It was moved. by Councilman Finch, seconded. by Councilman Pend.er, that said amended. agreement be approved and the Mayor and. District for the use of the natatorium for the school year 1957-58.
