As long time residents of Watertown at 215 Palfrey,we strongly oppose this variance/grant. 223 Palfrey is already out of compliance on two fronts. The house is far too close to ours. At its nearest point, 223 is 6.5 feet from our property line,clearly out of compliance. As you can see in the attached pictures,223 already looms large from our side yard and side window views. 223 is also out of compliance from their front set back. The side setback though is where the most impact to us would be felt. Based on Section 4.06a Town ordinance: "such change,extension oralteration shall notbe substantially more detrimental than the existing non-conforming use,structure orbuilding to the neighborhood." We feel that adding a second floor to 223 would exactly be this,substantially more detrimental. 223 is currently in the path of the evening sun coming in our side windows. If allowed to build a second floor,our house would be swallowed in a well of darkness,replacing the current limited sunlight available today. Further,allowing 223 a second floor will block the current sweeping views afforded by backyard. This too would fall under the category of"substantially more detrimental'. We were pleased that the previous owners multiple satellite dishes were removed from 223. Adding a second story would make those look innocuous. For years,we have maintained 223 when its previous owners allowed it to rot. I have personally shoveled the driveway and sidewalk in front of 223 for at least the last 10 years. I have trimmed their hedges,cleaned the yard, and picked up trash. To now have new neighbors move in and reduce the enjoyment of my property as well as reduce the value of our property is adding insult to injury. As such,we(Nooshi and I)strongly encourage the Zoning committee to deny the request for variance. Thank you for your time and service.
