REGULAR MEETING NOVEMBER 19, 1957 ~'
The City Council of the Clty of Linwood met in a regular

Councilmen Compton, Finch, McMeekin, Pender, and Summers
answered the roll call.
It was moved. by Councilwoman Mc.Meeki~?, seconded- by Council-
man Pender, teat the minutes of the p.r~eviou~~ z~~gular meeting of
November 5, 1957 and. the special meeting of No~Jember 9, 1957 be
approved. as written. All members voting aye, the Mayor declared. the
motion du~.y carried.,
The City Clerk presented. a communication frogs: the Salvation
Army, 52 ; South Willowbrook, Comptors, a~cquesting permissi~:.~ to
place Salvation Army kettle workers on city streets for their annual
ChristrriGs fund raising, I~ was moved by Councilwoman McMeekin,
seconded. by Councilman Finch, that said. regtxE~t be granted.. All
members voting aye, the Mayor• declared. the motion duly carried..
The Clerk stated that several technical changers have
required revision of the ordinance amending Ordinance No. 570 which
would require each parcel of land. in an R-1 gone to have a minimum
area of approxima~ely 5,000 square feet and require Planning Commission
approval for lot splits, as passed on first reading at the last regu-
lar meeting. This ordinance will be revised. and presented at a
future meeting.
The Clerk presented. an application from Oliver Aufdenberg
for special permit to conduct a ~"hristmas tree sales lot at the south-
east corner of Tecumseh and. Long Beach Boulevard. It was moved. by
Councilman Summers, seconded. by Councilwoman McMeekin, that said.
special permit be approved.. All members voting aye, the Mayor declared.
the motion duly carried..
The Clerk informed. the Council that should. they desire to
make any declaration to pay out of the ,~~~.nicipal funds the Metro-
politan Water District levy for the fY„cal year 1958-59, it must --~
be done prior to December 10, It was also stated that last fiscal
year, the City paid. 100 of said. levy, thereby eliminating a -property _
tax levy in the amount of 33¢ per 100 assessed valuation on all pro-
perty in the City of Lynwood.e
There followed. discussion regarding the .merits of making
these payments or reducing the property tax by that amount, with no
action being taken,
The Clerk presented. Planning Commission Resolution No. 190
which denies the application of Franklin Auto Supply, Inc. for
change of zone from C-2 to C-3 of a portion of Lot 15, Tract No. 5103.
It was moved. by Councilman Finch, seconded. by Councilman Pender, that
the Council concur in the recommendation of the Planning Commission
in denying said. change of zone. A1.1 members voting aye, the Mayor
declared. the motion duly carried..
The Clerk presented Planning Commission Resolution No. 191
which approves the application of Rankin Brothers Engineering and
Sales, Inc, for variance to permit the followingo
1. Construction of a single-story cement block (minimum
8" thickness) building of approximately 6500 square feet (no windows
on north or east walls) on Lots 32 and. 33, Block 7, Tract 5418, as
per plot plan on file.
2. Use said. above described building for the following
purposes (all within .said. building)o
a. Additional office facilities and. display room
for sales conferences . -~
b. Storage of manufactured products,
c. Assembly of machined- parts and. products.
d, Light machining for final assembly of manufactured.
products.
3. Acquire and use Lot 29, Block 9, Tract 5418 exclusively
for off-street parking purposes.
It was moved. by Councilman Summers, seconded. by Councilwoman

Commission in approving said. variances

An ordinance entitled "AN ~;PDIIVTA~TCE PROVIDING FOR THE

first reading.
The Clerk read .Section 15~b) of" said. ordinance,as revised.,
which pros:~~tbited an employee of the contracting pound. service from
entering private property which is completely enclosed by a wall
or fence of° not less than 51 in height.
The following persons addressed the Council objecting
to the .eight requirement in Section 15(b):

After discussion regarding said. fence requirements, it was
moved by Councilman Compton, seconded. by Co uncilwoman McMeekin, that
Section 15(b) be amended. to .read. as follows:
"Any officer or employee of the contracting pound. service,
any .police officer of the City of Lynwood, or of any city in Los
Angeles County, shall have the right to enter upon any private or
public property in the City of Lynwood. in order to examine or capture
any dog thereon or therein; prov~.ded, however, that no such officer
or employee shall have the righ±; to e•rater a yard. or private property
which is completely enclosed. by a wa1-~ or fence, and all gates, doors,
end. other means of entrance to said yak are securely closed, or a
,^, house which is in use as a residence wu~;hout first hiving secured. a
search warrant therefor."
All. members voting aye, the Mayor declared the motion duly

It was moved by Councilwoman McMeekin, seconded. by Council-
man Summers, that further reading be waived, All members voting aye,
the Mayor declared. the motion duly carried,
It was moved. by Councilman Fender, seconded. by Councilman
Summers, that said. ordinance, as amended, be accepted. as read. for
the first time and pass to the second. readingo

The Mayor announced. that the proposed. nuisance ordinance
w~.ll be held. over to the next regular meetingo
-The Manager stated. that he has received a communication
from the County Engineer wherein he requests authorization to pre-
pare the storm drain deficiency report for the City of Lynwood in
conjunction with the County-wide deficiency report which has been
requested. by the Los Angeles County Flood. Control Districts The
Manager stated that the cost for preparing said. report should. not
... exceed. $400.00, and. recommended the adoption of a resolution author-
izing the County Engineer to perform this service,
Whereupon, RESOLUTION N0. 2769 entitled. "A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING AND REQUESTING
THE COUNTY ENGINEER TO PERFORM CERTAIN SERVICES," was presented. It
was moved. by Councilman Compton, seconded. by Councilman Summers,
that said Resolution be adopted.
