A proposed. ordinance providing for the abatement of nuisances within the City was tak:~n under consideration by the Council, The proposed. ordinance was read by the Mayor, with dis- cussion and. comments by the Council on each section. The City Attorney is to prepare amendments to certain sections in accordance with suggested. changes made by the C~~uncil. Mr. J. Parker, Attorney representing the American Racing Pigeon Association, requested. that thy: definition of a "fowl" be made so as not to include pigeon, and :~2quested that the definition of a homing pigeon be made, He also questioned. the distance away from a dwelling that pigeons may be liberated.. The Clerk presented. a petition signed by Mr. Bert E. Conaway, 3076 Lynwood. Road., and. 133 others, requesting abatement of excessive noise and. d~?.st nuisances as a result of the operation of the heli- copters at the heliport located near Lynwood. Road. and. Esther Street. Mr. Conaway addressed. the Council and. stated. that at the time the service began, many promises were made by the company operating the helicopters which have never been carried out. He also suggested. possible relocation of the heliport. Mr. John Tyler, 3ogo Lynwood Road., suggested. that the site be surfaced. and. the dust in adjacent areas be abated.. Mr. Ernest Hoge, 11200 W~~~g'~it Road., suggested. that perhaps the heliport might be relocated. on State property at Wright Road. and Imperial Highway. It was moved. by Coti,~nczlman Pender, seconded. by Councilwoman McMeekin, that said. petition be referred. to the City Manager for in- v~~ti;tigation and. report back to the City Council at the next regular meeting. Acurso, 4233 Alvada Street, and. 20 other property owners on Waldorf Drive, Alvada Street, and Harris Avenue, requesting the Council's assistance in abating nuisances from flies, chickens, and. odors existing in adjacent County territory. There followed. a discussion regarding the proper agency to investigate said. complaints. It was moved. by Councilman Pender, seconded by Councilwoman McMeekin, that the petition be referred to the City Manager for investigation and report to the City Council at the next regular meeting. All members voting aye, the Mayor declared. the motion duly carried.. The Clerk presented a communication from the United. Cerebral Palsy Association of Los Angelses County requesting permission to con- duct its annual fund-raising campaign in the City of Lynwood. during goo the month of May, 1958. The Clerk presented a communication .From the State of California Department of Public Health advising the Council that they are declaring Los Angeles Co~~.znty to be a rabies area, within the mearai~~g of Saction 1901.2 of the Health and. Safei;y Code, ~~ effective December 2, 1957• It was moved by Mayor Compta;~, seconded. by Councilwoman McMeekin, that the Clerk be instructed. to natify the Department of Public Health of the Councils action in carrying out the local program of rabies control. All members voting aye, the Mayors declared. the motion duly carried.. The Clerk presented. a communication which was handed to him by the Mayor,from the Lynwood. Unified. School District Board of Education, co~,umending the members of the City Council for their action in adopting a resolution protesting the appointment of C. ,~. Smith to the 1958 C,~rand. Jury. They also agree that many untruths and half-truths have been printed. in the Herald.-American newspaper con- cerning the actions of the school district. The Clerk presented. a communication from the Bill of Rights Commemoration Committee, Inc., requesting the Council to proclaim the week of September 9-15 as "Bill cf Rights Week." It was moved. by Councilman Summers, seconded. by C~~?..ncilwoman McMeekin, that the Mayor be authorized. to issue the proclamation on behalf of the City Council. All members voting aye, the h?iayor declared the motion duly carried . .••• The Clerk presented. a communication from Boy Scout Troop !~ No. 84 requesting permission to conduct a Christmas Tree sales lot at 11401 Atlantic Avenue. It was moved by Councilwoman McMeekin, seconded by Councilman Pend.er, that Boy Scout Troop No. 84 be granted. an exemptj.on from city business license fees to operate a Christmas tree lot. The Clerk presented. an application from Clarence Boyer and. one from Bethine Vincent to conduct Christmas firee sales lots at 12411 Long Beach Boulevard. and. 12021 Long Beach Boulevard, respectively. It was moved. by Councilwoman McMeekin, seconded. by Councilman Pender, that said special permits be approved.. All members voting aye, the Mayor declared. the motion duly carried.. The Clerk informed. the Council that the Lease-Agreement between the City of Lynwood and. the Lynwood.-Compton .Girl Scout Council for the use of city property expires the 31st of December. The Clerk recommended. that the City Attorney be authorized. to prepare a new lease for a term of ten years rather than the present five years, inasmuch as permanent structures are presently on the site. It was moved. by Councilman Pender, seconded. by Councilwoman McMeekin, that the Council concur in the recommendations of the City Clerk, and. that the Mayor and. Wright Road, at imperial Highway, The agreement provides that the City of Lynwood. shall maintain trafY'ic signals at Long Beach and. Tweedy, and that 5,~~~th Gate . shall assume the maintenance of the signals at Wright Road. and. Imperial. The Manager stated that this type of agreement is used. where tc.e installation is within the jurisdiction of both cities, and recommended. approval of the agreement. The Manager presented. for the Councilts approval an agree- ment between the City of Lynwood and the Southern California Humane Society for the furnishing of animal service for the calendar year 195$. The Manager stated. that the contract provides that the City shall pay the Society 90~ of the fees collected. from d.og licenses, and. that the shelter shall perform all services as set forth in Ordinance No. 668. The Manager recommended. approval of the agreement. It was moved. by Councilman Finch, seconded. by Councilwoman McMeekin, that the Council concur in the recommendations of the City Manager and. authorize the Mayor and. The Manager presented the revised. recommendations of the Recreation Commission for the improvement of the ball diamonds in the City Park, as follows: 1. Installation of "Cleco" fixtures on both the baseball and. softball diamonds, and. 2. Installation of dugouts, as follows: dugouts to be enclosed, on home plate end., with chain link covering. The Commission recommended. that said. improvements be accomplished. prior to May 1, 1958.
