REGULAR MEETING FEBRUARY 4, 1958
The City Council of the City of Lynwood. met in a regular
session in the City Hall, 11330 Bullis Road., on above date
at 7:30 p.m.
Mayor Compton in the chair.
Councilmen Compton, Finch, McMeekin, Pender, and. Summers
answered. the roll call.
It was moved. by Councilwoman McMeekin, seconded. by Council-
man Pend.er, that the minutes of the adjourned regular
meeting of January 28, 1958 be approved as written. All
members voting aye, the Mayor declared the motion duly
carried..
The Clerk presented. a communication from the Lynwood Coun-
cil of United. Churchwomen requesting the Council to pro-
claim Friday, February 21, as "World. Day of Prayer," and
inviting the Council to attend services at the First
Christian Church of Lynwood. on that day. It was moved. by
Councilwoman McMeekin, seconded. by Councilman Summers,
that the Mayor be authorized, to issue the proclamation on
behalf of the City. All members voting aye, the Mayor de-
clared. the motion duly carried..
The Clerk presented. a communication from Mr. C. C. Campbell,
11026 Louise Avenue, requesting abatement of trash and.
weeds on Wright Road. and. Louise Avenue, and ad.~acent to
the freeway. It was moved. by Councilman Pender, seconded
by Councilwoman McMeekin, that said. request be referred. to
the City Manager for investigation and report. All members
voting aye, the Mayor declared. the motion duly carried..
The Clerk presented. a communication from the St. Vincent
de Paul Society, 735 North Broadway, Los Angeles, request-
ing exemption from the payment of a business license fee
for the purpose of soliciting salvage material in the city.
The Clerk stated. that this is one of the recognized.
charitable organizations which collects salvage material
in the city, and recommended. granting said. exemption.. It
was moved. by Councilman Summers, seconded by Councilwoman
McMeekin, that th,e Council concur in the recommendation
of the City Clerk and grant the exemption.

The Clerk presented, a communication from the Volunteers of
America, 1185 East 15th Street, Long Beach, requesting
exemption from the payment of a business license fee for
the purpose of soliciting salvage material in the city.
The Clerk stated. that this is also one of the recognized.
charitable organizations which collects salvage material
in the city, and. recommended. granting the .exemption. It
was moved by Councilwoman McMeekin, seconded. by Councilman
Summers, that the Council concur in the recommendation of
the City Clerk and. grant the exemption.

The Clerk presented a communication from the Good. Shepherd. Good Shepherd.
Foundation, 133 Van Norman Road., Montebello, requesting Foundation

Good exemption from the payment of a business license fee for the
Shepherd. purpose of soliciting salvage material in the city. The
Foundation Clerk stated that inasmuch as this is the first year this
organization has made a request for operation in the City
of Lynwood, that it be referred to the Chief' of Ppliee for
investigation .and report at the next regular meeting. It
was moved by Councilwoman .McMeekin, seconded. by Councilman
Summers, that the Council concur in the recommendations o~
the City. Clerk and. refer the request to the Chief of Police

Dance The Clerk presented. a letter from the Lynwood Council of
Ordinance, United. Churchwomen opposing any change in the ordinance
Opposition regulating dancing in the City of Lynwood.. It was moved.
to change, by Councilman Pender, seconded. by Councilwoman McMeekin,.
that the communication be accepted. and. filed, and the
Clerk instructed. to inform the organization that the City
Council has taken no action on changing the present ordinance
governing dancing. All members voting aye, the Mayor
declared. the motion duly carried.
Transit The Clerk presented a copy of an application for authority
Lines, Rate to ad.,~ust rates by the Los Angeles Transit Lines .and. the
Adjustment Metropolitan Coach Lines before the Public Utili-ties Com-
mission. it was moved by Councilman Pender, seconded. by
Councilwoman McMeekin, that the .application be accepted.
and filed. All members voting aye, the Mayor declared the
motion duly carried.
License The Clerk presented. his report, together with the .City
Exemption, Attorneys report, on the request from the California State
NursesY Nurses Association, District 50, for exemption from city ""
Assn. business license, It was recommended that the City Council
waive the requirement of a business license for the Associa- ,

Lion. It was .moved by Councilman Pender, seconded by Council-
man Summers, that the Council concur in the recommendations
of the City Attorney and. City Clerk and. grant the organization
an exempt business license.

County Sani-- The .Clerk presented a report from the City Attorney on the
Cation Dis- County Sanitation District No, l request for termination of
tract No.l, contract between the City and the .County. It was recommended
Termination that the City give notice of termination of contract affecting
of contract. local collection of rubbish, inasmuch as the contract now has
no meaning. It was moved by Councilwoman McMeekin, seconded.
by Councilman Summers, that the Council concur in the recom-
mendations of the City Attorney, and. give County Sanitation
District No. 1 notice of termination of Contract No. 1003.

Electrical The .Clerk presented. a request from the Southern California
Week Edison Company that the Council proclaim February 9 - 15 as
"Electrical Week." It was moved by Councilwoman McMeekin,
seconded by Councilman .Finch, that the Council authorize the
Mayor to issue said proclamation on behalf of the City. All
members voting aye, except Councilman Pend.er,~who~voted. "no,"
the Mayor declared. the .motion ,duly carried..

An ordinance entitled., "AN .ORDINANCE OF THE CITY OF LYNWOOD
PROHIB2TING THE ADMINISTRATION OF A MASSAGE TO A PERSON OF
THE .OPPOSITE SEX" was presented. for the first time. It was
moved by Councilman Summers, seconded by Councilwoman
McMeekin, that further reading be waived. All members
voting,aye, the Mayor declared the motion duly carried..
It was moved by Councilman Summers, seconded by Council-
woman McMeekin, that said ordinance be accepted as read
for the first time and pass to the second reading.

The Clerk stated that the County Tax Collector conducts
an annual auction of tax deeded property, and. recommended
the adoption of the following resolution to acquire .the
parcel described as: the South 40 ft of the Nprth 120 ft
measured on the-East line of .Lot 27, Mod.~jeska Acres,for
Street purposes (Santa Fe Avenue).
Whereupon, RESOLUTION N0. 2779 entitled "A RESOLUTION OF
THE COUNCIL OF THE CITY OF LYNWOOD: CALIFORNIA, OBJECTING
TO THE SALE BY THE COUNTY TAX COLLECTOR OF LOS ANGLES
COUNTY, PURSUANT TO DIVISION 1, PART 6, CHAPTER 7, OF THE
REVENUE AND TAXATION .CODE, OF A PARCEL OF PROPERTY WITHIN
THE CITY OF LYNWOOD AND AGAINST WHICH .THE CITY OF LYNWOOD
HAS LEVIED TAXE5." was presented. It was moved by Council-
man Summers, seconded by Councilwoman McMeekin,. that the
Resolution be adopted,

The Clerk stated. that in connection with the :acquisition
of said property, it would be necessary tQ enter into an
agreement between the County of Los Angeles and the City of
Lynwood for the purchase of the property. It was moved by
Councilman Pend.er, seconded. by Councilman Summers, that the
Council approve the agreement and authorize the .Mayor and
Clerk to execute the- agreement on behalf of the City of
Lynwood.

The Manager presented for the Council+s consideration the
proposed personnel ordinance, incorporating the changes
previously agreed upon. There followed considerable dis-
cussion regarding veterans+ credits, seniority service
credits for open department head. examinations and pro-
cedures regarding approval of the rules and regulations.
The City Attorney requested that the Council declare a
recess to allow him to prepare said changes. It was moved
by Councilman Fender, seconded by Councilman .Summers, that
the Council declare a 15-minute recess. All members voting
aye, the Mayor declared the motion duly carried..

Personnel The-City Attorney presented. the proposed. ordinance incorporating

Whereupon, an ordinance entitled., "AN ORDINANCE OF THE CI~~_'
OF LYNWOOD REPEALING ORDINANCE N0. 609 AND ESTABLISHING A
PERSONNEL SYSTEM TO INCLUDE ALL EMPLOYEES OF THE CITY OF
LYNWOOD, EXCEPT THOSE SPECIFIED." was read for the first t__me.
It was moved by Councilman Pender, seconded. by Councilman
Summers, that the ordinance be accepted. as read for the first
time. All members voting aye, the Mayor declared the motion
duly carried.
It was moved. by Councilwoman McMeekin, seconded by Councilman
Summers, that the question of whether or not said ordinance
shall be enacted. be submitted to the voters at the regular
municipal election to be held. on April 8, 1958, and that thE;
City Clerk be instructed. to send. a copy of the proposed.
ordinance to each elector, as required by law. All members
voting aye, the Mayor declared. the motion duly carried..
The City Clerk stated that recent amendments to the election
laws allow arguments to be filed for or against any city
measure, and. therefore established. February 28, 1958, as the
last day on which arguments for or against the proposition
may be submitted..
Gas Tax RESOLUTION N0. 2780 entitled "RESOLUTION REQUESTING APPROVAL
Expends- OF EXPENDITURES OF GAS TAX MONIES FOR STREET IMPROVEMENTS IN
Lures. THE CITY OF LYNWOOD." was presented.. It was moved.. by Council-
man Summers, seconded by Councilman Finch, that said resolution
be adopted..

Award - The Manager presented. his report on the bids received at the
Cast Iron last regular meeting for furnishing the city with cast iron
Pipe pipe wherein he .recommended that the award. be made to the low
bidder, American Cast Iron .Pipe Company. It-was moved by
Councilman Finch, seconded. by Councilwoman McMeekin, that
the Council concur in the recommendations of the City Manager
in awarding said bid..

Ball The Manager presented. for the CouncilTS approval, the plane
Diamond. and. specifications for the furnishing and. installation of
Lighting ball diamond. flood. lamps and fixtures on existing poles in
the City Park. It was moved. by Councilwoman McMeekin,
seconded. by Councilman Summers, that the Council approve
the plans and. specifications and. authorize the advertising
for bids for the installation of the proposed improvements. ,...

carried.
Traffic The Manager presented. for the Councilts approval, the plans
Signals and. specifications for the furnishing and. installation of
Fernwood & traffic signals and safety lighting at the intersection of
Imperial Fernwoad Avenue and. Imperial ~iighway. It was moved by
Councilwoman McMeekin, seconded by Councilman Summers, that
the Council approve said plans and specifications and.
authorize the advertising for bids for said improvement.

The Manager presented for the CouncilTS approval plans Community
and specifications for the alterations and additions to Center
the Lynwood Community Center building. It was moved by Alterations
Councilman .Finch, seconded. by Councilman Pender, that the
Council approve the plans and. specifications and author-
ize advertising forbids for the improvements. A11 mem-~
hers voting aye, the Mayor declared the motion duly
carried..
The Manager presented for the Couneil~s information only Personnel
the following personnel change in the Police Department: Change
Patrolman Clarence E. Henderson, advance to
$439 per month, effective February 1, 195$.
The .City Manager presented the report of the Chief of Special
Police on .the application of J. E. Brad.well for a special Fermit -
permit to conduct a used furniture .and appliance business
at 12622 Long Beach Boulevard. The report revealed. no
reason .why the permit should not be granted, and recom-
mended. its approval. It was moved by Councilwoman
McMeekin, seconded. by Councilman Summers, that the Coun-
cil grant said special permit.. All members voting aye,
the Mayor declared the motion duly carried.
The Manager presented: a report from the Traffic Stop signs,
Authority on the petition filed requesting installation Alma-Otis
of boulevard stop signs on Otis at Alma. -The report
recommended that the request be denied, but recommended.
the installation of a boulevard stop sign on Alma, at Otis,
repainting crosswalk, and. installation of school crossing
signs. It was moved by CouY~cilman Pender, seconded by
Councilwoman McMeekin, that the Council concur in the
recommendations of the Traffic Authority and authorize
the installation of said sigmas. -All members voting aye,
the Mayor declared the motion duly carried..
RESOLUTION NO. 2781 entitled 'RESOLUTION OF THE CITY Demands
COUNCIL OF THE CITY OF LYN4VOOD ALLOWING AND APPROVING THE
DEMANDS PRESENTED AND ORDERING NARRANTS DRAWN THEREFOR."
It was moved by Councilwoman McMeekin, seconded by Council-
man Summers, that said Resolution be adopted,

man Finch, that a letter of condolence be sent to Condolence-

The Mayor inquired if there were any oral .communications.
Mr. Arnold Franzwa, 11904 Lindbergh Street, a member
of the Fact-finding .Committee, informed the Council that
the Committee is not associated with .any special-interest
~',~ group. He also called the Councilts attention to a
pedestrian hazard. (fire .hydrant locabed in middle of
sidewalk) on .the south side of Beechwood between California
and Long Beach Boulevard.
