REGULAR MEETING FEBRUARY 18, 1958
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road., on above d-ate
at 7:30 p.m.
Mayor Compton in the chair.
Councilmen Compton, Finch, McMeekin, Pender, and. Summers
answered. the roll call.
It was moved by Councilwoman McMeekin, seconded. by Council-
man Summers, that the minutes of the previous regular meet-
ing of February 4, 1958, be approved. as written, All members
voting aye, the Mayor declared. the motion duly carried..
City of The Clerk presented a communication from the City of Hope
Hope National Medical Center, requesting permission to conduct
house-to-house solicitation of funds in the City of Lynwood.
on Sunday, June 8, 1958. It was moved by Councilman Summers,
seconded. by Councilwoman McMeekin, that permission be granted..
All members voting aye, the Mayor declared the motion duly
carried .
American The Clerk presented a communication from the American Cancer
Cancer Society requesting permission to conduct house-to-house
Society solicitation for funds in the City of Lynwood. during the
month of April. It was moved. by Councilwoman McMeekin,
seconded by Councilman Summers, that the Council grant said.

Closed. The Clerk presented. a communication from the California
Circuit TV Federation of Womenos Clubs opposing the granting of any pair
Protest television franchise. It was moved. by Councilman Summers,
seconded. by Councilwoman McMeekin, that the communication be
accepted. and filed. and. the Clerk instructed to inform the
organization of the Councils action on this matter. All
members voting aye, the Mayor declared. the motion duly
carried..
Norwalk, The Mayor read. a communication from the City of Norwalk
Letter of expressing their appreciation to cities in the surrounding
Thanks area for their help in the recent disaster in their city.
It was moved. by Councilwoman McMeekin, seconded. by Council-
man Summers, that the letter be accepted. and. filed.. All
members voting aye, the Mayor declared the motion duly carried.
Massage ORDINANCE N0. 669 entitled. "AN ORDINANCE OF THE CITY OF
Ordinance LYNWOOD PROHIBITING THE ADMINISTRATION OF A MASSAGE TO A
PERSON OF THE OPPOSITE SEX" was presented for the second
time. It was moved by Councilman Pender, seconded by Cou.nc=1-
man Finch, that further reading be waived., All members vot-n g

Election RESOLUTION N0. 2782 entitled. "RESOLUTION OF THE CITY COUNCIL

Polling ESTABLISHING POLLING PLACES FOR THE GENERAL MUNICIPAL ELECTION
Places ON TUESDAY, APRIL 8, 1958. Tt was moved by Councilman Summers,
seconded. by Councilwoman McMeekin, that said. resolution be
adopted.

The Clerk presented the home occupation application of
~^; Helen J. Stoffer, 4296 Lugo Avenue, to conduct the business

has issued the necessary Certificate of Occupancy. It was

The Clerk presented. a letter from The National Conference
of Christians and Jews, Inc, requesting the Council to
proclaim the week of February 16 to 23 as "Brotherhood.
Week." It was moved. by Councilwoman McMeekin, seconded.
by Councilman Finch, that the Mayor be authorized. to
issue the proclamation on behalf of the City Council. All
members voting aye, the Mayor declared the motion duly
carried..
The Clerk presented a communication from the Planning
Commission wherein they recommended. that the parking on
Euclid. Avenue between Alpine and. Bullis Road. be restricted.
to one side of the street only, It was moved. by Council-
man Pender, seconded by Councilwoman McMeekin, that the
Council concur in the recommendation of the Planning
Commission and. authorize the Chief of Police to establish
said. restricted. parking. All members voting aye, the
Mayor declared. the motion duly carried..
Councilman Pend.er was excused from the meeting at this
time.
RESOLUTION N0. 2783 entitled. "A RESOLUTION DIRECTING THE
PREPARATION OF A PRELIMINARY REPORT OF MAINTENANCE OF
STREET LIGHTS IN .THE CITY OF LYNWOOD." was presented.. It
was moved. by Councilwoman McMeekin, seconded. by Councilman
Summers, that said. resolution be adopted.

RESOLUTION N0. 2784 entitled. "RESOLUTION OF INTENTION TO Weed.
ABATE DRY AND DRYING WEEDS ON CERTAIN PARCELS OF LAND IN Abatement

Councilman Summers, seconded. by Councilman Finch, that
said. resolution be adopted.

There followed. discussion on establishing the compensation Salary
of the City Clerk and. City Treasurer wherein it was Ordinance,
agreed. that the salaries should. be fixed. at $500.00 per Clerk
month, commencing with the new terms of office. Treasurer

moved. by Councilwoman McMeekin, seconded. by Councilman
Finch, that said. resolution 'be adopted.

Salary The Manager presented. the following personnel change in the

Hoffman Lowell C. Hoffman, salary change from $439+$20+$6 to
$460+$20+$6 per month, effective March 1, 1958.
Good The Manager presented. a report from the Chief of Police
Shepherd. on the application of the Good. Shepherd. Foundation for an
Foundation exempt license to collect salvage in the City of Lynwood.,
wherein he stated he found no reason why this license
should. be denied. It was moved. by Councilman Finch, seconded
by Councilman Summers, that said organization be granted. an
exempt business license to collect salvage in the City of
Lynwood.

Christian The Manager presented. a report from the Chief of Police on

by Councilman Finch, that said. organization be granted. an

American The Manager presented a report from the Chief of Police on

Councilman Finch, that the Council concur in the recomenda--

Police Dept. The Mayor read a letter addressed to the citizens of Lynwood,
Letter signed. by 34 members of the Police Department, expressing
Indorsing their indorsement of the present police administration. It

DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR."
was presented.. It was moved. by Councilwoman McMeekin,
seconded. by Councilman Summers, that said. resolution be
adopted.

The City Manager stated. that it would. be his interpretation
that said. section related. to pay adjustments and fringe
benefits .
Mr. John M. Crow, 3547 Palm Avenue, presented. a communi- John M. Crow

acts of the Council in retaining the law firm of
Robertson, Harney, Drummond. & Dorsey, and. demanding the
City Council to institute sui~ against the persons and.
parties who have illegally received these funds. It was
moved. by Councilman Finch, seconded. by Councilwoman
McMeekin, that said. written communication signed by
Mr°. John M. Crow, be accepted. and filed.. All members

Mr. K. F. Thompson, 2652 108th Street, expressed. his K.F.Thompson
appreciation to the City Council for improving the
crossing at Alameda and. Century, and. also for the
installation of traffic signals at Fernwood and. Alameda.
It was moved. by Councilman Finch, seconded by Council-
woman McMeekin, that the meeting be adjourned. All members
present voting aye, the Mayor declared. the motion duly
