REGULAR MEETING APRIL 1, 1958
The City Council of the City of Lynwood. met in a regular
session in the City Hall, 11330 Bullis Road., on above date
at 7:30 p.m.
Mayor Compton in the chair.
Councilmen Compton, McMeekin, Pender, and Summers answered
the roll call.
Councilman Finch was absent.
It was moved. by Councilwoman McMeekin, seconded. by Council-•
man Summers, that the minutes of the previous regular
meeting of March 18, 1958 be approved. as written. All mem-
bers present voting aye, the .Mayor declared. the motion dul~•
carried..
Peat Bog The City Clerk read. communications from Mrs. Joe Formaneck,
Complaints 3181 Carlin Avenue, and. Clifford. 0. Sain, 1606 North Willow
Street, Compton, requesting the City Council to take what-
ever action within their power to have the peat bog at the
northwest corner of Weber and. Santa Fe in the City of
Compton, filled.. After discussion, it was moved. by Mayor
Compton, seconded by Councilman Pender, that a letter be
sent to the City of Compton requesting that they give this
serious condition their attention as the peat bog represents
a hazard to the residents of both cities. All members
present voting aye, the Mayor declared. the motion duly
carried..
Summons A summons was served. on each member of the Council present

Crow on behalf of John Crow, as a taxpayer and. citizen resident,
Complaint who has filed. in Superior Court a complaint for recovery of
money illegally expended.
Tunstall, The Clerk presented. a communication from Sergeant Edward. T.
Extension of Tunstall requesting an extension of his present leave of
Leave of absence for an additional 10 days. This would. extend. his
Absence. leave until April 11, 1958. The Clerk also presented. a
communication from Albert M. Attyah, M.D., addressed: "To
whom it may concern," stating that the patient, Edward.
Tunstall, will not be able to return to work until April 1(j,
1958.
Councilman Summers stated. that he wished to disqualify him-
self from discussion and. voting on this matter as Sergeant
Tunstallh ~a and r his medical care.

After discussion regarding Sergeant Tunstallos sick leave
record, it was moved. by Councilman Pender, seconded. by
Councilwoman McMeekin, that his request for an extension of
his present leave of absence for an additional 10 days be
denied..

Councilman Summers declined. to vote for the reason stated.

Pentecostal The Clerk presented. a report from the Chief of Police on the
True Gospel request of Bishop Lindy Shepherd. of the Pentecostal True
Church,Inc. Gospel Church, Inc. for an exemption from the business
license fee to operate a retail store selling second.-hand
goods. The report stated. that investigation revealed. that
the applicant had. been denied. a similar license in the City
of Compton, and. recommended. that the application be denied.

The Clerk stated. that as License Collector he concurred.
in the recommendation of the Chief of Police.
It was moved. by Councilwoman McMeekin, seconded. by Council-
man Summers, that the Council concur in the recommendations
of the Chief of Police and. License Collector and. deny the
request for an exemption from the business license fee.

The Clerk presented- a communication from the City Attorney
referring to the letter addressed. to the Council by Mr.
Glen Fullerton,wherein he stated that the liquor trade
:magazine news article misconstrued the City of Burbank~s
ordinance, and that the ordinance applied. to violations
of city ordinances and. not misdemeanors under State laws,
of which violation of liquor laws is an example.

It was moved. by Mayor. Compton, seconded. by Councilman Pender,
that the letter be accepted. and filed., and. that a letter
be sent to Mr. Glen Fullerton explaining the situation to
him. All members present voting aye, the Mayor declared.

The Clerk presented. the home occupation application of
Samuel Lowy, 331+ Fernwood. Avenue, to conduct the business
of upholstery and. drapery sales office in his home. The
Clerk stated. that the necessary cards had. been mailed. and.
were returned with no protests filed., and that the Build-
ing Inspector has issued. the necessary certificate of
occupancy. It was moved. by Councilman Summers, seconded.
by Councilwoman McMeekin, that said. application be
approved.. All members present voting aye, the Mayor
declared. the motion duly carried..
The Clerk presented. a request from the Lynwood. VFW Post
No. 3902 for an exemption from the business license fee
to operate a fireworks stand at Century and. Brenton from
June 30 to July 4, 1958. It was moved by Councilman
Pender, seconded by Councilwoman McMeekin, that said.
exemption be granted., subject to the rules and. regulations
governing the sale and display of fireworks.

Absent: Councilman Finch.
The Manager presented. for the Councils approval an agree-
ment between the City of Lynwood. and the City of South
Gate for the maintenance and operation of the traffic
signal system at Imperial Highway and. Duncan Avenue and.
at Long Beach Boulevard- and. Tweedy Boulevard.. The Manager
stated. that when signals have been under the jurisdiction
of both cities, similar agreements have been entered. into
with satisfactory results, and. recommended. the approval
of this agreement.
It was moved. by Councilman Summers, seconded. by Council-
woman McMeekin, that the Council concur in the recommenda-
tions of the City Manager and. authorize the Mayor and.
Clerk to execute the agreement on behalf of the City of
Lynwood. .

Lindbergh- The Manager presented. a recommendation from the Traffic
Cedar Stop Authority that a boulevard. stop be installed. on Lindbergh
Signs Avenue at Cedar, making the intersection a four-way stop.
It was moved by Councilwoman McMeekin, seconded. by Council-~
man Summers, that the Council concur in the recommendation
of the Traffic Authority and. authorize the installation of
the stop signs. All members present voting aye, the Mayor
declared. the motion duly carried..
Cedar Ave. The Manager presented. the report of the Chief of Police con-

Survey and. Long Beach Boulevard. wherein he recammended that park~.ng

time as events shall dictate a reappraisal of the parking
in this area. It was moved. by Councilman Summers, seconded.

Personnel The Manager presented the following personnel changes for

It was moved. by Councilwoman McMeekin, seconded by Council-
man Summers, that the Council concur in the recommendations
of the City Manager. All members present voting aye, the

Demands RESOLUTION N0. 2792 entitled "RESOLUTION OF THE GITY COUNCIL
OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS
PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR" was present;ed.
It was moved. by Councilwoman McMeekin, seconded. by Councilman
Pender, that the resolution be adopted..

Atlantic 8c The Mayor read. a report from the Chief of Police concerning
Abbott Rd, the traffic signal timing at Atlantic and. Abbott Road.. After
Signals discussion concerning the pedestrian hazard. at said. inter-
section, the Mayor requested. the Chief of Police to keep the
intersection under surveillance.
The Mayor inquired. if there were any oral communications.
Tunstall, Sergeant Edward. Tunstall requested. a clarification of the

McMeekin, that the Council grant Sergeant Edward. Tunstall 2.
leave of absence of 10 days to April 10, 1958, without pay.
