REGULAR MEETING MAY 20, 1.958
The City Council of the City of Lynwood. met in a regular
session in the City Hall, 11330 Bullis Road., on above date
at 7:30 p.m.
Mayor Finch in the chair.
Councilmen English, Finch, Pender, and. Summers answered the
roll call.
Councilman Compton was absent.
It was moved. by Councilman S~ummers,:~second.ed by Councilman
English, that the minutes of the previous .regular meeting
of May 6, 1958, be approved as written. All members
present voting aye, except Councilman Pend.er,~the Mayor
dd.eclared the motion duly carried. Councilman Pender°
declined. to vote as he was absent from said meeting.
The Clerk presented. a communication from the Community
Rehabilitation Ind.ustrie~, 1438 East Anaheim Street, Long.'
Beach, requesting exemption from the business license
fees to conduct the business of .salvage collection in the
City of Lynwood.. The Clerk recommended. that the request
be referred. to the Chief of Police for investigation and
report at the next regular meeting. It was moved. by
Councilman Summers, seconded. by Councilman English, that
the Council concur in the recommendations of the City
Clerk in referring the matter to the Chief of Police. All.
members present voting aye, the Mayor declared. the motior_.
duly carrried..
The Clerk presented. a communication from the Optimist C1L~b
of Lynwood. requesting exemption from the business license
fees for the purpose of selling fireworks at 10691 Long
Beach Boulevard, from June 28 to July 4, It was moved. by
Councilman Pender, seconded. by Councilman Summers, that
the exemption be granted, subject to the provisions of the
rules and regulations governing the sale of safe and sane
fireworks in the City of Lynwood. All members present
voting aye, the Mayor declared. the motion duly carried..
The Clerk presented. a communication from the Veterans of
Foreign Wars, Lynwood. Post 3902, requesting permission
to sell poppies in the City of Lynwood. on May 23 and 24,
1958. It was moved by Councilman Pend.er, seconded. by
Councilman English, that per°mission be granted., All mem-
bers present voting aye, the Mayor declared. the motion
duly carried..
The Clerk presented. a communication from American Legion
Post No. 85 requesting exemption from the business license
fees for the purpose of selling fireworks at 11638
Atlantic Avenue and. the southeast corner of Norton Avenue
and Century Boulevard., from June 28 to July 4. It was
moved by Councilman Summers, seconded by Councilman
English, that the exemption be granted., subject to the
provisions of the rules and. regulations governing the
sale of safe and sane fireworks in the City of Lynwood..
All members present voting aye, the Mayor declared the
motion duly carried..
The Clerk presented a communication from Hugh Robinson &
Sons, 1130 East 108th Street, Los Angeles, requesting the
city to eliminate the "right-hand. turn only" lanes at
principal intersections on Imperial Highway. It was°
moved. by Councilman Pender, seconded. by Councilman
Summers, that the request be referred. to the Chief of
Police for disposition. All members present voting aye,
the Mayor declared the .motion duly carried.

Planning The Clerk presented. Planning Cammission Resolution No. 196
Commission which was held- over from the last regular meeting,
Res.No.196 approving the change of zone from R-1 to R-3 of Lots 167-1(7
(Pherrin) and. Lots 148-157, Tract No. 5222. It was moved. by Council-
man Pender, seconded. by Councilman English, that the Council
concur in the action of the Planning Commission. All members
present voting aye, the Mayor declared. the motion duly
carried..
Thereupon, an ordinance entitled "AN ORDINANCE AMENDING
ORDINANCE N0. 570 FOR THE PURPOSE OF RECLASSIFICATION OF
CERTAIN PROPERTY AND THE ADOPTION OF AN .AMENDED SEGTION OF
THE ZONING MAP WHICH IS A PART OF SAID ORDINANCE N0. 570."

Thereupon, RESOLUTION N0. 2805 entitled. "A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF LYNWOOD OVERRULING PRO-
TESTS, ORDERING THE WORK AND LEVYING. THE PROPOSED ASSESS-
MENT FOR SERVICE NECESSARY TO MAINTAIN AND ILLUMINATE ALL
STREET LIGHTS IN THE CITY OF LYNWOOD." was presented.
It was moved by Councilman Pender, seconded. by Councilman
English, that said resolution be adopted..

MAINTAIN AND ILLUMINATE ALL STREET LIGHTS IN THE CITY OF

The Clerk presented Planning Commission Resolution No. 198 Planning
denying the application for reclassification from R-~2 to Commission
M-1 of a ootion of Lot 70, Tract 92 .and. Lot 12, Black 10, Res. No.198
Tract 5~+1~. It was moved. by Councilman Pender, seconded (Vidal)
by English, that the Council concur in th.e action of the
Planning Commission. All members present voting aye, the
Mayor declared the motion duly carried.
The Clerk presented. Planning Commission Resolution No.199
approving the variance to permit the following:
1, The construction of a thirty-two (32) unit apartment
house .with off-street parking spaces not enclosed. by car-
ports or garages, on the northerly 215 feet (ex st), of
the easterly 120 feet of Lot 15, Tract No, 5103, as per

Vincente Avenue. It was moved. by Councilman Pender,
seconded. by Councilman Summers, that the necessary vacation
proceedings be instituted.. All members present voting aye,

Bids - The Manager requested authorization to advertise for bids
Truck for furnishing the city with a 1-1/2 ton cab and. chassis
truck. It was moved. by Councilman Summers, seconded by
Councilman English, that said. authorization be granted.. All

Garbage The Manager presented a communication from Mr. Andrew V.
Contract Hokin, trash contractor for the City of Lynwood., requesting
Modification mod.i.fica.tion of the existing garbage and. trash contract to
provide better service,with an increase in the contract price.
After discussion of the proposal, it was moved. by Councilman
Summers, seconded by Councilman Pender, that said request be
x°eferred to the City Attorney and. Manager for investigation
and report at the next regular meeting. All members present
voting aye, the Mayor declared. the motion duly carried.
The Manager presented. for the Councilts approval the Gas Tax
Division of Highways Gas Tax I°sud.get for the fiscal year Budget
1958~5g.

The Manager presented. his report on the Metropolitan Master Plan
Transportation Engineering Boards master plan of Free- Freeway &
ways and. Expressways in Los Angeles County. The report Expressways
stated. that only one freeway shown on the master plan
would. affect the City of Lynwood {Century Freeway) and.
recommended adoption of the necessary resolution
approving said. master plan.

78, 79, and 80 of Maps, Records of Los Angeles County,
California.

English, that the Council approve said agreement and
authorize the Mayor and. Clerk to execute the lease on
behalf of the City of Lynwood.
