CALL TO ORDER: Pursuant to the posted agenda on July 26, 1996, Vice Chairman Sternquist called the meeting of the Parks & Recreation Commission to order at 1 p.m. on Tuesday, July 30, 1996. 2. ROLL CALL: PRESENT: Commissioner - Broge, Caswell, Crump, and Sternquist ABSENT: Commissioner -Adams ALSO PRESENT: Manager Burroughs, Supervisor Hampson, Maintenance Supervisor Erickson, City Manager Riley and Senior Management Assistant Flod Commissioner Caswell made a motion to excuse Commissioner Adams for cause, seconded by Commissioner Broge and unanimously carried. 3. PLEDGE OF ALLEGIANCE: Led by Vice Chairman Sternquist 4. UNFINISHED BUSINESS: A.. PLAYGROUND EQUIPMENT FOR TEMPLE CITY PARK Vice Chairman Sternquist stated this meeting was called for the Commission to meet with a representative from a playground equipment company and the community to design a new playground for Temple City Park. Mr. Pete Selak, Moore Recreation and Park Equipment, Inc., involved the Commission, staff and the community in discussing new playground equipment for Temple City Park. Since the park is currently under construction, it was suggested this might be the time to pursue new playground equipment. The playground area is approximately 27' x 50' and does not meet current ADA or CPSC requirements. Mr. Selak first presented materials suitable for surfacing. The materials had been tested to meet consumer products safety commission criteria. The surfaces must absorb shock as well as be suitable for walkers, wheelchairs, braces and the blind. They met the ADA standards as they are stable, firm and slip resistant. He stated the choices include a poured in place rubber, interlocking squares and Fibar a chip like material. At this time Mr. Selak requested those in attendance to review catalogues in order to develop a list of play equipment and colors they felt were suitable for the playground area. Vice Chairman Sternquist left at 2 p.m. and Commissioner Broge resumed the meeting. Mr. Selak resumed the meeting with a computerized preliminary design including swings PARKS & RECREATION COMMISSION MINUTES Page 2 July 30, 1996 and a system composed of a slide, climbers, decks and panels. He added the structure will accept graffiti cleaners without change in color and the equipment has a ten year warranty. Commissioner Broge called for a motion. Commissioner Crump made a motion to recommend City Council accept the proposed play equipment design adding spring animals as an option for Temple City Park to be included in the construction project currently underway. Seconded by Commissioner Caswell and unanimously approved. Commissioner Caswell made a motion for City Council to provide funding for the equipment design and amend the budget accordingly, seconded by Commissioner Crump and unanimously approved. Commissioner Caswell made a motion to recommend to City Council the use of Fibar as the ADA and CSI recommended surface, seconded by Commissioner Crump and unanimously approved. Commissioner Broge thanked everyone for their input and comments in this project. She stated City Council will review the design and make determination on funding a since the project was not included in the current budget. She stated this is the time to do the project since the park is currently under construction. She indicated if more community input would be required those present would receive a notice. Sarah Nichols, 10709 Miloann, asked if City Council does not approve funding would the park retain the same equipment. Manager Burroughs indicated the equipment would not be removed. 5. NEW BUSINESS: None. 6. ADDITIONAL ORAL COMMUNICATIONS FROM THE AUDIENCE: None. 7. MATTERS FROM CITY OFFICIALS: None. 8. ADJOURNMENT: There being no further business, it was moved by Commissioner Crump and seconded by Commissioner Caswell and unanimously carried that the meeting be adjourned to the next regular meeting of the Parks & Recreation Commission to be held on August 21, 1996, at 7:30 p.m. in the Council Chambers, 5938 North Kauffman Avenxje, Temple City.
