REGULAR MEETING SEPTEMBER 2, 1958
The City Council of the City of Lynwood. met in a regular
session in the City Hall, 11330 Bullis Road, on above dat;e
at 7:30 p.m.
Mayor Finch in the chair..
Councilmen English, Finch, Rowe, and. Summers answered. thE:
roll call.
Councilman Pender was absent.
It was moved. by Councilman Summers, seconded by Councilman
English, that the minutes of the adjourned regular meeting
of August 26, 1958 be approved. as written. A11 members
present voting aye, the Mayor declared. the motion duly
carried..
RESOLUTION N0. 2842 entitled. "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE
DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR."
was pr°esented. It was moved. by Councilman English,
seconded by Councilman Rowe, that said resolution be
adopted.

ORDINANCE N0. 68o entitled "AN ORDINANCE AMENDING ORDINANCE
N0. 570 FOR THE PURPOSE OF RECLASSIFICATION OF CERTAIN PRO-
PERTY AND THE ADOPTION OF AN AMENDED SECTION OF THE ZONING
MAP WHICH IS A PART OF SAID ORDINANCE N0. 570" was pre-
sented for the second. time. It was moved by Councilman
Summers, seconded. by Councilman English, that further
reading be waived.. All members present voting aye, the
Mayor declared the motion duly carried..
It was moved by Councilman Summers, seconded by Council-
man English, that said ordinance be adopted. ~s read for

required by law.

Decorations After considerable discussion, it was moved by Councilman
Summers, seconded. by Councilman E:ngiish, that tine Manager bF
instructed. to prepare a report to the Council on tr?e feasi-

CALIFORNIA, ADOPTING A BUILDING CODE FOR REGULATING THE
ERECTING, CONSTRUCTION, ENLARGEMENT, ALTERATION, REPAIR, ~'
MOVING, REMOVAL, DEMOLITION, CONVERSION, OCCUPANCY, EQUIPMENT,
USE, HEIGHT, AREA, AND MAINTENANCE OF ALL BUILDINGS AND/OR --
STRUCTURES IN THE CITY OF LYNWOOD; PROVIDING FOR ISSUANCES OF
PERMITS AND COLLECTIONS OF FEES THEREFOR; PROVIDING PENALTIES
FOR VIOLATION OF SUCH CODE, AND REPEALING SECTION 1 OF ORDINANCE
N0. 423 AND ORDINANCE NUMBER 638." was presented.. It was moved

Alma Ave. The hour of 8 p.m. having arrived., said. hour being the time
vacation fixed. for hearing on the proposed. vacation of Alma Avenue,
hearing, the Clerk presented. his affidavits of posting and. publication
as required. by law. The Clerk also presented. a communication
from the Pacific Telephone and. Telegraph Company wherein they
request that proceedings to vacate Alma Avenue be held. in
abeyance pending the obtaining of satisfactory easements from
the abutting property owners.
The Manager stated. that in adopting the order of vacation, the
City of Lynwood. would reserve an easement in the vacated. street
for public utility purposes, and. he felt they would. lose no
easement rights.

addressed the City Council regarding reservation of ease-
ment rights and. the question of title to property.
The City Attoraney recommended. gnat ^hculd there be any
transfer of the vacated. street between property owners,
escrow agreements should. be entered. into in'~rnediately.

RESOLUTION N0. 2844 er?titled "RESOLUTION OF ORDER OF
VACATION OF ALMA AVENUE BETWEEN SAN MIC~UEL AVENUE AND SAT:
VINCENTE AVENUE IN THE CITY OF LYNWOOD." tiaras presented..
It was moved by Councilman Summers, seconded. b;yr Councilmen
English, that said resolution be adopted.

The City Clerk presented. a letter from the Junior Chamber
of Commerce which was held. in abeyance at the last regular
meeting, wherein they requested. an exemption from the
business license fees to conduct an ice cream social in
the City Park on September 13. The Clerk also presented.
a communication from-the Recreation Commission wherein
they recommended. the following regarding the use of the
City Park by the Junior Chamber of Commerce Rose Float
Committee:
1. Confer with the Recreation Director in regard. to their
needs and. the number. and types of concessions to be placed.
in the park.

2. That all non-profit organizations and. service clubs
be allowed to operate license free from noon to 9 p,m. or:
September 13.
3. That privately owned. concessions operated. by the Junj.or
Chamber of Commerce be allowed to operate license free,
provided. there is no percentage being awarded, to the ownE~r
of the concession.
4. That the City of Lynwood and- all of its officers and.
employees be relieved- of any liability that may occur from
this event.
5. That a general liability policy be obtained. by the
Junior Chamber of Commerce insuring said event and. be filed.
with the City Clerk.
6. That a $1.00 clean-up bond be filed. with the City Clerk.

The City Clerk, as License Collector, concurred in the
recommendations of the Recreation Commission, but recommended
that the 1.00 bond. be a 100 cash deposit.
Whereupon, it was moved. by Councilman English, seconded by
Councilman Rowe, that an exempt business license be granted
to the d"u.nior Chamber of Commerce to conduct are ice cream
social in the City Park on September 13, subject to the
recommendations of the Recreation Commission, except that the
$100 bond be a 100 cash deposit, placed- with the City Clerks
office.

Stop signs - Tile Manager presented. a report from the Traffic Authority
Wright Rd, wherein they recommended. the installation of boulevard. stop
& Fernwood. signs at the north approach to Fernwood. Avenue on Wright
Road., and. the south approach to the railroad. crossing on
Wright Road at Fernwood, It was moved. by Councilman Summers,
seconded. by Councilman English, that the Council concur in
the recommendations of the Traffic Authority and. authorize
the installation of said. boulevard. stop signs. All members
