The Clerk presented a communication fr°om the Lynwood Chamber of Commerce wherein they requested. the City to advance the Chamber $3,000 for the purchase of approxi- mately 300 candy canes for use as Christmas decorations on city sfreet light standards, with repayment to the city to ~be made at the rafe of not less than $800 per year. The Chamber also requested. the city to furnish the neces- sary pole brackets and. arrange for the installation and. removal of the decorations. After considerable discussion, it was moved. by Councilman Summers, seconded. by Councilman English, that the City Attorney be instructed. to prepare an agreement between the Chamber of Commerce and. the city for the advancement of4,000, with repayment to be made at not less than $800 per year with the Chamber of Commerce to maintain and. store the decorations and. the city to install and. remove them, said. agreement to be submitted. for the CouncilQS considera- tion at the next regular meeting. The City Attorney stated. that he felt that this variance was deviating from the general purpose of variances as defined. in the zoning ord~.nance. The Clerk stated. that the Planning Commission has recommended. this annexation, and. it would. now be ir. order for the City Council to conser..t to the commencement of proceedings for the annexation of said territory.
