HomeMy Public PortalAbout19970519REGULAR COUNCIL MEETING MAY 19, 1997 CALL TO ORDER The Regular Council Meeting was called to order on May 19, 1997, 7:45 P.M. with Mayor Duane Schreimann presiding. Prayer was offered by Rev. Arthur Fulcher, Worldwide Church of God, followed by the Pledge of Allegiance. ROLL CALL The following Council Members were present for roll call: Present: Byrd, Haake, Jackson , Jaynes, Kammerdiener, Landwehr, McDowell, Nilges and Vincent Absent: Nelson A quorum was declared present. PRESENTATIONS FROM THE GALLERY Mayor Duane Schreimann recognized a group of Boy Scouts who were present at the meeting. They introduced themselves as Boy Scout Trinity Troop 8. Proclamation which proclaimed May 18 -24 Emergency Medical Services (EMS) Week in Jefferson City. Mr. Bruce Grotewiel, Manager of Capital Region EMS, was present to accept the proclamation. AGENDA ITEMS TAKEN UP OUT OF ORDER Resolution RS97 -4 — Recognition of Lincoln University Blue Tigers Lady Track Team. A motion was made by Councilman Carolyn McDowell for adoption of the resolution, seconded by Councilman Bill Byrd and approved unanimously. Three members of the track team, Lorraine Graham, Beverley Grant, and Shelly -Ann Berth, along with coach Tom Lester were present to accept the resolution. CONSENT AGENDA The following items were present for approval on the Consent Agenda: a. Minutes of May 5, 1997, Council Meeting REGULAR COUNCIL MEETING MAY 19, 1997 b. Renewal of Agreement for Professional Broker Services c. Bid 1552 - Renewal of Agreement for Elevator Maintenance, Public Works, Public Bldgs., Police Dept. A motion was made by Councilman Bill Byrd for approval of the Consent Agenda as presented, seconded by Councilman Randy Kammerdiener and approved unanimously. ANNOUNCEMENTS BY THE MAYOR May Yard of the Month Residential — Mr. & Mrs. Ralph Duggins, 733 Hobbs Wood Road The award will be mailed to recipients in their absence from the meeting. May Yard of the Month Commercial Award, Chesebrough -Ponds USA — Mr. Larry Albertine, Chesebrough -Ponds was present to accept the award. Bill 97 -18 was read third time by title, placed on final passage and passed by the following vote as Ordinance 12614: Aye: Nay: Byrd, Haake, Jackson, Jaynes, Kammerdiener, Landwehr, McDowell, Nilges and Vincent None NEW BUSINESS Mayor Duane Schreimann presented a Airport Safety Award given by the Federal Aviation Administration to the Jefferson City Memorial Airport. Mr. Ron Craft was present to accept the award. UNFINISHED BUSINESS Councilman Rick Nilges asked what the current status was of his previous request to draft an ordinance pertaining to the City's policy of holding public hearings at the same Council REGULAR COUNCIL MEETING MAY 19, 1997 meeting that the related bill is introduced. City Administrator Rich Mays stated that he would ensure that Councilman Nilges' request is complied with. Councilman Rick Nilges also asked for an update on Councilman Carolyn McDowell's request for information about notifying the public of rezoning requests by putting up signs beyond the 185 foot limit prescribed by state statute. City Counselor Allen Garner explained a recent Supreme Court case pertaining to this matter. Councilman Charles Jackson stated that the Ad Hoc Committee on the Study of Development and Zoning Procedures has been charged with discussing this issue at its meetings. COUNCIL LIAISON REPORTS Councilman James Haake announced the Public Works and Planning Committee meeting will be held Thursday, May 22, 7:30 PM, and requested that Council Members not able to attend contact the Public Works Department prior to the meeting. Councilman Larry Vincent reported that the Convention Center Task Force Committee needs to schedule a meeting soon (possibly a 5:30 meeting sometime within the next two weeks). He explained recent actions taken by the State Legislature which in effect eliminated Jefferson City from consideration in its bid for authorization to levy a convention center tax. EXECUTIVE SESSION Councilman Charles Jackson moved that the Council go into Executive Session for the purpose of discussion real estate, litigation and personnel, seconded by Councilman Carl Jaynes and approved by the following roll -call vote at 8:20 PM: Aye: Nay: Byrd, Haake, Jackson, Jaynes, Kammerdiener, Landwehr, McDowell, Nilges and Vincent None
