W. Allen. It was moved. by Councilman Fender, seconded. by Councilman Summers, that the Council concur in the recommendations of the City Manager. "RESOLUTION OF AWARD OF CONTRACT IN THE MATTER OF THE PROPOSED IMPROVEMENT OF THE NORTH SIDE OF ABBOTT ROAD BETWEEN SAN LUIS AVENUE AND SAN JUAN AVENUE BY THE CONSTRUCTION OF CEMENT CONCRETE SIDEWALKS, INCLUDING ALL INCIDENTAL AND APPURTENANT WORK." was presented. Planning Commission Resolution No. 209 which approved a variance to perzr~it the construction of an addition to the main building, as per plot plan on f il.e, on the southerly 50~ of Lot 5l~#, Tract No„ 2551. Tt was moved by Councilman Pender, seconded. by Councilmao Rowe, that the Council concur in the: Planning Commission's action. All members voting aye, the Mayor declared. the motion duly carried.. ~"' Th,e Clerk presented for the Councils approval an agree- ment between the State Employees~Retiremen~ System and. the City of Lynwood for conducting an actuarial investi- gation and valuations survey for the city. The Clerk further stated that this survey is conducted. every four years in accordance with the terms of the original agree- ment, and. wi11 cost the city X231.15. It was moved. by Councilman Pender, seconded by Councilman Rowe, that the Council approve the agreement and. authorize the Mayor and Clerk 'to execute it on behalf of the City of Lynwood. DeRomano, 11027 Bullis Road., to conduct the business of income tax and bookkeeping service, The Clerk star>ed that the necessary cards had. been mailed., with no objections filed.. Following a discussion of businesses conducted. within thr= home, it was moved. by Councilman Summers, seconded. by Councilman Rowe, that the application be approved. All members voting aye except Councilman English, who voted. "no," the Mayor declared. the motion duly carried., The Clerk presented. the home occupation application of Mrs. Irma N. Phillips, 3560 Lynwood. Road., to conduct the business of tutoring. The Clerk stated. that the necessary cards had been mailed, with no objections filed.. It was moved. by Councilman Pender, seconded. by Councilman Summers, that the application be approved.. All members voting aye, the Mayor declared the motion duly carried.. The Clerk presented. the application of Marion Milton for a special permit to conduct the business of soliciting and. collecting trash and. refuse in the City of Lynwood.. The Clerk also presented. the report of the Chief of Police wherein he stated his investigation revealed. no reason that -the application should. be denied., The Clerk, as License Collector, recommended. approval of the special permit. It was moved. by Councilman Summers, seconded. by Councilman English, that the Council concur in the recom- mendations of the License Callector in issuing said permit. The Mayor inquired if there were any oral communications. H.B.Johnson Mr. H. B. Johnson, 11729 Third Avenue, requested. the City Council to consider amending the present overnight parking ordinance to allow newly annexed. areas the opportunity to secure overnight parking permits without the payment of the $7>50 investigation fee. After considerable discussion the Mayor requested the City Attorney and. City Manager to investi- gate a passible solution to said problem. It was moved by Councilman Pender, seconded by Councilman Summers, that the meeting be adjourned. All members voting aye, the Mayor declared. the motion duly carried.
