answered. the roll call.
It was moved. by Councilman Summers, seconded by Councilmal~
Pend.er, that the minutes of the previous regular meeting
o.f January ~, 1.959 be .approved as written. -All members
voting aye, the Mayor declared. the motion duly carried..
RESOLUTION N0. 59-4 entitled. "RESOLUTION OF THE CITY Demands -
COUNCIL OF THE CITY OF LYNWOOD ALLOWING .AND APPROVING THE Res. 59-~-
DEMANDS PRESENTED AND ORDERTNG WARRANTS DRAWN-THEREFOR,"
was presented.. It was moved by Councilman English,
seconded. by Councilman Pender, that said. resolution be
adopted.

The hour of 7:30 p.m, having arrived., said. hour being the
time fixed. for the continuation of the hearing on the
matter of the proposed. annexation of Ozel1 Manor Annexation
No. 10, the Clerk presented. his findings on the protest
petitions filed at the last regular meeting wherein he
certified that written objections and. protests had been
filed. by the owners of more .than one-half of the value of
the territory proposed. to be annexed, as shown by the last
equalized. assessment roll. The Clerk further stated that
since a majority protest has been made by the owners of
property in the territory proposed. to be annexed., no furt'~er
proceedings for the annexation of any of the territory
shall be .taken for one year from this date.
It was moved. by Councilman Summers, seconded. by Councilman
Pend.er, that the ..Council accept and. pass upon the protests
filed.. All members voting aye, the Mayor declared. the
motion duly carried..
It was then moved by Councilman Pend.er, seconded by
Councilman English, that said hearing be concluded, and. that
further proceedings for the annexation of Oze11 Manor
Annexation No. 10 be hereby terminated.. All members voting
aye, the Mayor declared. the motion duly carried..
The hour of 7:30 p.m, having arrived, said. hour being the
time fixed for hearing on the matter of the proposed.
annexation of Ozell Manor Annexation. No. 9, the Clerk pre-
sented his affidavit of publication of the Notice of
Hearing, as required by law. The Clerk stated. that 162
separate petitions protesting the annexation of*~the terri-
tory known as Ozell Manor Annexation No'9. k,,,,~ve ~een~
filed., and recommended. that the hearing~~tre~eontinued to
the next regular meeting of the City Council to be held
on February 3 at 7:3o p.m., to allow him to check the
sufficiency of said protests.
The Mayor inquired if any wished to present any written
protests at this time. There was no response.

first time and pass to the second. reading.

The Clerk informed the .Council that before final adoption, a

The .Clerk presented Planning Commission Resolution No.
210 which confirmed. and. approved a variance to permit the
constrfction of an addition to the main building as per
plot plan on file, on the northwesterly 50@ of Lot 1038,
Tract I~To. 3025 (3263 Burton Avenue). It was moved by
Councilman Summers, seconded. by Councilman Rowe, that
the Council concur in .the action of the Planning Commission.

explained their proposal.. After considerable d~.scussion
regarding zoning and licensing requirements, it was moved.

said request be referred. to the .City. Attorney for investi~
gation and. report to the .City Council at their next
meeting. All members voting aye, the Mayor declared. the

The Mayor inquired. if there were any oral communications.
Mr. H. J. Wilbur, 4061 Walnut Avenue, addressed. the H. J. Wilbur
Council and requested that they establish an allocation
in the 1958®60 budget for cultural purposes and assistance
to the Senior Citizens Group.
