Th.e Clerk presented. a petition signed. by W. P. Cantrell
and. 1.5 others, protesting the proposed. work and. requesting
the Council to abandon the proceedings.
The Clerk stated. that the protests represent 79.8 of the
assessable front footage, which constitutes a majority
protest, and. recommended. that a resolution be adopted.

CONSTRUCTi_ON OF CEMENT CONCRETE GUTTER AND ASPHALT PAVING,
TOGETHER WITH ALL INCIDENTAL AND APPURTENANT WORK," was
presented-. It was moved. by Councilman Pend.er, seconded.
by Councilman Rowe, that said resolution be adopted.

tion No. 9, the Clerk presented. his report on the written
protests filed. at the last regular meeting wherein he
stated. that written protests and. objections have not been
filed. by the owners of more than one-half of the value
of the territory proposed. to be annexed., as shown on the

Annex #9 - undated. petitions signed. by Mr, and. Mrs. Charles Glasscoe
Hearing and. 18 others were filed. February 3 .requesting that their

that there are no specific provisions in the annexation

After discussion of procedure to follow, it was moved. by

Associations of American far permission to conduct a fund
raising campaign during the month of December, 1959. It
was moved. byr Councilman Fender, seconded. by Councilman
English, that permission be granted.. All members present

A r°equest frobn the Volunteers of America for an exemption
from the business license fees for soliciting and. pickup
of salvage material was presented., The .Clerk, as License
Coi.lector, recommended granting the exemption. It was
moved. by Councilman Fender, seconded. by Councilman English,
that the Council concur in the City Clerkis recommendation
and. grant the exemption to the Volunteers of America.

supplemental agreement between the County of Los Angeles
and. the City for the performance of health services by
the County. It was moved. by Councilman-English, seconded.
by Councilman Fender, that the Council approve the supple-
mental agreement and authorize the Mayor and. Clerk to
execute it on behalf of the City of Lynwood..

granted. All members present, except Councilman English,
voting aye, the Mayor declared. the motion duly carried..
The Manager presented for the Councilts approval an agree-
ment between the Los Angeles County Flood. Control District
and. the city for the design and. construction of the 1958
Storm Drain Bond. Issue projects within the city. The
Manager stated. that the agreement provides that the city
will perform all engineering services, and. recommended. its
approval. It was moved. by Councilman Fender, seconded. by
Councilmran English, that the Council concur in the recom-
mendat_ons of the City. Manager and. authorize the Mayor and.
