Hearing on The hour of 7:30 p.m. having arrived, said hour being the
Uniform time fixed for the hearing on the adoption of the Uniform
Plumbing Plu_rr~bing Code, 1958 Edition, the Clerk presented. his affidavit

adoption, stated that no written or oral protests have been filed against
the adoption of said. code.
The Mayor inquired if there were any present in regard_ to this
hearing, .There was no response. The Mayor then declared the
hearing concluded.

RESOLUTION N0. 59-12 entitled. "RESOLUTION OF INTENTION TO

The Clerk read. a letter from the law offices of Bodle,
Fogel and Warren representing the opponents of the pro-
posed. Ozell Manor Annexation No. 9 wherein .they request
that the 18 names heretofore removed from the list of
opponents be reinstated., and given their due consideration
i.n regard. to the purposes for which they have-been filed.,
as in their opinion, the Councils action was illegal in
.allowing said. names to be withdrawn.
Mr. Joseph Tabak, attorney of said.. law offices, addressed.
the Council and. stated. that he felt the protest, once
filed., should. not have been permitted. to be withdrawn. The
City Attorney stated. that he has not had. an opportunity to

After discussion, it was moved. by Councilman Pender, seconded
by Councilman English, that said com.~riunication be accepted
and. filed.. All members voting aye, the Mayor declared the
motion duly carried.
The .Clerk presented his supplemental petition certification
wherein he certified. that written objections and protests,
together with supplemental written objections and protests,
have not been filed. by the owners of more than one-half of
the value of the territory proposed to be annexed as shown
by the last equalized assessment roll. The Clerk stated. that
tre Council must either call a special election .without delay,
or as an alternative, terminate the proceedings without the
necessity of calling such an election.
It was moved by Councilman English, seconded. by Councilman
Finch, that the Council proceed. with the election. All members
voting eye, the Mayor declared. the motion duly carried..

Blind The Clerk presented. a request from the Blind. Industries Sales,
Industries Inc, for an exemption from the city business license fees to
denied. deliver and sell blind made products in the City of Lynwood..
exempt The Clerk, as License Collector, recommended: that the request
license. for exemption of business license fees be denied. It was
moved by Councilman Summers, seconded by lolayor"Finch; that
the Council concur in the recommendation of the License
Collector in denying said exempt license. All members voting
aye, the Mayor declared. the motion duly carried.
P1an.Com. The Clerk presented. Planning Commission_Resolution No. 211
Res. 211 - which denied the request of Samuel Allison for variance to
Allison permit the use of the westerly 125 of Lot 1 and. the westerly
variance - 125 of the northerly 60~ of Lot 2, Block 14, Belle Vernon
appeal filed.Acres for an automobile service station. (Burton and. Santa
Fe Avenues). The Clerk presented a communication from Mr.
Samuel Allison, the applicant, wherein he wished to appeal
the decision of the Planning Commission in denying his request
for a variance. The Clerk stated. that zoning ordinance No. 570
provides that where an .appeal is filed. against the action of
the Planning Commission, the Council must conduct a separate
hearing, and. recommended. that the hearing be set for the
Council meeting of March 17.
It was moved. by Mayor Finch, seconded. by Councilman Pender,
that the Council concur in the recommendations of the City
Clerk in setting said. matter for a public hearing on March 17
at 7:30 p.m. All members voting aye, the Mayor declared. the

Plan.Com. The Clerk presented Planning Commission Resolution No. 212
Res. 212 - which denied. the application of George R. Anderson for change

The Mayor stated.. that the Lord. Mayor of Dublin, Ireland.
is scheduling a visit to Lynwood. on Saturday, March 21,
1959, and. requested. authorization to make appropriate
arrangements and. recognition of her visit, It was moved
by Councilman Summers, seconded. by Councilman Rowe, that
the Mayor be authorized. to make whatever arrangements the
Mayor deems necessary. All members voting aye, the Mayor
declared: the motion duly carried..
The Manager presented. a communication from the Los Angeles
County Flood. Control District wherein :they requested the
city to approve the location, character, and. extent of
storm drains and. channels insofar as said. storm drain
channels traverse the cityts territory, as shown on'the
District Chief Engineer Report approved. by the hoard of
Supervisors on August 5, 1958. The Manager stated. these
are the projects which were approved by the voters at the
bond. issue election held in November, and recommended.
