HomeMy Public PortalAbout19970616REGULAR COUNCIL MEETING JUNE 16, 1997 CALL TO ORDER The Regular Council Meeting was called to order on June 16, 1997, 7:30 P.M. with Mayor Duane Schreimann presiding. Prayer was offered by Councilman Steve Nelson, followed by the Pledge of Allegiance. ROLL CALL The following Council Members were present for roll call: Present: Byrd, Jackson , Jaynes, Kammerdiener, Landwehr, McDowell, Nelson, and Nilges Absent: Haake and Vincent A quorum was declared present. PUBLIC HEARINGS Rezoning Lots 79 and 82 of "The Diamonds" Subdivision, Section Four, from C -1 Neighborhood Commercial to C -2 General Commercial (Introduced Bill 97 -33). Keith DeVault, Director of Planning & Code Enforcement, made a presentation giving the background of the request for rezoning. Following the presentation, there were no persons present who wished to speak in favor of, or opposition to, the proposed rezoning. Mayor Duane Schreimann declared the public hearing concluded on this issue. Amendment to Section 35 -86 of the Zoning Code Relating to Zoning Protests (Pending Bill 97 -27). Keith DeVault, Director of Planning & Code Enforcement, made a presentation regarding the proposed amendments. City Counselor Allen Garner explained that the amendments are to bring the City into compliance with state statute. Following the presentation, there were no persons present who wished to speak in favor of, or opposition to, the proposed amendments. Mayor Duane Schreimann declared the public hearing concluded on this issue. AGENDA ITEMS CONSIDERED OUT OF ORDER Mayor Duane Schreimann announced that there were some items which he would like the Council to consider out of order. There were no objections to the request to take up the following items out of order: SPECIAL PRESENTATION: Police Chief Tyler Brewer presented a Medal of Valor to Sgt. Mike Smith of the Jefferson City Police Department for recent actions in a situation where St. Smith displayed bravery above and beyond the call of duty. Following Chief Brewer's REGULAR COUNCIL MEETING JUNE 16, 1997 comments, the medal was awarded, comments and congratulations were offered by Mayor Duane Schreimann thanking St. Smith on behalf of the City, and the gallery gave a standing ovation to honor Sgt. Smith. Resolution RS97 -8 — Recognition of Sgt. Prenger and his Bloodhound • Gus' for their efforts in the apprehension of the Algoa Correctional Center escapee (sponsored by Councilman McDowell). A motion was made by Councilman Carolyn McDowell to adopt Resolution RS97 -8, seconded by Councilman Charles Jackson and approved unanimously. Gus and Sgt. Prenger were present to accept the award. Resolution RS97 -6 — Recognition of Helias Girls' Track Team (sponsored by Councilman McDowell). A motion was made by Councilman Carolyn McDowell to adopt Resolution RS97 -6, seconded by Councilman Carl Jaynes and approved unanimously. Following the presentation of the resolution by Mayor Duane Schreimann, coaching staff and members of the track team introduced themselves and each tem member gave the event in which she competed, and the place won. PRESENTATIONS FROM THE GALLERY Ms. Gladys Coggswell, 419 King Street, Frankford, MO, made a presentation regarding the upcoming storytelling conference which will be held at Lincoln University, and invited members of the public to participate. Ms. Ruth Schaefer, 801 W. High Street, made a presentation regarding bicyclists who attempt to cross the Missouri River Bridge coming to and from the Katy Trail. Ms. Schaefer stated she feels some kind of accommodation needs to be made for cyclists to prevent their competing with the busy bridge traffic. Public Works Directory Marty Brose stated that the Missouri River bridge falls under the jurisdiction of the Missouri State Highway Department. Parks & Recreation Department Director Bill Lockwood stated that a bicycle trail across the bridge is part of the City's Greenway master plan. Mayor Duane Schreimann requested that Mr. Lockwood contact the Missouri Highway Department and report back to the Council on the status of that project. June Commercial Yard of the Month, was awarded by Mayor Duane Schreimann to the Jefferson Inn, 801 W. High street. The award was accepted in person by Ms. Ruth Schaefer, Innkeeper. Mr. Henry Dahl, 2106 Jefferson Street, made a presentation to voice his opposition to pending Bill 97 -32 pertaining to communication antennas and support structures. Following Mr. Dahl's presentation, City Counselor Allen Garner announced that the sponsor of the bill plans to place the bill on the Informal Calendar tonight to allow for a public hearing to be held on this issue at the July 7, 1997, Council Meeting. Staff encouraged anyone with input on this REGULAR COUNCIL MEETING JUNE 16, 1997 matter to attend the hearing. Mr. Joe Wilson, 423 Oberlin Place, made a presentation to voice his continued opposition to Ordinance 12581 which regulates the number of cats and dogs at residences within the City. CONSENT AGENDA The following items were present for approval on the Consent Agenda: a. Minutes of June 2, 1997, City Council Meeting b. Renewal of Workers' Compensation Professional Services Agreement and Excess Insurance c. Renewal of Agreement for Investment Banking and Lobbying Services d. Renewal of Lease for Parking Lot #4 with Cole County A motion was made by Councilman Bill Byrd for approval of the Consent Agenda as presented, seconded by Councilman Charles Jackson, and approved unanimously. ANNOUNCEMENTS BY THE MAYOR Mayor Duane Schreimann announced that the Residential Yard of the Month Award for the month of June has been awarded to Mr. and Mrs. Russell Hayes, 1111 Maywood Drive. The award will be mailed to the Hayes' since they could not attend the meeting to accept it in person. Councilman Kammerdiener stated he wished to place Bill 97 -32 on the Informal Calendar at this time to allow time for public input. RESOLUTIONS RS97 -7 — Authorization for Police Department to Apply for continued Participation in the Local Government /School District Partnership Program (sponsored by Councilman Nilges). A motion was made by Councilman Randy Kammerdiener for adoption of RS97 -7, seconded by Councilman Carl Jaynes and approved unanimously. RS97 -9 Authorization for Police Department to Participate in the Missouri Highway Safety Program (sponsored by Councilman Landwehr). A motion was made by Councilman Bill Byrd for adoption, seconded by Councilman Charles Jackson and approved unanimously. NEW BUSINESS There was no new business brought before the Council at this time. UNFINISHED BUSINESS Councilman Carl Jaynes commended Parks & Recreation Department Director Bill Lockwood and the Parks and Recreation staff for the excellent upkeep and appearance of the City's parks. Mayor Duane Schreimann stated he has received complaints regarding the appearance of the area in front of City Hall, and suggested that staff consider if improvements need to be made. City Administrator Rich Mays announced that Councilman Larry Vincent had asked that Council set a date for a meeting between themselves and the ad hoc Convention Center Committee. Council consensus was to hold the meeting at 7:30 PM, Monday, July 14, 1997. Councilman Rick Nilges made comments regarding the fire training seminar recently held in Jefferson City. He commended Fire Chief Robert Rennick and the State Fire Marshall on a job so well done that future seminars will also be held in Jefferson City. Councilman Carolyn McDowell made comments regarding this year's Fourth of July REGULAR COUNCIL MEETING JUNE 16, 1997 celebration in Jefferson City. She stated that the celebration has been extended to a two -day event, and that one feature this year will be a fly -over of a B -2 Stealth Bomber. APPROVAL OF EXECUTIVE SESSION MINUTES Minutes of May 19, 1997 and June 2, 1997, Executive Sessions: A motion was made by Councilman Carolyn McDowell to approve the minutes, seconded by Councilman Charles Jackson and approved unanimously. ADJOURNMENT There being no further business to come before the Council at this time, a motion was made by Councilman Steve Nelson to adjourn, seconded by Councilman Carolyn McDowell and approved unanimously at 8:40 PM.
