The City Council of the City of Lynwood. met in a regular

English, that the minutes of the previous regular meeting
of dune 16,1959 be approved. as written. All members
voting aye, the Mayor declared. the motion duly carried.
RESOLUTION N0. 59m30 entitled "RESOLUTION OF THE CITY

The hour~of 7:30 p.m. having arrived, said. hour being the
time fixed. for public hearing on the appeal of Glen
Hickman, 10906 Ruth Street, of the Planning Commissionfs
denial of his request for a variance to permit the con-
struction of two dwelling units over a garage on Lot 88,
and. the north 10 feet of Lot 89, Tract No. 5632. The
Clerk presented. the original application and. his affida-
vits of posting and publishing, as required by°1aw.
The Mayor inquired. if there were any present who wished
to be heard„
Mre Glen Hickman, the applicant, addressed. the Council
and. stated. that he felt he had. ample room to build. two
units over a garage, and that it would. increase property
values and be an asset to the neighborhood..
Following discussion by members of the Council on the
requested variance, it was moved. by Councilman Summers,
seconded by Councilman Fender, that said hearing be con-
cludedo All members voting aye, the Mayor declared. the
motion duly carried..
It was moved by Councilman Summers, seconded. by Council-
man Fender, that the Council deny the appeal of the
Planning Commissionts decision,. as outlined. in its
Resolution No~ 218.

of Lynwood. After an outline of the proposed budget by
the Manager, it was. moved. by Councilman Summers, seconded

Lynwood. to amend its ordinance providing for licensing,
vaccination, and. regulation of dogs to require vaccination
of dogs as a requisite to licensing. The Manager stated.

County Counsel requesting the City Council to adopt an
order authorizing them to execute in behalf of the city
a stipulation waiving the bar of the statute of limita-
tions on claims of national defense plants for refund. of
taxes collected. by the County on possessory interest in
personal. propertyo
The City. Attorney stated. that if this is not done, the
defense plants will have to file actions against the
County before the limitations can come into effect, and
if they do that, they will be entitled. to collect interest
on the refund of taxes due them and. the County is anxious
to avoid. the payment of said interesto

English, that the City Council authorize the County
Counsel to execute such stipulation in behalf of the City

deficiencies of streets and- highways within the City of

The Manager stated. that the Chief of Police has recom-
mended. the operation of 1-man patrol cars in the Police
Departments After discussion with the Manager and. Chief
of Police, was moved. by Mayor Finch, seconded. by
Cou.ncilmar~ s=ender, that the Council concur in the recom-
mendatio,r~~ of the Chief of Police in authorizing the
operation of 1-man police patrol cars on all shifts, and
