C.D.Atomic The Clerk presented. a communication from Los Angeles Council-
survival man Gordon R. Hahn inviting members of the .City Council to
hearing. attend. a hearing on atomic attack survival which is being
conducted by the Civil Defense and. Military Affairs Committee
off" t~r~e Los Angeles City Council on August 19 and. 20. The
Mayor urged. members of the Council to attend. this important
meeting, if at all. possible.

The City Attorney presented. for the Councils consideration
and. study an ordinance prohibiting the possession of indecent
photographs, writings, or recordings, together with a report
regarding the proposed- ordinance, as directed. by the Council
at its last regular meeting.
Yavornik .The Clerk presented the application of Edward R. Yavornik to
home occupa- conduct the business of a stamp dealer in his home at 11069
Lion - Carson Drive. The Clerk stated. that the necessary cards have
approved, been mailed. out, with no objections filed, and. that the
Building Department has issued. the .necessary certificate of
occupancy. It was moved. by Councilman Pender, seconded. by
Councilman Rowe, that the Council approve said. home occupation
application. All members voting aye, the Mayor declared. the
motion duly carried..

The Clerk presented. an application from dames Eo Delaney
for a special. permit to conduct the business of a private
invest:%gator at 3621 Century Boulevard. The Clerk pre-
sented the report from the Chief of Police wherein he
stated that his investigation revealed. no reason why such
a permit should not be granted., and. the Clerk, as License
Collector, recommended the approval of said special permit.
?:t was moved. by Councilman Summers, seconded by Councilman
.Rowe, that the Council. grant said. special permit to operate
the business of a private investigator at said address.
All members votia~g aye, except Councilman .English, who
decl.in~d to vote, the Mayor declared. the motion duly
carried..
The Cler'~ presented. an application from Mr. Dan Hinds,
3g3'~ ~°a1m Avenue, for a special permit to keep racing
pigeons ;end Liberate them for exercise purposes. The
C1_erk stated that the Council. had granted. Mr. Hinds a
6C~day permit which expired. on August 2, and. at this time
Mr. ~~inds is again applying fora permit. It was moved.
by Councilman Pender, seconded by Councilman Summers, that
said. special permit be granted., subject to the provisions
of the nuisance ordinance. All members voting aye, the
Mayor declared the motion duly carried,
The Manager requested authorization to advertise for bids
for the purchase of a new fire truck, as per specifications
on file and approved. by the Fire Chief, It was moved. by
Councilman Pender, seconded. by Councilman English, that
the Council grant said. authorization.

The Manager presented for the Councils approval a supple-
mental lease agreement between the City and. the Pacific
Electric Railway Company for the development of portions
of the railway right of way for beautification purposes,
The Manager stated. that the supplemental lease is required.
as the Pacific Electric Railway Company had previously
leased. a portion of the right of way leased. by the city
to P"osteY° and Kleiser Company for an outdoor advertising

The Mayor inquired. if there were any oral communications.
Model Air® Mr< R. `~o OtShaughnessy, 3656 Virginia Avenue, requested. the
plane fJ.ying Counc3.l to allow the flying of model airplanes in the City
site. Park until. another suitable site has been obtained.. The Mayor
informed. Mr. O~Shaughnessy that a new site would be available
by August 16.
Representatives of various church, civic, and fraternal
organizations spoke in support of the Council in its program
to elianinate obscene literature from newsstands and other
