COUNCIL MINUTES
SPECIAL MEETING - JULY 18, 1994
The special meeting of the Bal Harbour Village Council was
held on Monday, July 18, 1994, in the Council Chamber at Bal
Harbour Village Hall. The meeting was called to order at 3:15 p.m.
by Mayor Spiegel. The roll was called and those present were:

Assistant Mayor Matthew B. Blank
Councilman James E. Boggess
Councilman Andrew R. Hirschl
Councilman Sol M. Taplin
Also present: Alfred Treppeda, Interim
Village Manager/Police Chief
Zeanette Horton, Village Clerk
Stephen Helfman, Deputy Village Attorney
As a quorum was determined to be present, the meeting
commenced.
2. Interviews for Village Manager Position: The Council
interviewed the applicants for the Village Managers' position. The
applicants, Edward A. Gross, Samuel H. Halter, Ralph K. Hester and
Patrick D. Miller, each were questioned regarding their past
experience, qualifications, beach issues and if involved in major
litigations. Discussion followed as to making a decision at this
time, or wait until the regular meeting of July 19th. It was the
consensus of the Council to make a decision at this time. After
discussion Samuel Halter was eliminated. The Council then
proceeded to rank the other three applicants, with number one as
the top ranked applicant, and number three the lowest ranked
applicant.

The Council proceeded to rank the applicants again, since soma of
the Council did not rank all three applicants.

The results of the Council ranking of the applicants was as
follows:

Ralph Hester 11
The applicants Edward Gross and Ralph Hester were tied, therefore
the Council proceeded to vote for either Mr. Gross and Mr. Hester.

The results of the Council voting was as follows:

The Council then proceeded to vote between Edward Gross and Patrick
Miller.

The results of the vote was as follows:

A motion was offered by Councilman Hirschl and seconded by
Councilman Boggess to offer the Village Manager position to Patrick
Miller subject to negotiations as to salary, benefits and advise
him his priority is Bal Harbour Village. The motion carried with
the vote as follows: Mayor Spiegel aye; Assistant Mayor Blank
aye;Councilman Boggess aye: Councilman Hirschl aye; Councilman
Taplin aye.
It was the consensus of the Councilman that Village Attorney
Richard Weiss and Interim Village Manager Alfred Treppeda negotiate
with Mr. Miller, and bring the contract back to the Council for
approval.
3. Other Business: None
4. Adjourn: There being no further business to come before
the Council, a motion -was offered by Councilman Hirschl and
seconded by Councilman Taplin to adjourn. The motion carried
unanimously (5-0), and the meeting adjourned at 5:30 p.m.
