CALL TO ORDER
The Regular Council Meeting was called to order on July 7, 1997, 7:30 P.M. with Mayor
Duane Schreimann presiding.
Prayer was offered by Councilman Charles Jackson, followed by the Pledge of Allegiance.
ROLL CALL
The following Council Members were present for roll call:
Present: Byrd, Haake, Jackson , Jaynes, Kammerdiener, Landwehr, McDowell,
Nelson, Nilges and Vincent
Absent: None
A quorum was declared present.
PUBLIC HEARINGS
Rezoning - 35 acres between Christy Drive and State Route B from RS -2, Single Family
Residential, to RA -2, Multiple Family Residential, C -O, Office Commercial, and M -1, Light
Industrial (Introduced as Bill 97 -36). Keith DeVault, Director of Planning & Code
Enforcement made a presentation detailing the background of the rezoning request.
Following the presentation, Councilman Rick Nilges stated that once again he is concerned
because the City is introducing a bill the same night that the corresponding public hearing
is being held. He asked the status of his request to determine if this policy can be changed.
Associate City Counselor Donna White responded that the matter is still being researched.
No one present wished to speak in favor of, or opposition to, the rezoning. Mayor Duane
Schreimann declared the public hearing concluded.
Recission of PUD Zoning - affecting approximately 2.0 acres located 250 feet north of
Missouri Blvd. and lying immediately to rear of 2102, 2106 and 2108 Missouri Blvd. and east
of and adjacent to northerly extension of Blair Drive; RA -2 Multiple Family zoning
reinstatement proposed (Introduced Bill 97 -37). Keith DeVault, Director of Planning & Code
Enforcement made a presentation detailing the background of the recission. Following the
presentation, Mr. Eric West, 2111 Dalton, stated that he is in favor of the recission. No one
present wished to speak in opposition of the recission. Mayor Duane Schreimann declared
the public hearing concluded.
Telecommunication Towers - Amendment to Chapter 35, Zoning Code, pertaining to
telecommunications towers (Informal Calendar Bill 97 -32). Associate City Counselor Donna
White made a presentation detailing the background of the proposed amendments, and the

results of meetings with concerned agencies which resulted in suggested amendments to
the bill. She stated that staff would be incorporating those suggestions into a substitute bill
to present to Council. Following Ms. White's presentation, Mr. John Roark, Attorney at
Law, 901 E. Broadway, Columbia, MO, made a presentation on behalf of his client Central
Electric Power Cooperative. He addressed policy issues concerning telecommunication
towers and explained the impact that certain policies would have on his client and others
in similar businesses. There being no one else who wished to speak on the issue, Mayor
Duane Schreimann declared the public hearing concluded.

A motion was made by Councilman Carl Jaynes for approval of the Consent Agenda as
presented, seconded by Councilman Steve Nelson, and approved unanimously.

Following a lengthy discussion during which some objections to the request were voiced,
Councilman Nilges stated that he would withdraw his request to suspend the rules.
Councilman Charles Jackson requested that Council be furnished with information
pertaining to the contract and the training modules before the next Council meeting.

Vincent made a motion to accept a substitute to Bill 97 -31 as previously distributed to the

RESOLUTIONS
RS97 -10 — Neighborhood Assistance Program (NAP) for MoCAMI (Nilges). City
Administrator Rich Mays announced that MoCAMI has requested that
RS97 -10 be withdrawn and reintroduced at the July 21, 1997, Council
meeting.
RS97 -11 —
Extension of Moratorium on Telecommunications Towers (Kammerdiener).
A motion was made by Councilman Randy Kammerdiener for adoption,
seconded by Councilman Steve Nelson and approved unanimously.
NEW BUSINESS
Councilman Carolyn McDowell made comments regarding the new parking meters being
purchased by the City.
Councilman Randy Kammerdiener announced that he is resigning his seat on the City
REGULAR COUNCIL MEETING JULY 7, 1997
Council effective Friday, July 18, to accept a position out of state. Mayor Duane Schreimann
replied that Councilman Randy Kammerdiener would be sorely missed and wished him well
in his new position. Mayor Schreimann announced that a new Third Ward Council Member
would be elected at the July 21 Council meeting to replace Councilman Kammerdiener.
UNFINISHED BUSINESS
Councilman Charles Jackson made comments about his opposition to public hearings being
held on the same night as the introduction of the related Council bill.
Councilman Rick Nilges made comments regarding the Southridge Drive project and the
fact that several residents had contacted him about their dissatisfaction with the follow -up
landscaping.
Councilman Rick Nilges made comments regarding derelict buildings in the City. Keith
DeVault, Director of Planning & Code Enforcement explained the process used by the City
to make improvements to such properties. Councilman Nilges requested that staff look at
the issue to see what the City can do to alleviate the problem of derelict properties.
Councilman Carolyn McDowell made comments regarding tax rollback before the City gets
too far into the budget process. Mayor Duane Schreimann stated that he and the City
Administrator have already begun reviewing the budget and plan to trim wherever possible,
but that, as of now, he does not plan to recommend a rollback of any taxes.
COUNCIL LIAISON REPORTS
Councilman announced that a Finance Committee meeting will be held immediately
following this Council meeting.
Councilman Larry Vincent announced that the Park Board plans to hold its annual tour and
barbecue at 5:30 PM, Wednesday, August 6.
Councilman Randy Kammerdiener announced that the franchise process has begun
between Cable Quality Commission and TCI. Mayor Duane Schreimann announced that
since Councilman Randy Kammerdiener has served as the liaison to the Cable Quality
Committee, he would ask Council members to consider his replacement by either
volunteering or bringing suggestions for a replacement to his attention.

There being no further business to come before the Council at this time, a motion was made
by Councilman Charles Jackson to adjourn, seconded by Councilman Bill Byrd and
approved unanimously at 9:45 PM.
