The City Council of the City of Lynwood met iri a regular
session in the City Ha11, 11.330 Bullis Road, on above date
at 7:30 p.m.
Mayc7r Finch in the chair,
Councilmen Duncan, Eng' iSri, Fir~c~i, Pender and Rowe
ansvlex°ed the roll call.
It was moved by Counci-i?r1an English, seconded by Council-
man Rowe, that the rninu.tes of the regular meeting of
September 20, 1G60 be approved as written. All members
vcting aye, the Mayor de{:;lar°ed the rr.otion duly carried .
Res. 60-55 RESOLUTION PTO, 60-55 ent.-filed: "RESOLUTION OF THE CIT`'
Demands COUNCIL OF THE CI`Inj OF I~YNWOOD ALLOWINCx AND APPROVING THE
DEMANDS PRESENTED AND CRDERII~?C"~ WARRANTS DRAWN THEREFOR." was
presented, It ?aas rt~ov`~d by Councilman Rowe, seconded by
Councilman Duncan, that said Resolution be adopted.

Hearing on The hour of 7:3o p.m, having arrived, said hour being the time
Appeal - fixed for. the hearing nn the appeal of R. J. Richardson of the
Richardson Planning Commissiony:~. decision which denied his request for
zone change. a change of zone fror~i R-1 t•o R-3 of Lot 23, Block 11, Tract
No, 8337, the Clerk~presc~,n.ted an affidavit of publication and
posting, as required by law. He also presented for the
COUYIC]1gS information, the application and Planning Commission
Resolution Noo 2380 The Clerk further stated that no oral or
written protests have been filed to date.
The Mayor inquired if' there was anyone present wishing to be
heard on said matter , There. ~ti~as no response .
Hearing It was moved by Cou.ncilrnar? English, seconded by Councilman
continued. RoiNe, that said hearing be continued to a later part of the
meeting. A1.1 members voting aye, the Mayor declared the
motion duly carried.
Res. 60-56 RESOLUTIOT~T N0. 60-55 entitled: "A RESOLUTION OF THE CITY
amending COUNCIL OF THE CITY OF LYNWOOD AMENDINCz RESOLUTION N0. 2843,
Personnel PERSONrTEL SYSTEM RULES AND REGULATIONS," was presented for the
Rules and second time. It was m~~~ved by Cau.nci.lman Rowe, seconded by
Regulations. Councilman Pender, that said resolution be adoptede

throughaizt tre park. Tale Adr~inist,x-~ative Assistant explained
that the ptzr~ose of ~-he renc~.e was t-o prevent individuals from
dumping debris in the par~~L area .

After discussion, it vr~s mcvt;d by Mayor Finch, seconded by
Councilman. Pender, that the Council direct the City Engineering ~''
Department to remove the barbed wire fence and clean up the
debris in Lugo ParTc:. A11 members voting aye, the Mayor

Military The Clerk presented a corr~rnun-i_~:,~~tion from the Military order of
Order of the Purple Heart, Irc. requ.e.~~~ing permission to conduct periodic
Purple Heart solicitation pf salvage items in the City of Lynwood, license
request free.
The Clerk recommended f,~iat the request be referred to the referred to
Chief of Police for inve;,~tigation and report. It was Police Chief,
moved by Councilman Dtancan, seconded by Councilman Pender,
that the Council concur in the recommendation of the City
Clerk. Al:l rnemberti; voting aye, the Mayor declared the
motion duly carried,
The Clerk presented a conur~u~~icat;ion from the Lynwood Youth
Coordination Council sia-brnitting for the Gouncil~s approval
their program, as follow., ;

~~ ~ money made at the carlteerY.

Miss Linda Spindler and T~~i~s Sun Cantrell explained the
purposes and plans of the '?outh Coordination Council to
thF~~ City Council. T~ayor Finch congratulated the group
on thair° impressive plans. It was moved by Councilman
Engl.isri, seconded by Cour.cilmar. Duncan, that said communi-
cation be accepted. All members voting aye, the Mayor
declared the motion duly carried,
The Clerk presented a communication from the Lynwood
Chapter of Disabled American Veterans requesting permission
to conduct their annual sale of Forget-me-riots in the City
~~f Lynwood from Noveni~e.° 3 - 11 . It was moved by Council-
man Pender:, seconded by Councilman Duncan, that said per-
mission ~be granted. All members voting aye, the Mayor
declared the motion duly carried .
The Clark presented an ax~,iication from Bill' Pozzi of
10821 Hulme Avenue for a ::~peci.al permit to keep and
exercise racing pigeons. This application was held over
from tTle last regular meeting,
Mr. Pozzi stated he wished to keep twelve pigeons and
planned to liberate them for exercise purposes betweem
the hours of 3e30 and 4;30 p,rn. It was moved by Council-
man Duncan, seconded by Councilman English, that said
spacial permit be granted, with the maximum of twelve
pigaons to be leapt. All members voting aye, the Mayor
declared t:he motion duly carried.
The Clerk presented for the CouncilPS consideration the
lease prepared by the City Attorney between the City of
Lynwood and Tire Errgir~eering Co, for the use of Lot 2,
Block 2, Tract No. 5418, which was held over at the last
regular° meeting, The Clerk stated that the lease provides
for a rental rate of ~20 per month fo_r a period of three
years. It was moved by Cou.nci~.man Rowe, seconded by
Councilman English, that said l~,ase be approved and the
lviayor and Clerk be authorized to execute i;ha same on behalf
of the City of Lynwood .
