that said resolution be adopted.

The Clerk presented a c+~rnrnraraication front the girls of the
c Mariner Girl Scout Ship Ticonderoga requ.estirig permission
to conduct a car wash on Decern'aer 10 at the Lynwood Church
of Christ parking l~.;n I:~, was moved by Co~_~ncilman Duncan,
seconded b,y Couricilrria~~ Pender, f,hat si.~id permission be
granted . All rnerribers voting aye, the Mayor declared the
motion duly carried.
The Clerk presented a comrrlunication f'rorn Byrn Van Hiel
requesting a reflznd of 15.50 fo.r• weed abatement charges
inadvertantly assessed to his property, The Clerk also
presented a report from the City Enginee~~~ recommending
said refund. It was moved by Councilrnari Rowe, seconded
by Councilman Pender, that the Council. ar..zthorize a refund
of $15.50 for the weed assessment which was levied on Mr.
Van Hielrs 1960 tax bill.

The Clerk presented Planning Commission Resolution No. 239
which recommended the denial of a change of zone from R-1
to R-3 of Lot 11, block B, Tract No. 11911, as requested
'~""" by H. Terfansky. The Clerk further stated that the
applicant has not filed an appeal within the tune pre-
y scribed. It was moved by Councilman Rowe, seconded by
Councilman Pender, that tYie Council concur in the recom-
menda~ions of the Planning Commission in denying said re-
quested change of zone. All members voting aye, the Mayor
declared the motion duly carried.
The Clerk presented Planning Commission Resolution No. 240
which recommended the denial of a change of zone from P-1
to C-3 of Lot 1.88, Tract No. 8716, as requested by Mr.
Roth Van Anda. The Clerk further stated that the applicant
has not filed an appeal within the time prescribed. It
was moved by Couricilrnan Duncan, seconded by Mayor Finch,
that the Council concur in the recommendations of the
Planning Commission in denying said change of zone. All
members voting aye, the Mayor declared the motion duly
carried.
The Clerk presented the application of .Peter Cavallier
for a special permit to operate a Christmas tree lot at
.5160 Imperial Highway for the period of December 6 - 25,
1960, and as License Collector, recommended the granting
of said special permit. It was moved b~~ Councilman Pender,
seconded by Councilman English, that f..he Council concur in
the recommendations cif t;he License t_; t;~~_.t;_,cto:r° in granting
said special permit. All rnemb:=ors ~~oting aye, the Mayor
declared the motion duly carried.
The Clerk presented a report of Caryl C. Clarke~s claim
for damages arising out of the death of his dog, which
was referred to the City~s insurance carrier and sub-
sequently denied by them. The repor.•t stated that pursuant
