REGULAR MEETING.FEBRUARY 21, 1961
Tree City Council of the City of Lynwood met in a regular

at 7:30 p.m.

the roll call,

be approved as written. All members voting aye, the Mayor
declared the motion duly carried.

time fixed for hearing an the sale of the library building & site - salE
and site to the County of Los Angeles, the Clerk presented to County.

It was moved by Councilman English, seconded by Mayor
finch, that said hearing be concluded and that the Manager
be directed to proceed with the sale of said building and
site.

i'he Clerk presented a report from the City Engineer
Tnrherein he recommended the adoption of an ordinance
establishing 35 mile per hour speed limit on Alameda,
Atlantic, Century, and Imperial Highway.
Wriereupon, an ordinance entitled; "AN ORDINANCE OF THE
C:iTY OF LYNWOOD INCREASING THE SPEED LIMITS ON CERTAIN
MAJOR PUBLIC STREETS ABOVE THE MINIMUM ESTABLISHED STATE
SPEED LIMIT OF 25 MILES PER HOUR AS DEFINED IN THE VEHICLE
CODE," was presented, It was moved by Councilman Duncan,
seconded by Councilman Pender, that further reading be
waived. All members voting aye, the Mayor declared the
oration duly carried,
It was moved by Councilman English, seconded. by Councilman

a sample would be submitted prior to constru ction, There was
no further action on the request.

Whereupon, it was moved by Councilman Pender, seconded by
Councilman Duncan, ghat the Council concur in the recommendations
of the City Clerk in referring said matter to the City Engineer.

Cerebr.al_ The Clerk presented a communication from the United Cerebral
E'alsy fund Palsy Association wherein they requested permission to conduct ...~,
campaign a fundraising campaign in the City of Lynwood on May 16, 1961_.

Duncan, that the Council grant said permission. All members
voting aye, the Mayor declared the motion duly carried,
Dance permit The Clerk presented the application of Knights of Columbus
grant;ed to John Cardinal Glennon Council No. -2996, for an annual dance
Knights of permit for their functions at 3889 Imperial Highwayo It was

12~month dance permit be granted, effective February 1, 1961,
subject to the provisions of the dance ordinance, No. 401.

St.Francis The Clerk presented. a communication from St. Francis Hospital
Hosp.-ital of Lynwood Guild requesting permission to conduct a thrift
Czuild thrift sale at 11422 Long Beach Boulevard, on March 1, 2 and 3, 1961.

Duncan, that said permission be granted, license free. A:il
members voting aye, the Mayor declared the motion duly carried.
All America The Clez-k presented a communication from the Lynwood Exchange
City Awards Club requesting the Councils permission, with the participate
competition, Lion of all civic and service organizations, to place the
City of Lynwood in the All America City Awards competition
in May of this year.
Mr. Les Robertson, representing the Exchange Club, outlined
the All America City program. Following discussion, it was
moved by Mayor Finch, seconded by Councilman Pender, that the
Council endorse and offer assistance to the Exchange Club in
entering the City of Lynwood in the 1961 All America City
awards competition. Ail members voting aye, the Mayor

I'he Cler°k presented a report on the quotations submitted Fire insu:r~an
r'~y the Lynwood. Insu:r~ance Agents Association for insuring proposal
the city-owned buildings and contents against loss by approvedo
fire, wherein he recommended sacuring a $100 deductible
t':i~,~eLLyear prepaid fire insurance policy with an insurable
~ralue of $983,960 at a premium of $5,194,99. It was
moved by Mayor Finch, seconded. by Councilman Pender, that
the Counci concur in the recommendations of the Clerk in
,.._ s~~curirig said fire :insurance through the Lynwood Insurance
Agents Association.

previously requested, reports on the widening of Fernwood assessment,r~
Avenue east of Imperial. Highway, annual weed assessment installationti

The Manager presented a progress report on the Citv~s
el forts to accquire additiona7_ grade crossings over the
Pacific Electric tracks on Fernwood Avenue wherein he
recommended that he be instructed to continue discussions
with the Los Angeles County Grade Crossing Committee and
'r,he Pacific Electric for the purpose of constructing
additional. crossings over the Fernwood Avenue tracks. It
was moved by Mayor Finch, seconded by Councilman Pender,
that the Council. concur in the recommendations of the
Manager, All members voting aye, the Mayor declared the
