Councilmen Duncan, English, Finch, Fender and Rowe a:~zswered the roll call , It was moved by Councilman Fender, seconded by Councilman ~"' English, that the minutes of the adjourned regular meeting of h'ebruary 27, 1961 be approved as written. All members voting aye, the Mayor declared the motion duly carried, RESOL°~:~TTO`1 N0. 61-12 entitled : "RESOLUTION OF THE CITY COUi~TCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMA,VDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." was presented. It was moved by Councilman English, seconded by Councilman Rowe, that said resolution be adopted. Roll Call: Ayes: Councilmen Duncan, English, Finch, Fender and Rowe. Noel, : None , Absent: None. Mr, Sa.n Worthen, 3264 Fernwood Avenue, questioned the '""-' methods used by the City in cleaning the Pacific Electric Railway Company~s right of way. Counci.irrian Rowe inquired if the Pacific Electric Company was assessed for the City~s cleaning of said right of way, It 1Nas explained that no assessment was made for said c°learzing as this was considered general city rnairtenance. There being no further protests, it was moved by Mayor Finch, seconded by Councilman Fender, that said hearing be concluded. All members voting aye, the Mayor declared the motion duly carried. Whereupon, RESOLUTION N0. 61-13 entitled; "A RESOLUTION PASSING UPON OBJECTIONS, AND DIRECTING THE SUPERINTENDENT OF STREETS TO ABATE THE NUISANCE OF DR~L AND DRYING WEEDS THAT EXIST ON CERTAIN PARCELS OF LAND IN THE CITY OF LYNWOOD." was presented. It was moved by Councilman Fender, seconded by Councilman Duncan, that said resolution be adopted. Roll Call: Ayes: Councilmen Duncan, English, Finch, Fender and Rowe. Noes: None. Ahserzt;: None, '~ The Clerk presented for the Courzcil~s approval the First ~~ Su~:plemental Mema~andum of Agreement for expenditure of gas tax allocation for major city streets which now irAciudes the two f;raffic signal projects at Imperial and ~Tacxson and Long Beacri Boulevard and Sanborn. The Clerk also presented the Engineers report wherein he recommended that the resolution be adopted. Zoo in Lugo The Manager presented his report, as requested at the last Park regular meeting, on tree establish:nerzt of a baby zoo in Lugo Approved, Far.k by the Rohe Brothers. The Manager- stated that fellov~ring negotiations with the Rube Brothers, the Attorney has prepared the :necessary agreeme.r.,t, and the Manager recommended that the Cou.nci i approve the ~ ors-~ tract. Mr. Ao vr. Robles, Recreation Dir~:;tor, explained the pr°oj~cted development of L7xgo Park. _~ _ •. The following individuals addressed the Council exp:ressi:rg general opposition to t:he establishment of such a zoo ir. There followed a lengthy discussion among the members of" the City Council, Mr, Ruhe, and the audience regarding r;he operat;iori of the zoo in Lugo Park. It was moved by Cou,v?.cilman Duncan, seconded by Councilman Pender, that the Council concur in the recommendation of the City Manager and approve the contract, allowing the Ruhe Brothers to operate a k~aby zoo in the northeast portion of Lugo Park, a_rd ~ urt;her authorize the Mayor and Clerk to execute the agr°eement on behalf of the City of Lynwood , Ro:11 Call : Ayes: Councilmen Duncan, English, Finch, Pender and RoTfre. Mr, Henry Lie~wer, 10919 Mallison, addressed the Council Handbill regarding the la r.ge amount of handbills being distributed Distribution withi;^ the City and the type of personnel used for such dirt r°ibut-ion, Followirxg a discussion of the various types of advertising media being distributed and methods of distribution, it "'~' was moved by Councilman English, seconded by Councilman Rowe, that the City Attorney send a report to the Council on what type of legislation exists or could be adopted controlling the general distribution of handbills.
