Eugene Green The Manager informed the Council that the term of Personnel.
reappointed Commissioner. Eugene Green expires May 15, 1961. Councilman.
to Perscnnel English nominated Eugene Green for a term of four years as a
Commission. member of the Personnel Commission.
The Mayor inquired if there were any other nominationso There
was no response.
Whereupon, the Mayor, pursuant to the provisions of the
Personnel ordinance, appointed Eugene Green as a member or` the
City Personnel Commission for a term of four years, comm~:ncing
May 15, 1961.
It was :roved by Councilman English, seconded by Councilman
Duncan, that the Council concur in said appointment. Al_l
members voting aye, the Mayor declared the motion duly carried.
Community The Manager presented a communication from Anthony and Langf"ord,
Service Bldg.architects, requesting, on behalf of Etherton Construction
extension of Company, a 46-day extension of time .for the completion of the
time granted.cornmunity service building, due to delay caused by re-design
of kitchen equipment, inclement weather, and re-design, of
tapered steel girders. The Manager stated that he felt; the
request. was reasonable and recommended grant;i.ng said extension.
After discussion., it was moved by Mayor Finch, seconded by
Councilman. Rowe, that the Council grant said 46--day extensior.~
as recommended, without penalty, effective April 14, 1961.
All members voting aye, the Mayor• declared the motior_ duly
carried.

T'r1e Manager presented a request from the City Engineers
authorization to advertise for bids for the improvement
of Imperial Highway between Alameda Street and Fernwood
Avenue, The Manager stated that said project would be
financed from State Gas Tax moneys, and the plans and
specifications have been approved by the Division of
Highways.
Whereupon, it was moved

Pender, that the Council purchase 1,000 Krueger 901E
all steel folding chairs from Pacific Seating Company
at $x,24 per chair.

Th~~ City Attorney presented for the Councils considers- Ordinance
tior~ an ordinance regulating the subdivision of individual amending #570
parcels of land within the City (lot split ordinance). (lot splits)
The C1.erk, as Secretary of the Planning Commission, stated first reading
that the Planning Commission has not had an opportunity
to review the ordinance. There followed a discussion on
th.e necessity of adopting such an ordinance as an errrer-
gency ordinance,
Whereupon, the City Attorney read the following entitled
ordinance in its entirety:
"AN ORDINANCE AMENDING CITY ORDINANCE N0. 570AS FOLLOWS:
AMENDING- SECTION 4.05 (B~_' REPEALING THE FORMER SECTION
4.05 AND ADOPTING A NEW SECTION 4.05); 5.05 (BY REPEALING
FORMER SECTION 5.05 AND ADOPTING A NEW SECTION 5.05) AND
BY ADOPTING THE FOLLOWING NEW SECTIONS THEREOF: 4.06,
5.06, 5.07, 5.08, 5.09, 5.10, 5.11, 5.1'2, 5.13, 5.14,
6.05 (BY REPEALING THE FORMER SECTION 6.05 AND ADOPTING
A NEW SECTION 6.05) , AND 6.06 . rr
The Council requested copies of said ordinance prior to
its adoption. It was then moved by Councilman Rowe,
seconded by Mayor Finch, that said ordinance be accepted
as read for the first time and pass to the second reading.
