the roll call..
Tt was moved by Councilman English, seconded by Councilman
Finch, that the minutes of the regular meeting of June 6,
~~ 1961 and 'the adjourned regular meeting of June 12, 1961,
be approved as written. All members vof:ing aye, the Maycr
declared the motion duly carr:i.ed.

reading. It was moved by Councilman Finch, seconded by
Councilman English, that further reading be waived. All
members voting aye, the Mayor declared the motion duly
carried.
It was moved by Councilman Finch, seconded by Councilman
English, that said ordinance be adopted as read for the
second time, finally pass, and be published as required
by law.

Southern The Clerk presented a communication from the Southern Pacific
Pacific and Company addressed to Mayor Fender, requesting the support of°
Santa Fe Rys.the Lynwood City Council in the Western. Pacific control case,
denied sup by the adoption of an apprnx;raiate resolution. Following dis-~
port in cu.ssion regarding the request of both the Southern Pacific
Western and Santa Fe railway com~~aniE~s in their applications to the
Pacific C,ase.Interstate Commerce Gom.mz.ssion for permission to control the
Western Pacific Ra7lroad, i_t was moved by Councilman. Finch.,
seconded by Councilman English, that the Council refrain
from indorsing either company in this case. All members
voting aye, the Mayor declared the motion duly carried.
Lugo Park The Clerk presented a report frorri the Planning Commission
Annex No. 3 wherein it recommended that the Council give its consent to
Consent to the institution of proceedings for the annexation of the
proceed, territory known as Lugo Park Annexation No. 3. Whereia~.~on,
it was moved by Councilman Finch, seconded by Councilman
English, that the Council give its consent to the institution
of proceedings for the annexation and direct the City Engineer
to submit the boundaries of the proposed annexation to the
Los Angeles County Boundary Commission for its approval, All
members voting aye, the Mayor dec;.lared the motion duly ~°rrled.
Pigeon The Clerk presented the applications of Bobby Lorusso, 35r,~9
Permits - Palm and Jerry Worsley, 3605 Lynwood Road, for special permit
Lorusso and to keep and liberate racing pigeons. It was moved by Council
Worsley, man Finch, seconded by Councilman Duncan, that said special
permits be granted, All membe.rS voting aye, the Mayer declared
the motion duly carried.
Belle Vernon The Clerk presented for the Councils acceptance a deed
Water Dist, conveying the following described property in the Belle
property con-Vernon Water District f:raom 'the Cctaraty of Los Angeles to the

The Clerk presented the City Attorneyts report on the Radar equip-
legality of the Chief of Police and Traffic Engineer, went report,
acting jointly, purchasing and putting in use radar equip-
ment without prior authoriz°ution from the City Council,
~'~' wherein it was his opinion that their actions were Legal.
There followed considerable discussion regarding the u.se
of" radar equipment for traffic enforcement, wifh no further
action taken.
The Manager presented for the Councils approval an agree- Hoyt Ste~~r~,:,
meat for fencing and ma.lntaining the unimproved city pro- use of city
peaty at the northwest corner of Peach and Weber, by property
Hoyt G. Stevens, the owner of the adjoining property, The approved,
Manager stated that the City has no s_mmediate use for said
property, and recommended-that the City Council. approve the
agreement allowing M:r. Stevens to fence and maintain said

Councilman English, that the Council concur in the recom-
mendations of the Manager and:~uthorize the Mayor and
Clerk to execute said agreement on behalf of the City.

The Manager presented a communication from Telecomputing Off-street
Corporation (Whittaker Controls) giving the. City notice Parking lease
of its intention to terminate the lease with the City for to be ~terrnirlw
the use of the Pacific Electric Railway right of way for aced.
off®street parking, effective July 31, 1961. The Manager
recommended that the City terminate its lease with the
Pacific Electric Railway Company for said off®street
parking area between Imperial Highway and State Street,
effective July 31, 1961..
Whe.r~eupon, it was moved by Councilman Duncan, seconded by
Councilman Finch, that the Council concur in the recommen-
dations of the Manager in terminating said off-street
parking leases.

The Manager presented .for. the Councils approval Change Community
Order No. 5 in the Gom~rnunity Service Building. He stated Service B1dge
that since the modified kitchen plan required changes and Change Order
additions to the plumbing installation, he recommended No. 5
that the Council approve the change order in the amount of approved.
$260,13 for said changes. It was moved by Councilman Finch,
seconded by Councilman Duncan, that the Council approve
said change order.
