HomeMy Public PortalAbout19970922REGULAR COUNCIL MEETING SEPTEMBER 22, 1997 1 CALL TO ORDER The Regular Council Meeting was called to order on September 22, 1997, 7:30 P.M. with Mayor Duane Schreimann presiding. Prayer was offered by Councilman Steve Nelson, followed by the Pledge of Allegiance. ROLL CALL The following Council Members were present for roll call: Present: Byrd, Haake, Jackson, Jaynes, Landwehr, McDowell, Nelson, Nilges, Stella and Vincent Absent: None A quorum was declared present. CONSENT AGENDA The following items were present for approval on the Consent Agenda: a. Minutes of September 8, 1997, Regular City Council Meeting b. Authorizing Abatement of Special Tax Liens A motion was made by Councilman Carl Jaynes for approval of the Consent Agenda as presented, seconded by Councilman Charles Jackson, and approved unanimously. BIDS OVER $25,000 a. Bid 1716 - Sodium Chloride, Public Works Department A motion was made by Councilman Charles Jackson for approval of the bid, seconded by Councilman James Haake and approved unanimously. Police Records Clerk - Janna Beck: A motion was made by Councilman Steve Nelson for approval, seconded by Councilman Larry Vincent and approved unanimously. Mayor Duane Schreimann announced that Ms. Jane Beetem, who was appointed to the Historic Preservation Ad Hoc Committee at the September 8, 1997 City Council meeting had indicated she would not be able to serve on that committee. Therefore, he wished to recommend the appointment of Ms. Mary Kinstler to replace Ms. Beetem. A motion was made by Councilman Charles Jackson to approve Mayor Duane Schreimann's appointment, seconded by Councilman Steve Nelson and approved unanimously. Councilman Rick Nilges moved, as a voter on the prevailing side, that Bill 97 -66 be reconsidered, seconded by Councilman Bill Byrd and approved unanimously. Bill 97 -66 was brought up for reconsideration. A motion was made by Councilman Larry Vincent to amend Bill 97 -66 by changing the dates "1998" in Section 2 to "1997," seconded by Councilman Carl Jaynes and approved unanimously. Councilman Carl Jaynes requested that Bill 97 -71 be placed on the Informal Calendar. Councilman Carolyn McDowell requested that Bill 97 -56 remain on the Informal Calendar. NEW BUSINESS There was no new business to come before the Council at this time. UNFINISHED BUSINESS REGULAR COUNCIL MEETING SEPTEMBER 22, 1997 8 Councilman Rick Nilges stated that the reductions to the budget discussed in Finance Committee meetings would be available in the near future. When they are completed, the Finance Committee will set dates to complete the budget, and he felt it would probably take about two or three meetings, depending on the reductions. Councilman Rick Nilges noted that the Third Quarter Financial results had been sent to Council, and requested a brief overview of that report. City Administrator Rich Mays responded that one of the most critical issues was the sales tax, which had been very level over the past nine months. The September sales tax came in about two weeks ago, and was 7 %2% over, which helped the City this year and would help the projections for next year. The overall report indicates both spending and revenues are pretty much on target. Councilman John Landwehr stated he had received calls from constituents concerning the condition of Oak Hills Golf Course. Parks & Recreation Department Director Bill Lockwood responded by giving a report of the problems which had been encountered at the course, and the progress that is being made to address those problems. He stated that even though some of the holes have been unplayable, but that they had been able to remain open for business and patrons have been able to play the course albeit in a little different way than usual. Councilman Rick Nilges asked if the Parks and Recreation Department planned to issue refunds to season pass holders because the whole course had not been playable much of the summer season. Mr. Lockwood responded that the topic has been discussed at the Parks and Recreation Commission meeting, and that it had been determined that since the course had remained open for business and that their prices are so low in the first place, refunds were not considered appropriate. He stated they are looking at some other measures, however, that may deal with that situation, but they have not been adopted at this point. COUNCIL LIAISON REPORTS Councilman Carl Jaynes announced that the USS Jefferson City Submarine Committee has been informed that the submarine's new Commander and members of his crew are planning to visit Jefferson City. They will arrive on October 16 and leave October 21, and that they would like to be presented on the October 20 Council Meeting agenda. Councilman Carl Jaynes moved to authorize the Committee to withdraw $2,500.00 from the fund's principal balance to reimburse the transportation costs, seconded by Councilman James Haake and approved unanimously. Councilman Larry Vincent reminded Council of the Convention Center Committee meeting at 5:30 PM, Wednesday, September 24. Councilman James Haake reminded Council that there will be a Public Works and Planning Committee Meeting at 7:30 PM on Thursday, September 25. REGULAR COUNCIL MEETING SEPTEMBER 22, 1997 9 EXECUTIVE SESSION MINUTES Minutes of the September 8, 1997 Executive Session - A motion was made by Councilman Larry Vincent to approve the minutes, seconded by Councilman Charles Jackson and approved unanimously. ADJOURNMENT There being no further business to come before the Council at this time, a motion was made by Councilman Carolyn McDowell to adjourn, seconded by Councilman Larry Vincent and approved unanimously at 8:00 PM.
