Councilmen Duncan, Ham, Finch, Fender and Rowe answered the roll call.. It was moved by Councilnan Finc~~, seconded by Councilman Duncan, that the minutes of the regular meeting of October 3, 1961., and the special meeting of October 13, 1961, be approved as written. All members voting aye, the Mayor declared the motion duly carried, Res. 61-63 RESOLUTION PvO. 61-63 entitled: T'RESOLUTION OF THE CITE' Demands COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." was presented. The Manager presented the City Engineers report on the bids received for the installation of a traffic signal system at Fernwood and State Street wherein he recom- mended that the contract be awarded to Electric and .Machinery Service, the low bidder, at $8;68,00. It was moved by Councilman Pender, seconded ~Y Cot~nc~lman Duncan, that the Council concur in the City Engineer;s recommen- dation in awarding said contract, and authorize the Mayor and Clerk to e~ecu.te said agreement on behalf of the City. '~'' The Manager presented for the Counci7.fs information a ~' re ort concernin the t I, p g ype and level of catering service provided in the Community Service Building. The Manager y'urther reported that it is proposed that new quotes be soli,cited based on a more complete set of conditions and requirements than were originally established, which will allow both the present caterer and others to make quotations with a mare realistic understanding of the high lgvel of service demanded by the city, Councilman Rowe requested that the .Council accept his resignation as Mayor Pro Tempore. Whereupon, Councilman Finch nominated Councilman Duncan as Mayor Pro Tempore. The Mayor inquired if there were any further nominations. There being .none, it was rrioved by Councilman Finch, seconded by Councilt~nan Rowe, that nominations be closed and that a unanimous ballot be cast for Councilman James W.
